𝗡𝗘𝗪𝗦 | CVM leads multidisciplinary NRCP capacity building, membership drive

By Ian Paul Villanueva

The Mariano Marcos State University – College of Veterinary Medicine (CVM) hosted a National Research Council of the Philippines (NRCP) capacity-building and membership drive on September 22 at the Center for Flexible Learning.

The first in a series of NRCP visits with multiple universities, the event aimed to strengthen awareness and understanding among MMSU faculty members and researchers of NRCP membership, its programs, research grants, and other opportunities. As the host college, CVM, led by Dean Melvin Bagot, also extended the event to other units in the university to bring NRCP membership closer to the MMSU’s researchers and research centers.

The initiative gathered researchers from seven distinct colleges and research centers, including College of Agriculture, Food, and Sustainable Development; College of Arts and Sciences; College of Health Sciences; College of Medicine; Center for Cellular and Molecular Medical Research; National Bio-Energy Research and Innovation Center; and the Research Directorate.

Titled “Capacity Building, Membership Drive, and Industry Collaboration Initiative,” the event featured Dr. Adrian Ybañez, Chair of NRCP Division XIII, as the primary resource speaker. He led sessions focused on NRCP membership orientation, research and innovation frameworks, and an introduction to veterinary grantsmanship.

Dr. Ybañez also introduced VetInnovate PH, a multi-regional collaborative platform for research, scientific engagement, innovation, and academe-practice-industry linkages in the country.

Two evening sessions followed, with over 25 participating veterinarians from Ilocos Norte. The cohort consisted of practitioners from local government units, private clinics, those from the Companion Animal Series caravan, and CVM faculty members.

The sessions tackled the topics, “Recent Philippine Vaccination Research and Updates towards Philippine Consensus Guidelines” and “Canine Vector-borne Diseases in the Philippines: Latest Diagnostic Approach and Treatment Protocols.”

Established in 1933, NRCP is a Department of Science and Technology-attached multidisciplinary collegial body that acts as a scientific advisory council to the Philippine government. It is organized into 13 distinct divisions, each encompassing a particular field. NRCP Division XIII is its newest addition, having been established in 2019.

The MMSU College of Veterinary Medicine (CVM) marked a milestone by holding its first-ever White Coat Ceremony for the pioneer fifth-year Batch Katala 2028 students alongside its Third Pinning Ceremony for third-year students on July 30 at the Teatro Ilocandia.

The morning program featured the Third Pinning Ceremony with the theme “Pinned for Purpose, Inspired to Succeed,” of which third-year students were officially pinned by their mentors. The ceremony marked their official transition from the two-year pre-veterinary studies to the four-year veterinary proper, where they will further develop their knowledge and skills in veterinary medicine.

Guest Speaker Dr. Donna May C. Rosario urged the newly pinned students to look beyond the ceremonial value of receiving their pins and embrace the responsibilities that come with the profession.

“Without a purpose, a pin is only an ornament. But with purpose, it becomes a promise—a promise that you will serve with compassion, continue learning, and become a DVM holder worthy of the trust that society places in veterinarians," Rosario emphasized.

In the afternoon, the college conducted its inaugural White Coat Ceremony with the theme “WISEr in White: Upholding Wisdom, Integrity, Service, Empathy, and Responsibility as Future Veterinary Professionals.”

The 14 fifth-year students, accompanied by their parents, received their white coats, symbolizing their formal transition into the clinical phase of veterinary education as they prepare for professional veterinary practice.

Dr. Ramonito Baltazar, City Veterinarian of Batac, drew from his more than three decades of practice to remind the junior clinicians to uphold integrity and always choose what is right.

“Integrity is choosing what is right, even when it breaks your heart,” Baltazar stressed. “Kahit walang pumalakpak, kahit walang makakaalam, kahit ikaw lang ang nakakaalam na ginawa mo ang tama. Piliin ninyo lagi ang tama.”

With their coats on, the junior clinicians will now step out of their classroom and enter the field where they will gain hands-on exposure to general practice and various specialties, gaining not only practical knowledge but insights into potential career paths.

𝗡𝗘𝗪𝗦 | CVM, CAFSD lead anti-rabies drive in Batac

By Benedict Jay Collado

Demonstrating its dedication to community extension and animal welfare, the Mariano Marcos State University (MMSU) College of Veterinary Medicine (CVM) and the College of Agriculture, Food, and Sustainable Development (CAFSD) spearheaded a house-to-house anti-rabies vaccination campaign in the City of Batac.

The targeted initiative addressed the city’s highest-risk areas, conducting sequential drives in Barangay Bil-loca on July 13 and Barangay Baay on July 23 with close coordination with the City of Batac Veterinary Office and some local barangay health workers.

Thirteen faculty members from the two colleges provided clinical leadership and supervision, while 18 senior veterinary students actively administered vaccines, gaining vital hands-on training in field epidemiology and preventive community medicine.

During the field operation, the animal-welfare advocates successfully vaccinated 779 dogs and cats across the two barangays. This is by far the largest number of vaccinated animals this year in a single operation, according to their records.

The house-to-house strategy, meanwhile, addressed a critical gap in rural public health as it overcame mobility constraints for pet owners to achieve herd immunity across localized animal populations.

Additionally, the drive also served as a practical training laboratory for the vetmed students, applying their knowledge in real-world scenarios, such as helping the rural neighborhood vaccinate their pets for safer and more secure public health.

MMSU President Virgilio Julius P. Manzano Jr. extended his commendation to the faculty and staff who initiated the activity. “This initiative directly reflects our dedication to comprehensive community service and to having a dynamic and holistic workforce, making sure that the community is affected by all the good programs of the university.”
