The National Union of Borno State Students (NUBOSS), National Headquarters, has officially held a press conference in Maiduguri to appreciate the remarkable interventions of the Government of Borno State in education and student welfare.

We sincerely appreciate His Excellency, Professor Babagana Umara Zulum, MNI, CFR, FNSE, for his unwavering support for students, particularly the approval and payment of the 2025/2026 Local Undergraduate Scholarship, the 100% upward review of local scholarships, and the continued support for Borno students studying within and outside Nigeria.

We equally extend our profound appreciation to the Honourable Commissioner for Education, Science, Technology and Innovation, Engr. Lawan Abba Wakilbe, for his accessibility and continued commitment to the welfare of students.

While appreciating these achievements, NUBOSS respectfully calls on the Borno State Scholarship Board to fast-track the processing and payment of all outstanding scholarship obligations to eligible students.

We also urge our students to remain calm, patient and hopeful as the necessary processes are being concluded.

NUBOSS PRESENTS AWARD OF EXCELLENCE TO HIS EXCELLENCY PROFESSOR BABAGANA UMARA ZULUM IN RECOGNITION OF HIS UNWAVERING SUPPORT FOR EDUCATION AND STUDENTS

…As Governor Announces 100% Upward Review of Local Scholarships and ₦2.65 Billion Fresh Support for Foreign Scholars

Maiduguri, Borno State — 19th August 2026

The National Union of Borno State Students (NUBOSS), Student National Headquarters, has presented an Award of Excellence to His Excellency, Professor Babagana Umara Zulum, MNI, CON, Executive Governor of Borno State, in recognition of his exceptional commitment to education, student welfare, scholarship development, and human capital development in Borno State.

The award was presented by the President of the National Union of Borno State Students, Comrade Umar Alhaji Gana, on behalf of Borno State students across Nigeria and beyond, as a demonstration of profound appreciation for an administration that has continued to place education and the development of young people at the centre of its development agenda.

The presentation comes against the backdrop of the Governor’s disclosure that his administration has invested a total of ₦15.29 billion in scholarship programmes for Borno State indigenes since 2023, including more than ₦8.61 billion in foreign scholarships, while also announcing additional funding for students currently studying abroad.

“WE ARE NOT DOING YOU A PRIVILEGE; IT’S OUR RIGHT TO PAY YOU.”

In his response to the NUBOSS delegation, His Excellency Professor Babagana Umara Zulum made a powerful statement that captures the philosophy behind his administration’s approach to student welfare:

“We are not doing you a privilege; it’s our right to pay you.”

The National Union considers this statement a profound expression of student-centred leadership.

It demonstrates that His Excellency does not regard investment in students as charity, favour, or political patronage, but as a responsibility of government and an investment in the future of Borno State.

For the students of Borno State, these words carry enormous significance. They reaffirm the principle that every young person deserves the opportunity to pursue quality education and develop the knowledge and skills required to contribute meaningfully to society.

₦15.29 BILLION INVESTMENT IN SCHOLARSHIPS

The National Union commends the Borno State Government for the scale of its investment in scholarship programmes.

According to figures disclosed by His Excellency, the administration has invested ₦12.644 billion in scholarships and related administrative support since 2023, comprising:

* ₦8.611 billion for foreign scholarships;
* ₦3.835 billion for local scholarships; and
* ₦196.3 million for administrative support.

With the newly approved ₦2.65 billion to settle the 2026 foreign-scholarship obligations of students studying in China, Malaysia, India and Egypt, the overall investment reaches approximately ₦15.29 billion.

This is not merely an expenditure on scholarships. It is a deliberate investment in the intellectual, professional and economic future of Borno State.

100% UPWARD REVIEW OF LOCAL SCHOLARSHIPS

In another major demonstration of his commitment to students, His Excellency has approved a 100% upward review of the local scholarship scheme for indigenes of Borno State and directed the Commissioner for Education and the Borno State Scholarship Board to ensure immediate implementation.

NUBOSS considers this decision a landmark intervention that will provide greater support to students pursuing their education within Nigeria.

At a time when the cost of education continues to place significant pressure on students and families, the upward review demonstrates the administration’s willingness to respond to the realities confronting students.

We commend His Excellency for recognizing that investing in education today is investing in the stability, prosperity and development of Borno tomorrow.

A GOVERNOR WHO HAS EARNED THE TITLE “STUDENT-FRIENDLY”

The National Union of Borno State Students proudly recognizes Professor Babagana Umara Zulum, MNI, CON, as a Student-Friendly Governor, based not merely on words but on measurable interventions and sustained support for students.

The scholarship investments, the expansion of local scholarship support, the continued sponsorship of students abroad, and the Governor’s commitment to merit-based education collectively demonstrate a leadership approach that places young people at the heart of development.

His Excellency’s administration has supported students studying medicine, engineering and other science, technology, engineering and mathematics-related disciplines abroad, with the beneficiaries expected to contribute their expertise to the development of Borno State upon completion of their studies.

APPRECIATION TO THE HONOURABLE COMMISSIONER FOR EDUCATION

The National Union of Borno State Students also wishes to place on record its profound appreciation and commendation to the Honourable Commissioner for Education, Science, Technology and Innovation, Engr. Lawan Abba Wakilbe, for his dedication and contribution to the implementation of the state’s educational and scholarship programmes.

NUBOSS recognizes the Honourable Commissioner’s role in supporting the administration’s education agenda and in ensuring that scholarship interventions reach students across different programmes and institutions.

According to the information presented by the Commissioner, the foreign scholarship programme currently supports 294 Borno State indigenes studying in China, India, Malaysia and other countries, including students in medicine, engineering and other critical fields.

The programme has also supported postgraduate scholars whose training is expected to strengthen the academic and professional workforce of Borno State.

The Commissioner further disclosed that scholarship beneficiaries have received their tuition fees and monthly stipends promptly, with stipends ranging from $150 to $200, alongside support for accommodation, feeding, airfares, travel documentation and other academic-related expenses.

NUBOSS appreciates Engr Lawan Abba Wakilbe for his continued accessibility, dedication and commitment to the welfare and educational advancement of Borno State students.

EDUCATION AS AN INVESTMENT IN THE FUTURE OF BORNO

NUBOSS strongly identifies with His Excellency’s position that the development of young people’s capacity remains one of the most reliable pathways out of poverty and conflict.

The return of students trained in medicine, engineering, academia and other professional fields represents more than individual academic success. Dear Esteemed Borno State Students,

The National Headquarters of the National Union of Borno State Students (NUBOSS) wishes to reassure all students regarding the ongoing Local Scholarship payment.

We understand your concerns over the delay and sincerely appreciate your patience. According to the latest information from the Borno State Scholarship Board, the delay is due to some administrative modalities currently being finalized to ensure a smooth, accurate, and transparent disbursement process.

We are pleased to inform you that students of Al-Ansar University and the College of Medical and Health Sciences, Zaria have already started receiving their scholarship payments, indicating that the disbursement process is underway.

We therefore appeal to all undergraduate beneficiaries of the Local Scholarship Scheme to remain calm, exercise patience, and avoid circulating unverified information. Be assured that NUBOSS National Headquarters is actively engaging with the relevant authorities and will continue to provide timely and authentic updates.

RE: APPROVAL OF LOCAL SCHOLARSHIP AND VERIFICATION OF STUDENTS’ DETAILS

The National Union of Borno State Students (NUBOSS), National Headquarters, is pleased to inform all indigenous students of Borno State studying in various tertiary institutions across Nigeria that the Borno State Government has approved the payment of the Local Scholarship Scheme for eligible students.

Consequently, all students are hereby directed to immediately visit their respective institutions and report to the offices of their Local Chapter Presidents for the verification and reconfirmation of their records. Students are advised to carefully review and validate all information submitted for the scholarship exercise, including:

* Full Name
* Surname and Other Names
* Bank Information
* Other relevant scholarship records

This verification exercise is necessary to ensure accuracy and facilitate a smooth disbursement process. Students are therefore encouraged to cooperate fully and complete the exercise promptly.

Furthermore, beneficiaries should expect the commencement of scholarship payments within the next ten (10) days, subject to the completion of all necessary administrative processes.

The National Headquarters of NUBOSS wishes to express its profound appreciation to His Excellency, Governor Babagana Umara Zulum, the Executive Governor of Borno State, for his unwavering commitment to education and student welfare. NUBOSS Calls for Collective Action to Rebuild Education in Borno State at International Education Day Conference

Maiduguri, Borno State – January 24, 2026

The President of the National Union of Borno State Students (NUBOSS), Umar Alhaji, has called for stronger collaboration between government, communities, development partners, and young people to rebuild and strengthen education in conflict-affected communities across Borno State.

He made this call while delivering a keynote address at the International Education Day Virtual Conference, themed “Resilience Through Learning: Education as a Tool for Recovery,” where he spoke on the topic “Youth Call to Action on Co-Creating Education in Borno State.” The conference brought together education advocates, policymakers, teachers, NGOs, and youth leaders from across Nigeria to discuss practical solutions for improving access to education in crisis-affected areas.

In his remarks, the President highlighted the severe educational challenges facing the region, noting that Nigeria currently has about 18 million out-of-school children — the highest number globally — with a significant proportion located in Northern Nigeria and the North-East, particularly Borno State, where years of conflict have disrupted schooling for over a million children.

He described education as “the light of society” and warned that “when that light goes out, a generation walks in darkness,” emphasizing that the destruction of schools and displacement of teachers has created not just an education crisis, but a development and security crisis.

Speaking passionately about the role of young people, Umar stressed that youth must no longer be treated as passive beneficiaries of policies but as active partners in designing and implementing educational solutions. He stated that excluding youth from decision-making weakens long-term progress and sustainability.

“We are not passengers in the journey of change; we are the engine that drives it,” he said. “Education cannot be delivered to communities like charity. It must be co-created with the people, especially the youth who understand the realities on the ground.”

He further referenced global education advocates such as Malcolm X, Nelson Mandela, and Malala Yousafzai, noting that throughout history, meaningful educational reforms have often been championed by courageous young people who refused to accept systemic barriers.

Highlighting ongoing grassroots efforts in Borno State, the NUBOSS President commended youth volunteers who teach in IDP camps, mentor younger students, and organize community literacy programs despite limited resources. He described these initiatives as proof that young people are already rebuilding the education system from the ground up.

In a strong call to action, Umar urged government authorities to increase investment in safe and inclusive schools, encouraged development partners to support youth-led initiatives, and appealed to parents and communities to prioritize sending children — especially girls — back to school.

“The future of Borno is sitting in our classrooms today,” he stated. “If we educate them, we secure tomorrow. If we neglect them, we endanger tomorrow. The responsibility to rebuild education belongs to all of us.”

He concluded by challenging young people across the state to take ownership of their learning through volunteering, mentoring, innovation, and active civic participation, reaffirming that sustainable recovery in Borno depends on empowering its youth.

The conference ended with renewed commitments from stakeholders to strengthen collaboration and promote resilient education systems that leave no child behind.

NUBOSS Seeks Unity Among North-East Students

Comr Umar Alhaji Gana, President of the National Union of Borno State Students (NUBOSS), met with Comrade Sulaiman Muhammad Abdulwahab, President of the Bauchi State Students Association, to propose a Council of North-East Students' Presidents. This regional body would unite student leaders from six states to improve student welfare, academics, and living conditions.

The initiative aims to address challenges facing students in the North-East, including out-of-school children and limited access to education. Gana emphasized the need for unity and cooperation among student leaders to tackle these issues 📚👥.

"We believe that through collective effort and strategic collaboration, we can effectively address the challenges confronting students in the region," Gana said.

The proposal was well-received, and both parties agreed to work together towards its actualization.
