Twin Engineers

TWIN ENGINEERS 👷‍♀️

Identical twins Jelly Ann and Jolly Babe Siago entered Cebu Institute of Technology–University together, but they pursued different branches of engineering and built achievements distinctly their own.

Jelly Ann completed Civil Engineering as a summa cm laude graduate and ranked second in her graduating batch. She later passed the April 2025 Civil Engineers Licensure Examination, joining the 4,940 successful examinees out of 16,913 who took the national boards.

Her twin sister, Jolly Babe, graduated summa cm laude from Electrical Engineering and ranked first in her batch. She also served as CIT-U’s 2024 Queen of Engineers before earning the highest rating nationwide in the August 2025 Registered Electrical Engineers Licensure Examination.

Jolly Babe topped the examination with a rating of 93.45 percent, leading the new batch of registered electrical engineers whose results were released on August 28, 2025.

Her journey into engineering began with uncertainty. While still in high school, Jolly Babe initially considered nursing, a course often suggested to women. A nursing immersion helped her realize that it was not the path she wanted.

After praying for guidance and researching possible careers, she discovered Electrical Engineering. However, some people around her initially questioned the decision and described it as a field intended for men.

Instead of abandoning the course, Jolly Babe accepted the stereotype as a challenge and eventually became the country’s top-performing examinee in her profession.

Although the sisters shared similar appearances and supported each other throughout college, their accomplishments reflected their individual strengths—Jelly Ann in building infrastructure and Jolly Babe in electrical systems.

Both now hope to become professors and eventually establish their own engineering firms, allowing them to share their knowledge while creating opportunities within their respective industries.

From graduating with the highest academic distinction to becoming licensed engineers, the Siago twins show that sisters may grow side by side without having to follow exactly the same path.

🎓 ANOTHER DOUBLE TOPNOTCHER!

Pop quiz: How many licensure exams does it take to earn the title “Double Topnotcher”?

If your answer was “two,” you’d be correct — and you’d also be describing Engr. Ed Ryan Ruales.

📌 October 2021 — Top 2, Chemical Technician Licensure Examination (CTLE)
📌 February 2026 — Top 1, Master Plumbers Licensure Examination (MPLE)

Two different licensure exams, five years apart, two Top 10 finishes. His approach was simple but deliberate: “My strategy is to make your own notes, preferably handwritten, to create some sort of map in your head to navigate during the exam.”

Congratulations, Engr. Ed Ryan Ruales — proof that consistency, not luck, gets you to the top. Twice. 🏆

🎓 THREE-PEAT: Cebu Institute of Technology - University claims Top 1 for the third consecutive Master Plumbers Licensure Examination.

Pop quiz: What do you call it when the same school tops the same board exam three examination periods in a row? At the PRC, they might just call it a pattern. We call it a three-peat.

📌 July 2025 | Jeffrey Hugo De Castro, 87.90%
📌 February 2026 | Ed Ryan Magaipo Ruales, 87.80%
📌 July 2026 | Jim Rey Del Castillo Bacarisas, 91.30%

Three different examinees. Three different exam periods. One unbroken streak at the very top. If topping the boards were a varsity sport, CIT-U would be well on its way to a dynasty.

Congratulations to our three-time Top 1 titleholders — here's to keeping the streak alive! 🏆

Three boards. Three fields. One consistent topnotcher. 🏆

Meet Engr. Carlo B. Galicia, a BS Chemical Engineering graduate of CIT University — and a name that keeps showing up AT THE TOP!

🔹 Top 2 — Master Plumbers Licensure Exam, July 2026
🔹 Top 9 — Chemical Engineer Licensure Exam, May 2017
🔹 Top 10 — Licensure Exam for Professional Teachers (LEPT), September 2023

Three different licensure exams, three different fields, three top-ten finishes over the span of nine years. That's not luck — that's discipline showing up again and again.

Congratulations, Engr. Carlo! We're proud to call you one of ours. 🎓
