The Yonsei Center for Human Liberty (YCHL) was established in January 2014 in order to respond to what the United Nation’s Commission of Inquiry on Human Rights in North Korea referred to as atrocities “unparalleled in the contemporary world.” Housed at Yonsei University’s Graduate School of International Studies, YCHL’s primary research and activities start from the premise that “all human beings
are born free and equal in dignity and rights” as stipulated in Article 1 of the Universal Declaration of Human Rights. North Korea has long been labeled one of the worst abusers of human rights. Its atrocities include forced labor, forced abortions, infanticides, public executions, a massive gulag system, and overseas abductions, among others. YCHL does address these violations. But more focal to the Center’s interest is the question of how the international
community will meet the challenges presented to us by the COI findings. Through research, policy development, seminars, lectures, and
conferences, YCHL’s goal is to promote accountability, hybrid tribunal, transitional justice, and universal jurisdiction so that justice will matter one day, even in North Korea. Thank you for your support.
연세대학교 국제학대학원 휴먼리버티센터 소장 이정훈입니다. 우리 연구센터는 북한의 인권침해 상황에 대한 유엔 북한인권조사위원회(COI) 보고서의 권고안 에 맞춰 국제사회의 효과적인 대응방법을 찾는 것을 목적으로 2014년 1월 설립되었습니다. COI 보고서가 지적한 공개처형, 고문, 투옥, 성폭행, 강제 낙태, 외국 인 납치, 특정 그룹 박해 등의 범죄는 수십 년간의 조직적 인권탄압의 결과이고 ‘반인도범죄’로명시되었습니다.
휴먼리버티센터는 COI 보고서를 역사적인 기회로 보고 국· 내외적으로 북한인권 상황에 대한 체계적인 연구, 정책개발, 강연, 세미나, 국제포럼 등을 통해 북한인권 개선에 이바지하고자 합니다. 인권 개선, 자유·민주주의의 확산이 목표인본센터는 북한주민의 박탈된 기본인권이 지켜질 때까지 총력을 기울일 계획입니 다. 보다 나은 한반도의 미래를 실현하고자 노력하는 휴먼리버티센터에 큰 관심 과성원을당부드립니다. 감사합니다.
