Behind the billions funneled into flood control and infrastructure projects lies a system rotten with corruption, collusion, and betrayal of public trust. The allegations against government officials and their favored contractors reveal how people’s money is pocketed while communities are left drowning in floods and buried in landslides.

The people have endured enough. Transparency is not a favor but a duty owed to every Filipino. For this reason, we call on all government agencies and instrumentalities to aid the Independent Commission for Infrastructure without fear or favor. Only by uncovering the truth can we ensure that those responsible for this massive corruption scheme are held accountable and this betrayal of public trust never happens again.

As student-journalists and engineers-in-training, we refuse to stay silent. Corruption of this magnitude erodes the very foundation of our profession and mocks the principle of service to the people. The Engineering Spectrum commits to follow this story, expose the truth, and ensure that the CEAn community knows who bleeds the nation dry.

But this fight is not ours alone. We call on every student, every CEAns, every Filipino to be vigilant, to be critical, and to join the struggle against corruption. Ignorance is the weapon of the corrupt. Let us not allow another peso, another project, another life to be stolen from the people.

The Engineering Spectrum stands firm with the Filipino people. The fight for truth and justice is far from over—and we will be part of it.

📢 ADVISORY TO ALL 2024–2025 YEAR-END GRADUATING STUDENTS (MAIN CAMPUS)

Subject: Online Processing of NSTP Clearance (Clearing of NSTP Deficiency for General Clearance)

All graduating students from the Main Campus are currently tagged "WITH DEFICIENCY" in NSTP. To proceed with the clearance process, please carefully read the instructions and complete the form with the required information to clear your deficiency.

Important Notes:
1. You must use a Google account to access the form.
2. A SINTA account (created via your PUP Webmail) is required to clear your deficiency.
3. This process is strictly for students from the Main Campus only.
4. No personal appearance is needed. Online processing is highly encouraged.

📄 How to Fill Out the NSRC Data Section in SIS Clearance (To Generate NSTP Personal Data Sheet):

1, Complete all required information needed.
2. For transferees, indicate your NSTP details from your previous school.
3. Enter “N/A” for the following fields if not applicable: Serial Number; Special Order Number; and Mobilization Center.
4. In the Specialization section, select the NSTP component you completed (CWTS or ROTC).
5. Indicate results of civil service, board exam, or bar exam, if applicable; otherwise, write “N/A.”
6. List any Civic, Professional, Fraternal, Religious, or Business Organizations, if applicable; otherwise, write “N/A.”
7. Don’t forget to tick the consent box, submit, and download the PDF copy of your accomplished NSTP Personal Data Sheet.
8. The generated PDF file must be attached to the Google Form.

📝 How to Fill Out the Google Form (NSTP Clearance):

All graduating students are required to complete this process to clear their NSTP deficiency. Please follow these steps carefully:
1. Secure the following documents in PDF format: Certificate of Candidacy (COC); NSTP Personal Data Sheet; and General Clearance (with NSTP marked as “with deficiency”)
2. Create your SINTA account using your PUP Webmail and submit an "Inquiry" as instructed in the form guidelines.
3. Accurately fill out the Google Form and upload the electronically signed NSTP PDS and your General Clearance in PDF format.
4. Wait for 1–3 working days for evaluation. If there is no pending concerns and all documents are in order, you will be tagged “CLEARED” in your NSTP Clearance.

To verify your NSTP clearance status, regularly check and re-download your General Clearance via your SIS account.

📌 Important Reminder:
Submit the form only once to avoid delays. This form is open from 8:00 AM to 5:00 PM on working days. If you are not cleared within 3 working days after submission, email a screenshot of your submitted response (from your email) along with the submission date to [email protected] for follow-up.
