Penuliar, a graduate of the Bachelor of Secondary Education Major in Science under the College of General and Teacher Education (CGTE) of Pangasinan State University Binmaley Campus, became the first topnotcher produced by the Education Department of the campus, marking a historic achievement for the institution.

The accomplishment reflects the University’s commitment to academic excellence, quality teacher education, and the dedication of its faculty members in shaping future educators.

The success of Penuliar was celebrated by the administration led by Campus Executive Director Dr. Joseph B. Campit and University President Dr. Elbert M. Galas, together with the faculty members of the College of General and Teacher Education headed by Dr. Richelle A. Junio, College Dean, and Dr. Jean Camile Ermino, Department Chairperson.

The Supreme Student Council - Binmaley Campus extends its warmest congratulations to the entire batch of newly licensed educators for successfully passing the March 2026 Licensure Examination for Professional Teachers (LEPT).

A special salute to Mr. Francis Kim R. Penuliar for making history as the first-ever topnotcher of the BSED Science program, securing Top 10 with an outstanding rating of 93.20%!

This feat, complemented by an impressive 80% passing rate among first-time takers and a commendable 70.97% overall passing performance, highlights the university’s dedication to producing globally competitive and values-oriented educators.
