The Human Resource Development Corporation (HRD Corp), rebranded from the Human Resources Development Fund (HRDF) in 2021, is a statutory body under the Ministry of Human Resources governed by the PSMB Act 2001.

Levy Contribution and Registration
HRD Corp Levy Rates:
- Employers with 10 or more Malaysian employees are mandated to contribute 1% of their employees' monthly wages. Employers with 5 to 9 employees may register voluntarily at a 0.5% rate.
Human Resource Login:
- All grant applications, hrdf contribution payments and claims are managed via the e-TRiS Portal (Electronic Training Information and Resource System).
Payment Deadline:
- Levies must be remitted by the 15th of each month.

Training Schemes and HRDF Claimable Courses
SBL-Khas (Skim Bantuan Latihan Khas):

SBL (Skim Bantuan Latihan):
- A reimbursement-based model where employers pay upfront and claim back costs. This scheme requires prior manual approval, typically taking 7 to 14 working days (approval timelines may vary depending on documentation and grant processing).
Course Volume:
- HRD Corp maintains a large registry of thousands of claimable training programmes (formerly known as SBL-Khas titles) available in the registry.
Minimum Duration:
- Training must last at least four hours (half-day) to be eligible for a hrdf claim, with the exception of e-learning which has a one-hour minimum.
Regulatory Limits: The Allowable Cost Matrix (ACM)
Daily Reimbursement Caps:

In-House Training Caps:
