The Western Philippines University is an institution of higher learning based in Aborlan, Palawan, Philippines. It is recognized as a National University for Agriculture, National University for Fisheries, and Center of Excellence for Fisheries. It offers a wide array of diploma courses as well as undergraduate and graduate degrees. The Western Philippines University was founded in 1910 as a Farm

Settlement School for the Tagbanua Tribe. In 1928, it was converted to Aborlan Agricultural High School (AAHS) where a full secondary curriculum was offered. In 1960, it became the Palawan National Regional Agricultural School (PNRAS) by virtue of RA 2619. Two years after, it became the Palawan National Agricultural School (PNAS). A year after that, in 1963, it was converted to Palawan National Agricultural College (PNAC) by virtue of RA 3648 which enabled it to offer various courses with BS Agriculture as its banner degree program. During this time, it opened the Bayanihan Schools in many parts of Palawan. The said program was widely heralded as the harbinger of development in communities where they were established. After three decades, PNAC became the State Polytechnic College of Palawan (SPCP) by virtue of RA 8012 in 1995. Technical and vocational courses were made available at SPCP. Finally, in 2004, SPCP became a university and was renamed Western Philippines University (WPU) by virtue of RA 9260. At present, WPU is a partner in development in Puerto Princesa City, Aborlan, El Nido, Taytay, Culion, Busuanga, Quezon, Rio Tuba, and Brooke's Point. WPU's more than one hundred years of existence in the Philippines was proven fruitful. It remains the leading knowledge center for sustainable development in the Province of Palawan, in the Philippines, and beyond!

ABSTRACT

Phytoplankton serve as important indicators of water quality and ecosystem condition. This study examined the seasonal variation of phytoplankton communities in Shark Fin Bay, Taytay, Palawan, Philippines, in relation to monsoonal changes. Monthly sampling was conducted from July to December 2025 at six sites within the Shark Fin Bay Marine Protected Area. Phytoplankton composition, abundance, diversity, and harmful genera were assessed together with selected physicochemical parameters, including temperature, salinity, dissolved oxygen, pH, total suspended solids, water transparency, depth, and nutrients. Results showed clear differences between the Southwest and Northeast Monsoons. The Northeast Monsoon recorded higher phytoplankton abundance but lower diversity, indicating dominance by fewer taxa. In contrast, the Southwest Monsoon supported a more diverse community, although overall abundance was lower. Harmful genera, including Alexandrium and Prorocentrum, were also observed. These findings provide baseline information for phytoplankton monitoring and harmful algal bloom management in Shark Fin Bay, with relevance to fisheries sustainability and coastal conservation.

WPU President Dr. Amabel S. Liao, together with WPU Busuanga Campus Administrator Asst. Prof. Beatrice Macolor Cruz-Vicera, University and Board Secretary Mr. Joseph Dominic S. Liao, BSAB Program Coordinator Ms. Myla Santiago, and BSHM Program Coordinator Mr. Eljay Macmac, paid a courtesy visit to Busuanga Mayor Raymond Emil Cruz to discuss opportunities for strengthening WPUโ€™s presence and academic offerings in the municipality.

The meeting was also graced by Assistant Solicitor General James L. Cundangan of the Office of the Solicitor General (OSG), whose presence underscored the importance of forging stronger government partnerships in advancing education and development in the local community.

At the center of the discussion was the proposed Bachelor of Science in Agribusiness (BSAB) program at the WPU Busuanga Campusโ€”an initiative envisioned to equip students with knowledge and skills that can contribute to local enterprise, agricultural innovation, and sustainable economic development.

Through collaboration among academe, local government, and national government partners, WPU continues to bring accessible and relevant higher education closer to communities while responding to their emerging needs.

As part of its commitment to strengthening partnerships for sustainable and inclusive development, Western Philippines University (WPU) joined the Palawan Provincial CSO Development Program and the Provincial Government of Palawan (PGP) in celebrating the programโ€™s first anniversary.

WPU Main Campus in Aborlan served as the venue for the opening program and concurrent activities, bringing together civil society organizations and development partners for learning, collaboration, and knowledge exchange.

The celebration featured technology demonstrations and learning visits highlighting sustainable agriculture, farm innovation, wildlife conservation, and fisheries management.

Through initiatives such as this, WPU continues to work with government and civil society partners in translating knowledge, technology, and collaboration into meaningful community impact.

Western Philippines Universityโ€“Puerto Princesa City Campus served as one of the regional venues for the Regional Science and Technology Week (RSTW) 2026, joining simultaneous celebrations held across MIMAROPA, with Romblon as the central hub.

Anchored on the theme โ€œTeknolohiya at Agham na Ramdam,โ€ the celebration highlights how science, technology, and innovation can move beyond laboratories and research institutions to create real, tangible impact in the lives of communities.

Yesterdayโ€™s opening ceremony brought together leaders and partners from government, academe, industry, research, and the innovation community in a shared celebration of how science, technology, and innovation (STI) are shaping a more progressive and sustainable MIMAROPA.

A major highlight of the celebration at WPUโ€“PPC was the unveiling of the new facilities of the Advanced Manufacturing Center (AMCen), the first and only in MIMAROPA, marking another milestone in strengthening the regionโ€™s capacity for research, prototyping, advanced manufacturing, and innovation.

The event also featured the ceremonial signing of a Memorandum of Agreement, reinforcing collaboration among WPU, DOST, the Metals Industry Research and Development Center (MIRDC), and MAKERLAB advancing innovation and creating opportunities for researchers, students, entrepreneurs, and communities.

In celebration of the Regional Science and Technology Week (RSTW) 2026, Western Philippines University officially launched the Metals and Engineering Innovation Center at the Aborlan Campus today, following the successful launching of the WPU Advanced Manufacturing Center (AMCeN) at the Puerto Princesa Campus.

The launching brought together distinguished officials, partners, and stakeholders, including Mr. Rodolfo Calzado Jr., Assistant Secretary for Development Cooperation; Engr. Robert O. Dizon, Executive Director of DOST-MIRDC; Engr. Jerry B. Mercado, Assistant Regional Director/Chief SRS; Engr. Girlie M. Millo, B2MEIC Project Leader of DOST-MIRDC; Engr. Pacifico T. Sariego III, Provincial S&T Director/Chief SRS; Hon. Lito O. Tito, Municipal Mayor of Aborlan, represented by Dr. Efren R. Empot; Mr. Roque S. Dela Peรฑa, Program Manager of the Livelihood Management Program of the Provincial Government of Palawan; and WPU Vice President for Academic Affairs, Dr. Lota A. Creencia. Dr. Renato U. Solidum Jr., Secretary of the Department of Science and Technology (DOST), also graced the occasion through a virtual keynote message.

MEIC-WPU is part of DOSTโ€™s efforts to enhance the R&D capabilities of State Universities and Colleges through advanced metalworking equipment and human resource development. It is a regional hub for equipment design and prototyping while supporting local Metals and Engineering (M&E) firms in improving their capabilities, competitiveness, and contribution to national industrial development.

WPU, through AMCeN and MEIC, transforms research and innovation into impactful solutionsโ€”driving technology, industry, and development forward for the region and the nation.
