𝗧𝗼𝗽𝗻𝗼𝘁𝗰𝗵𝗲𝗿𝘀 𝗖𝗮𝗱𝗲𝗻𝗮, 𝗠𝗮𝗴𝗽𝗮𝗹𝗶, 𝗦𝗼𝘁𝗼 𝗝𝗼𝗶𝗻 𝗣𝗦𝗨’𝘀 𝗛𝗼𝗻𝗼𝗿𝗮𝗿𝘆 𝗣𝗿𝗼𝗴𝗿𝗮𝗺 𝗳𝗼𝗿 𝟮𝟬𝟮𝟲 𝗟𝗘𝗣𝗧 & 𝗥𝗘𝗘𝗟𝗘 – 𝗣𝗿𝗶𝗱𝗲 𝗼𝗳 𝘁𝗵𝗲 𝗦𝗠𝗻𝗶𝗮𝗻𝘀!

The Pangasinan State University community stood taller than ever as it honored the brilliant minds who topped the 2026 Licensure Examination for Professional Teachers (LEPT) and the Registered Electrical Engineer Licensure Examination (REELE).

In a prestigious ceremony dubbed the Honorary Program for 2026 LEPT and REELE Topnotchers, the university recognized the grit and excellence of its finest graduates. Among the sea of honorees, the PSU-Sta. Maria Campus proudly claimed the spotlight with its three distinguished achievers: 𝐆𝐮𝐢𝐚 𝐋𝐚𝐮𝐫𝐞𝐧𝐜𝐞 𝐂. 𝐂𝐚𝐝𝐞𝐧𝐚 (𝐓𝐨𝐩 𝟑), 𝐉𝐞𝐦𝐛𝐲 𝐌. 𝐌𝐚𝐠𝐩𝐚𝐥𝐢 (𝐓𝐨𝐩 𝟖), 𝐚𝐧𝐝 𝐑𝐢𝐜𝐡𝐚𝐫𝐝 𝐑. 𝐒𝐨𝐭𝐨 (𝐓𝐨𝐩 𝟖), who sat side-by-side with other topnotchers from across the PSU system.

The event, which also served as the Awarding of Incentives to the 2026 LEPT and REELE Topnotchers, was held to express the university’s profound gratitude for the honor these individuals brought to the institution.

Leading the charge of praise was PSU 𝐔𝐧𝐢𝐯𝐞𝐫𝐬𝐢𝐭𝐲 𝐏𝐫𝐞𝐬𝐢𝐝𝐞𝐧𝐭, 𝐃𝐫. 𝐄𝐥𝐛𝐞𝐫𝐭 𝐌. 𝐆𝐚𝐥𝐚𝐬. 𝐈𝐧 𝐡𝐢𝐬 𝐚𝐝𝐝𝐫𝐞𝐬𝐬, 𝐃𝐫. 𝐆𝐚𝐥𝐚𝐬 emphasized that true leadership is measured by the success of those you lead, and that the topnotchers standing before him were proof of PSU’s firm commitment to quality education.

The event’s success was bolstered by the support of the Campus Executive Directors (CEDs) from all nine PSU campuses. Representing the Sta. Maria delegation was 𝐃𝐫. 𝐎𝐥𝐢𝐯𝐞𝐫 𝐂. 𝐂𝐚𝐚𝐬𝐢, Campus Executive Director, who beamed with pride as the three topnotchers walked up to receive their plaques and financial incentives.

Also gracing the event were key university officials, including 𝐃𝐫. 𝐀𝐜𝐞 𝐉𝐨𝐡𝐧 𝐌𝐚𝐫𝐤 𝐏. 𝐋𝐢𝐰𝐚𝐧𝐚𝐠, 𝐅𝐚𝐜𝐮𝐥𝐭𝐲 𝐑𝐞𝐠𝐞𝐧𝐭 and the 𝐃𝐞𝐚𝐧 𝐨𝐟 𝐭𝐡𝐞 𝐂𝐨𝐥𝐥𝐞𝐠𝐞 𝐨𝐟 𝐓𝐞𝐚𝐜𝐡𝐞𝐫 𝐄𝐝𝐮𝐜𝐚𝐭𝐢𝐨𝐧, 𝐃𝐫. 𝐌𝐚𝐫𝐥𝐨𝐧 𝐋. 𝐏𝐞𝐫𝐚𝐝𝐨.

For Guia, Jemby, and Richard, the journey continues. But for one afternoon in 2026, they stood tall not just as board passers, but as PSU’s champions of excellence.

From his humble beginnings as a proud PSU alumnus, Dr. Galas rose through the ranks and has since built an outstanding career in higher education. Before assuming the presidency in 2022, he was Vice President for Administration and Linkages starting in 2021. He also served as Officer In-Charge of the Office of the University President from July to October 2021, Vice President for Quality Assurance from January 2021 to July 5, 2021, and Quality Management Representative of the University from August 2020 until July 2021. Earlier roles include Campus Executive Director of PSU Asingan Campus, and earlier still, he began his career at PSU Bayambang where he worked as Network Administrator and later as Chairperson of the Information Technology Department, holding various administrative posts and contributing significantly to the university’s development over the years.

His impact extends beyond Philippine borders through his international appointments as an International Research Fellow at Thu Duc College of Technology (Vietnam) and as an Adjunct Professor and Research Fellow at UNITAR International University (Malaysia).

Recognized for his exemplary leadership and dedication to public service, Dr. Galas is a recipient of the 2023 Civil Service Commission Dangal ng Bayan Award and was appointed as a 2024 Department of Science and Technology (DOST) Science, Technology, & Innovation Ambassador.
Through visionary leadership grounded in excellence, integrity, and innovation, President Dr. Elbert M. Galas continues to steer Pangasinan State University toward greater heights in instruction, research, extension, production, and global engagement.

The advancement and sustainability of higher education continue as the 𝐂𝐨𝐦𝐦𝐢𝐬𝐬𝐢𝐨𝐧 𝐨𝐧 𝐇𝐢𝐠𝐡𝐞𝐫 𝐄𝐝𝐮𝐜𝐚𝐭𝐢𝐨𝐧 (𝐂𝐇𝐄𝐃) marks its 𝟑𝟐𝐧𝐝 𝐚𝐧𝐧𝐢𝐯𝐞𝐫𝐬𝐚𝐫𝐲 under the leadership of its 𝐂𝐨𝐦𝐦𝐢𝐬𝐬𝐢𝐨𝐧𝐞𝐫, 𝐃𝐫. 𝐒𝐡𝐢𝐫𝐥𝐞𝐲 𝐂𝐚𝐬𝐭𝐚𝐧̃𝐞𝐝𝐚 𝐀𝐠𝐫𝐮𝐩𝐢𝐬.
