𝐈𝐍 𝐏𝐀𝐑𝐓𝐍𝐄𝐑𝐒𝐇𝐈𝐏 | 𝐀𝐑𝐂𝐋𝐆 𝐒𝐮𝐩𝐩𝐨𝐫𝐭𝐬 𝐭𝐡𝐞 𝐋𝐆𝐂 𝐑𝐞𝐯𝐀𝐦𝐏 𝐑𝐞𝐠𝐢𝐨𝐧𝐚𝐥 𝐂𝐨𝐧𝐬𝐮𝐥𝐭𝐚𝐭𝐢𝐨𝐧

Last 28 July 2026, the Ateneo Resource Center for Local Governance (ARCLG) was honored to serve as a Local Resource Institute (LRI) Partner of the Department of the Interior and Local Government (DILG) Region XI during the Local Government Code Review and Amendment Program (LGC RevAmP) Regional Consultation held at The Ritz Hotel at Garden Oases, Davao City.

As part of the DILG's Strengthening Local Governance (STRONGER) for Full Devolution Initiative, the consultation convened representatives from national government agencies, local government units, and civil society organizations to validate proposed amendments to the Local Government Code, identify institutional overlaps, and determine policy directions that will strengthen local governance.

Representing Ateneo de Davao University, ARCLG deployed two facilitation teams to guide the sectoral Focus Group Discussions.

The Local Legislative Governance and Legal session was facilitated by Dr. Eminel Jane M. Alvior, Director of ARCLG, with Ronyth Tabingo, ARCLG Program Officer, and Kyla Laurente, an Ateneo student volunteer, serving as documenters. The discussion gathered representatives from the Department of the Interior and Local Government (DILG), Civil Service Commission (CSC), Department of Budget and Management (DBM), Department of Justice (DOJ), the City Government of Davao, members of the Sangguniang Panlungsod, the Sangguniang Panlungsod Secretariat, and the City Legal Office.

The Social Services Delivery (Health, Nutrition, and Social Welfare) session was facilitated by Dr. Rhea Mapanao of the School of Business and Governance, with Prof. Tetchie Aquino of the Political Science and History Department and Justin Felicia, an Ateneo student volunteer, serving as documenters. The session brought together representatives from the Department of Social Welfare and Development (DSWD), National Nutrition Council (NNC), Department of Education (DepEd), Department of Health (DOH), the Early Childhood Care and Development Council (ECCD Council), Department of Labor and Employment (DOLE), the Regional Juvenile Justice and Welfare Committee (RJJWC), the Regional Sub-Committee for the Welfare of Children (RSCWC), the Regional Anti-Child Labor Committee (RACCO), and the National Commission on Indigenous Peoples (NCIP).

The consultation reaffirmed the importance of collaborative, evidence-informed dialogue in shaping policies that respond to the realities faced by local governments and the communities they serve. By bringing together stakeholders from different sectors, the discussions helped ensure that proposed reforms to the Local Government Code reflect both institutional perspectives and local experiences.

ARCLG extends its sincere gratitude to DILG Region XI for the trust and opportunity to contribute to this important initiative. We also thank our facilitators, documenters, and all participating agencies for their shared commitment to advancing responsive, inclusive, and effective local governance.

Together, we continue to build partnerships that turn dialogue into meaningful reforms for our communities.

ARCLG Director Dr. Eminel Jane M. Alvior participated in the Focus Group Discussion on Governance Areas to Address Governance Gaps organized by the Department of the Interior and Local Government (DILG) Region XI on July 23, 2026, at The Apo View Hotel, Davao City.

The activity brought together representatives from the Regional Council for Good Local Governance XI (RCGLG XI), National Government Agencies (NGAs), and Local Resource Institutions (LRIs) to discuss governance gaps and strengthen collaborative efforts toward improving local governance in the region.

ARCLG is grateful for the opportunity to contribute to these important conversations in support of good local governance.

Understanding our nation starts with creating spaces where people can ask questions, exchange perspectives, and make sense of the issues that affect us all.

ARCLG was honored to be one of the partner organizations of TULUBAGON 2026, organized by Samahan ng mga Mag-aaral ng Agham Pampulitika ng Ateneo - Samapula , a timely initiative that brought together students, educators, and advocates for meaningful conversations before and after the President's State of the Nation Address.

As part of the Pre-SONA discussions, our Director, Dr. Eminel Jane M. Alvior (Eminel Jma), presented the National Situationer, offering a grounded overview of where the Philippines stands today. The discussion explored key issues including the economy, food security, education, healthcare, infrastructure, digital governance, and public accountability. It also encouraged participants to look beyond headlines and consider how these realities shape the everyday lives of Filipinos.

More than presenting facts and figures, the session reminded us that governance is ultimately about people. It is about ensuring that policies and programs lead to meaningful improvements in the lives of our communities.

Our sincere thanks to SAMAPULA for organizing TULUBAGON 2026 and for creating a space for thoughtful dialogue and civic engagement. We are grateful to have been part of this initiative and look forward to more opportunities to work together in promoting good governance and active citizenship.

ARCLG took part in the AMUMA 2.0 Phase 2: Structuring the Collaboration on June 4, 2026, in Don Marcelino, Davao Occidental. The activity provided an important space for partners to align goals, strengthen collaboration, and build more responsive and coordinated systems that place children and families at the center of local governance and service delivery.
