SUFA has accepted the Administration's counter proposal for the annual Rice Allowance subsidy:

2026 - P15,000
2027 - P16,000
2028 - P17,000

We have also agreed on a new provision for Professional Enhancement subsidy amounting to P1,700 annually.

Mr. Balbido/BOT should have done this “succession plan” years ago when they were contemplating of “replacing” Dr. Betty.

While at it, BOT should also have a plan of replacing overstaying BOT members.

The Silliman University Board of Trustees (SU-BOT) proposed a succession plan to fill leadership vacancies and “maintain the smooth delivery of university services” this school year.

Last August 5, management gave a counter proposal that has an across the board increase:

2026 - 27 (1st year): P400
2027 - 28 (2nd year): P500
2028 - 29 (3rd year): P600

The counter proposal on rice allowance is also currently at

2026 - 27 (1st year): P15,000
2027 - 28 (2nd year): P16,000
2028 - 29 (3rd year): P17,000

Negotiation will continue tomorrow, August 12, 2026.

Update from July 29 Nego meeting:

Management is still counter proposing no across the board increase. SUFA emphasized the importance of having an increase to the salary of academic personnel to mitigate inflation. Management has not given a proper explanation of their counter proposal of no across the board increase.

Since it seems that one main issue in this negotiation is the allocation from management for the improvement of our benefits, we are also emphasizing to management to share more based from the other sources of income since the comprehensive income has become an important determining factor of the financial capacity of the University. The University's financial capacity is clearly visible according the audited financial statements.

Our next meeting is going to be on August 5.

SUFA and Admin resolved two grievance cases today, July 10, 2026:

1. Non availment of school privilege for single faculty (school fees are to be reimbursed), and
2. Non release of vacation leave pay for faculty with disputed status.

We thank the Administration led by VPAAR Dr. Lily Bautista and OD-HRM Dr. Lou Anne Piñero Silliman University in this collaborative and constructive ways of finding solutions to issues raised.

In light of yesterday's unfortunate incident, several concerns have been brought forth to our attention. It has highlighted further that the University has not learned how to address similar situations even after what transpired seven years ago when two threats were transmitted.

Our main concerns:
- It is highly questionable that an official email account addressed to an office or department does not get read during office hours,

- The University's initial declaration for July 7 classes was very ambiguous prompting concerns regarding who will make the final decision,

- An "all clear" was apparently declared on July 6 but it was later determined on July 7 that several more classrooms and buildings were not included during last night's sweep prompting a check conducted by untrained university personnel,

- While University employees were informed to stay home, outsourced personnel still went on duty (allegedly required to do so), which prompts safety concerns in relation to several buildings that were apparently not included in the sweep,

- The University's Incident Management Team was not immediately activated in the absence of a clear responsible official, all the more glaring that there is no clear person who is leading the University at the moment.

These concerns are raised not as a detriment to the reputation to the University. We continue to preach that the safety of all students and employees should be of the utmost highest priority.

We are urging Silliman University to give a clear decision in light of this recent unfortunate incident.

We are hoping that someone is taking the lead.

For the June 24 negotiation session, Administration presented a counter proposal that definitely requires a major modification.

SUFA responded and emphasized that the presence of an Across the board increase is very crucial in this negotiation.
