The Pangasinan State University Asingan ETEEAP Office does not print online applications for the following reasons:

1. Application documents are the responsibility of the applicant.
This policy is consistent with existing Commission on Higher Education guidelines, particularly CHED Memorandum Order (CMO) No. 29, s. 2021 and CMO No. 11, s. 2025, which emphasize the applicant’s responsibility in preparing and submitting documentary requirements.
2. There is no personnel specifically assigned for printing tasks.
At present, Dr. Analyn Diola serves as the sole designated Focal Person of the ETEEAP Office in the Asingan Campus, and the office has limited manpower support.
3. Previous printing practices resulted in unnecessary use of resources.
From 2021 to 2024, the office accommodated free printing of applications. However, many applicants submitted documents but did not proceed with their applications, resulting in wasted paper, ink, time, and other office resources.

Again, apologies po, we are NOT printing online applications. Please send the hard copy of your portfolio in the office.

From his humble beginnings as a proud PSU alumnus, Dr. Galas rose through the ranks and has since built an outstanding career in higher education. Before assuming the presidency in 2022, he was Vice President for Administration and Linkages starting in 2021. He also served as Officer In-Charge of the Office of the University President from July to October 2021, Vice President for Quality Assurance from January 2021 to July 5, 2021, and Quality Management Representative of the University from August 2020 until July 2021. Earlier roles include Campus Executive Director of PSU Asingan Campus, and earlier still, he began his career at PSU Bayambang where he worked as Network Administrator and later as Chairperson of the Information Technology Department, holding various administrative posts and contributing significantly to the university’s development over the years.

His impact extends beyond Philippine borders through his international appointments as an International Research Fellow at Thu Duc College of Technology (Vietnam) and as an Adjunct Professor and Research Fellow at UNITAR International University (Malaysia).

Recognized for his exemplary leadership and dedication to public service, Dr. Galas is a recipient of the 2023 Civil Service Commission Dangal ng Bayan Award and was appointed as a 2024 Department of Science and Technology (DOST) Science, Technology, & Innovation Ambassador.

Through visionary leadership grounded in excellence, integrity, and innovation, President Dr. Elbert M. Galas continues to steer Pangasinan State University toward greater heights in instruction, research, extension, production, and global engagement.

The Pangasinan State University, through the Office of the University President, has announced the implementation of an alternative learning and work arrangement due to the high heat index and in compliance with Commission on Higher Education (CHED) Memorandum Order No. 117, s. 2026.

Effective April 20 to May 27, 2026, Mondays, Tuesdays and Wednesdays will follow an onsite or in-campus work arrangement, with classes conducted through face-to-face instruction.

Meanwhile, Thursdays will be designated as work-from-home days with synchronous online classes, while Fridays will follow an asynchronous online modality and a work-from-home setup.

Non-teaching personnel will report onsite from Monday to Thursday and will adopt a work-from-home arrangement on Fridays.

According to the University President, Dr. Elbert M. Galas, the arrangement aims to safeguard the health and welfare of students and personnel while ensuring learning continuity and the uninterrupted delivery of essential services, subject to institutional capacity and the readiness of both students and faculty.

The arrangement is further supported by the results of the University’s faculty and student surveys, which consistently show a preference for predominantly face-to-face teaching-learning, alongside readiness to participate in online learning when implemented in a structured, guided and learner-sensitive manner.
