At a cultural celebration hosted by Sulu State College, CHED Chairperson Shirley C. Agrupis experienced the heart of Sulu for the first time—an evening of music, dance, and traditions that told the rich story of Tausug culture.

As the College moves toward becoming a university, Chairperson Agrupis emphasized Sulu’s strong potential to take the global spotlight in showcasing its rich cultural heritage. “We are not only marking an institutional milestone, we are opening a gateway—a gateway for Sulu to be seen, heard, and understood beyond its shores.”

She also expressed appreciation to President Charisma Ututalum and the SSC community for their warm welcome and for bringing everyone together in a meaningful celebration.

CHED Chairperson Shirley C. Agrupis visited Sulu for the first time for the Foundation Anniversary of Sulu State College and its Board of Regents meeting.

Chairperson Agrupis presided over the meeting, where the board officially approved the College’s transition into Sulu State University, making President Charisma Ututalum the first president of the newly converted university. She expressed her confidence in the university’s journey ahead, recognizing its potential to widen access to quality education, preserve the richness of local culture, and contribute meaningfully to the development of Sulu and the surrounding region.

Sulu State College is now Sulu State University, marking a significant step forward in expanding access to higher education, strengthening academic excellence, empowering communities, and safeguarding the rich cultural heritage of the Bangsamoro region.

Guided by CHED Chairperson Shirley C. Agrupis, the Commission on Higher Education reaffirms its commitment to supporting local institutions and the communities they serve—bringing opportunities closer to every Filipino learner nationwide.

The Commission on Higher Education (CHED), through its Chairperson Dr. Shirley C. Agrupis, has officially declared the enactment of Republic Act No. 12296, converting Sulu State College into a full-fledged university, now known as Sulu State University (SSU).

This achievement would not have been possible without the visionary leadership of Prof. Charisma S. Ututalum, CESE, and the dedication of the entire Stalwart community.

On behalf of Sulu State University, we extend our deepest gratitude to Chairperson Agrupis for her steadfast support in achieving this landmark transformation.

SSC JOINS 39th AACCUP ANNUAL NATIONAL CONFERENCE AND GENERAL ASSEMBLY 2026

Sulu State College (SSC), led by College President Charisma S. Ututalum, CESE as one of the AACCUP board of trustees actively participated in the 39th Annual National Conference and General Assembly 2026 organized by the Accrediting Agency of Chartered Colleges and Universities in the Philippines (AACCUP), held on March 24, 2026 in Malate, Manila.

With the theme “Advancing QA: Research, Science, and Technology for Transformative Education and Sustainable Development,” the conference gathered higher education leaders and quality assurance practitioners nationwide to exchange insights and reinforce institutional standards in academic excellence and research development.

Joining the SSC delegation were key officials, including Head of Accreditation Assoc. Prof. Delfina Ampung, along with other college officials who took part in the discussions and learning sessions aimed at strengthening quality assurance initiatives within the institution.

The event was graced by Shirley C. Agrupis, Chairperson of the Commission on Higher Education (CHED), who delivered the keynote message highlighting the vital role of innovation and quality assurance in shaping the future of Philippine higher education.
