National Agricultural Extension and Research Liaison Services (NAERLS) NAERLS is saddled with the responsibility disseminating proven agricultural technologies/ information & advance the frontiers of Extension in Nigeria.

The National Agricultural Extension and Research Liaison Services grew out of the Specialist Services Section of the former Northern Nigeria Ministry of Agriculture to provide a formal link between the Institute for Agricultural Research (IAR) and the Ministry of Agriculture in 1963 as Research Liaison Section (RLS) to ensure that research results get to farmers in adoptable form. In 1968, followi

ng the dissolution of the regional structure, RLS was transferred to IAR and became known as Extension and Research Liaison Section (ERLS). Consequently, the Ahmadu Bello University (ABU) Council, in accordance with Statute 19, separated ERLS from IAR in 1975 and renamed it the Agricultural Extension and Research Liaison Services (AERLS). Thus, AERLS, became an autonomous Institute within the Agricultural Complex of the University under the aegies of the then Federal Ministry of Science and Technology (FMST), similar to IAR. Following the reorganization of the research institutes by the then Federal Ministry of Science and Technology, a number of changes in the mandates of several research institutes were made in April 1987. In recognition of its contribution to successful extension and research support services in the Northern States of Nigeria, AERLS thus earned a national mandate which transformed it to the National Agricultural Extension and Research Liaison Services (NAERLS). To execute its mandate effectively, NAERLS immediately established 5 zonal offices, one each in the 5 agro-ecological zones of Nigeria.

NAERLS Listed Among 50 MDAs with Integrity
The National Agricultural Extension and Research Liaison Services has been recognized as one of the 50 most ethically compliant Ministries, Departments, and Agencies (MDAs) in Nigeria, following a comprehensive assessment of public institutions across the country.
The Executive Director of NAERLS, Prof. Y. A. Sani, was on April 24, 2026, honored with the Integrity Icon of Nigeria (IION) award. The recognition highlights his exemplary leadership and commitment to ethical standards in public service. The award was presented by Prince Salih Musa Yakubu, Executive Director of the Centre for Ethics and Self Value Orientation.

Speaking during the presentation at the NAERLS boardroom, Yakubu explained that his organization conducted a 12-month investigation covering 250 strategic government agencies, evaluating their contributions to national development and adherence to ethical practices. According to him, only 50 agencies met the required standards for transparency, accountability, and quality service delivery.
“These agencies are classified as highly rated, ethically responsible, public service-compliant, and among the least corrupt MDAs,” Yakubu stated, noting that NAERLS earned its place among this select group.
In addition to the individual honor, NAERLS received a Certificate of Corporate Ethics and Integrity Compliance, having emerged second among parastatals under the Federal Ministry of Agriculture and Food Security. Letters of commendation were also presented to principal officers of the institution for their professionalism and commitment to ethical public service administration.
Receiving the award on behalf of the Executive Director, the Deputy Director of NAERLS, Prof. M. M. Jaliya, expressed gratitude to the Centre for Ethics and Self Value Orientation for recognizing the agency’s efforts. He emphasized the importance of collaborative action in combating corruption and promoting ethical standards across public institutions.
Jaliya noted that organizations like the Centre play a vital role in strengthening accountability frameworks, adding that sustained commitment to integrity is essential for achieving national development goals.
The recognition marks a significant milestone for NAERLS, reinforcing its reputation as a leading institution in ethical governance and service delivery within Nigeria’s public sector.

CBN Statistics Department Visits NAERLS to Strengthen Data-Driven Agricultural Policy
The Central Bank of Nigeria (CBN) Statistics Department on Tuesday, March 24, 2026, paid a courtesy visit to the National Agricultural Extension and Research Liaison Services (NAERLS) as part of efforts to deepen collaboration on data-driven agricultural policy development.
The CBN delegation was led by Malam Abubakar Inuwa, a Deputy Director in the department, while the NAERLS team was received on behalf of the Executive Director by Professor M. M. Jaliya, Deputy Director of the institution.

The meeting commenced with a detailed presentation on NAERLS’ mandate and its strategic approaches to reaching farmers across Nigeria. The presentation, delivered by Professor Jaliya, highlighted the organization’s nationwide extension services and its role in generating agricultural data. Contributions were also made by other members of the NAERLS management team in attendance.
Speaking during the session, Malam Inuwa emphasized that the CBN, under its current leadership, is repositioning its policy implementation strategies to be more evidence-based. He noted that the Bank is increasingly focused on building a robust implementation framework supported by reliable data.
“The Bank now has an implementation framework,” he stated, adding that the CBN is actively seeking credible data to better understand risks across the agricultural value chain.
He further explained that the CBN is particularly interested in gathering detailed information on specific agricultural sectors targeted for intervention. As part of this effort, he appealed to NAERLS to provide access to data generated through its Agricultural Performance Survey (APS) reports. Inuwa also assured NAERLS of the Bank’s willingness to reciprocate by sharing relevant datasets and information that could support research and planning.
In his response, Professor Jaliya welcomed the initiative, describing it as a positive step toward strengthening institutional collaboration and improving the quality of agricultural data in Nigeria. He expressed NAERLS’ readiness to work closely with the CBN in facilitating data exchange for improved policy outcomes.

At the close of the meeting, Professor Tunji Iyiola, Assistant Director in charge of Research, Planning, Monitoring, and Evaluation at NAERLS, was appointed as the contact person. He will coordinate the exchange of data and information between both institutions to support effective policy implementation.
The visit underscores a growing emphasis on inter-agency collaboration and the use of data analytics in addressing challenges within Nigeria’s agricultural sector.
