The interim president of Howard University said that more than 200 of the over 500 incoming first-year students who were initially (1) ______ for the fall semester had been readmitted.

IELTS Academic Writing Task 2

Question:
Some people believe that changing laws and constitutions is enough to establish democracy and protect citizens' rights. Others argue that real democratic progress requires changes in political culture, education, and social values.

Discuss both views and give your own opinion.

Sample Answer (Band 8.5–9):
Democracy is often associated with constitutional protections, free elections, and the rule of law. While some people believe that legal and constitutional reforms alone are sufficient to establish democracy and safeguard citizens' rights, others argue that lasting democratic progress depends on broader changes in political culture, education, and social values. I believe that although strong laws are essential, they cannot succeed without corresponding changes in society.

On the one hand, legal and constitutional reforms provide the institutional framework necessary for democracy. A constitution defines the powers of government, protects fundamental rights, and establishes mechanisms to prevent the abuse of authority. Independent courts, free and fair elections, and laws guaranteeing freedom of speech and the press are indispensable for a democratic society. Without these legal safeguards, citizens would have little protection against arbitrary rule, regardless of public opinion.

On the other hand, laws alone cannot guarantee democracy if political leaders and citizens fail to respect democratic principles. Even the most carefully designed constitution can be undermined when those in power disregard the rule of law or when political opponents refuse to tolerate differing opinions. Furthermore, education plays a crucial role in developing informed citizens who understand their rights and responsibilities. Schools can promote critical thinking, civic awareness, and respect for diversity, while social values such as tolerance, accountability, and mutual respect help create an environment in which democratic institutions can function effectively.

In my opinion, genuine democracy requires both strong institutions and a democratic culture. Legal reforms establish the rules of the game, but education and social values determine whether those rules are followed in practice. Countries that invest in civic education and encourage political accountability are generally better equipped to maintain stable democratic systems over the long term.

In conclusion, although constitutional and legal reforms are fundamental to democracy, they are not sufficient on their own. Sustainable democratic development depends equally on political culture, quality education, and a society that values freedom, equality, and respect for the rule of law. Together, these elements create a stronger and more resilient democracy.

Tuition fees are a major source of income that funds academic programs, campus facilities, and staff salaries. If payment deadlines are frequently ignored or extended, universities may struggle to manage their budgets and provide quality education. Furthermore, applying the same rules to all students promotes fairness and ensures that administrative procedures remain transparent and consistent.

On the other hand, unexpected financial difficulties are common, especially among students who depend on scholarships, government aid, or external sponsors. A balanced system that combines accountability with compassion benefits both educational institutions and the students they serve.
