As one of the most disaster-prone countries in the world, the recovery stage of disaster management is vital in helping communities in the Philippines bounce back after natural disasters. Especially after Typhoon Yolanda, our country realized that 𝘄𝗲 𝗱𝗲𝘀𝗽𝗲𝗿𝗮𝘁𝗲𝗹𝘆 𝗻𝗲𝗲𝗱𝗲𝗱 𝘁𝗼 𝗶𝗺𝗽𝗿𝗼𝘃𝗲 𝗼𝘂𝗿 𝗱𝗶𝘀𝗮𝘀𝘁𝗲𝗿 𝗿𝗲𝗰𝗼𝘃𝗲𝗿𝘆 𝗲𝗳𝗳𝗼𝗿𝘁𝘀. 🌦️
So how does the country recover after a typhoon hits? 🤔
There are the national frameworks that guide disaster management plans. These systems become the basis in 𝗲𝘀𝘁𝗮𝗯𝗹𝗶𝘀𝗵𝗶𝗻𝗴 𝘁𝗵𝗲 𝗽𝗿𝗼𝗴𝗿𝗮𝗺𝘀 𝘁𝗵𝗮𝘁 𝗵𝗲𝗹𝗽 𝗰𝗼𝗺𝗺𝘂𝗻𝗶𝘁𝗶𝗲𝘀 𝗿𝗲𝗰𝘂𝗽𝗲𝗿𝗮𝘁𝗲 and improve. In addition, they 𝗯𝘂𝗶𝗹𝗱 𝘁𝗼𝗼𝗹𝘀 𝗹𝗶𝗸𝗲 𝘁𝗵𝗲 𝗚𝗲𝗼𝗥𝗶𝘀𝗸𝗣𝗛 𝘄𝗲𝗯𝘀𝗶𝘁𝗲 𝘁𝗵𝗮𝘁 𝘀𝘂𝗽𝗽𝗼𝗿𝘁𝘀 𝗹𝗼𝗰𝗮𝗹 𝗲𝗳𝗳𝗼𝗿𝘁𝘀 to increase disaster resilience. ⚙️ However, these methods are not perfect. 𝗔 𝗹𝗮𝗰𝗸 𝗼𝗳 𝗼𝗿𝗴𝗮𝗻𝗶𝘇𝗮𝘁𝗶𝗼𝗻 𝘄𝗶𝘁𝗵 𝘁𝗵𝗲 𝗮𝗴𝗲𝗻𝗰𝗶𝗲𝘀 𝗮𝗻𝗱 𝘀𝘆𝘀𝘁𝗲𝗺𝘀 𝗼𝗳 𝗶𝗻𝗳𝗼𝗿𝗺𝗮𝘁𝗶𝗼𝗻 are the main challenges that hinder disaster recovery in the country. 🤕
Data-driven solutions are what we need to improve disaster recovery efforts. It provides a scientific backing for processes like hazard mapping, damage assessment, policy making and budgeting. Implementing the 𝘂𝘀𝗲 𝗼𝗳 𝘀𝘁𝗮𝘁𝗶𝘀𝘁𝗶𝗰𝘀 𝗶𝗻 𝗱𝗶𝘀𝗮𝘀𝘁𝗲𝗿 𝗺𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 𝗶𝘀 𝘁𝗵𝗲 𝗸𝗲𝘆 𝘁𝗼 𝗰𝗿𝗲𝗮𝘁𝗶𝗻𝗴 𝗮 𝗺𝗼𝗿𝗲 𝗲𝗳𝗳𝗶𝗰𝗶𝗲𝗻𝘁 𝗮𝗻𝗱 𝗲𝗳𝗳𝗲𝗰𝘁𝗶𝘃𝗲 𝘀𝘆𝘀𝘁𝗲𝗺 𝗼𝗳 𝗱𝗶𝘀𝗮𝘀𝘁𝗲𝗿 𝗿𝗲𝗰𝗼𝘃𝗲𝗿𝘆 𝗶𝗻 𝘁𝗵𝗲 𝗰𝗼𝘂𝗻𝘁𝗿𝘆. 🗝️

𝐁𝐫𝐚𝐯𝐢𝐧𝐠 𝐭𝐡𝐞 𝐒𝐭𝐨𝐫𝐦 | 𝐏𝐑𝐄𝐏𝐀𝐑𝐄

According to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), typhoons may have recently decreased in frequency, but they now hit the country with heightened speed, intensity and extensive damage. ⛈️

With this alarming trend, let us take a closer look at how the Philippines prepares for such a natural hazard. 🧐

One of the typhoons that devastated Eastern Visayas was Typhoon Ruby which made its landfall in 2014. Through a 𝗽𝗿𝗼𝗮𝗰𝘁𝗶𝘃𝗲 𝗮𝗻𝗱 𝘀𝘆𝗻𝗲𝗿𝗴𝗶𝘀𝘁𝗶𝗰 𝗮𝗽𝗽𝗿𝗼𝗮𝗰𝗵, the government and local communities exhibited their learnings from Typhoon Yolanda, a previous typhoon with a similar path to Ruby. This led to one of the largest evacuations in Philippine history. How exactly did we do it?

📣 NDRRMC and PAGASA primarily provided weather forecasting services and oversaw 𝘁𝗶𝗺𝗲𝗹𝘆 𝗮𝗻𝗱 𝗿𝗲𝗹𝗲𝘃𝗮𝗻𝘁 𝗽𝘂𝗯𝗹𝗶𝗰 𝗰𝗼𝗺𝗺𝘂𝗻𝗶𝗰𝗮𝘁𝗶𝗼𝗻.
🌾 The Department of Agriculture (DA) issued specialized advisories to fishermen and farmers, helping to 𝘀𝗮𝗳𝗲𝗴𝘂𝗮𝗿𝗱 𝗰𝗿𝗼𝗽𝘀, 𝗹𝗶𝘃𝗲𝘀𝘁𝗼𝗰𝗸, 𝗮𝗻𝗱 𝗲𝗾𝘂𝗶𝗽𝗺𝗲𝗻𝘁, which aided in the swift recovery of the Philippine economy.
📦 The Department of Social Welfare and Development (DSWD) focused on social welfare by 𝗽𝗿𝗲𝗽𝗼𝘀𝗶𝘁𝗶𝗼𝗻𝗶𝗻𝗴 𝗿𝗲𝗹𝗶𝗲𝗳 𝗴𝗼𝗼𝗱𝘀, 𝗺𝗮𝗻𝗽𝗼𝘄𝗲𝗿, 𝗮𝗻𝗱 𝗲𝗾𝘂𝗶𝗽𝗺𝗲𝗻𝘁 for affected areas.

While casualties in Typhoon Ruby were significantly buttressed by the impact of various community efforts, there is still a lot of room for improvement. Ultimately, 𝙖𝙨 𝙩𝙮𝙥𝙝𝙤𝙤𝙣𝙨 𝙗𝙚𝙘𝙤𝙢𝙚 𝙢𝙤𝙧𝙚 𝙙𝙚𝙨𝙩𝙧𝙪𝙘𝙩𝙞𝙫𝙚, 𝙘𝙤𝙣𝙩𝙞𝙣𝙪𝙤𝙪𝙨 𝙚𝙛𝙛𝙤𝙧𝙩𝙨 𝙩𝙤 𝙞𝙢𝙥𝙧𝙤𝙫𝙚 𝙥𝙧𝙚-𝙙𝙞𝙨𝙖𝙨𝙩𝙚𝙧 𝙥𝙧𝙤𝙩𝙤𝙘𝙤𝙡𝙨 𝙨𝙝𝙤𝙪𝙡𝙙 𝙗𝙚 𝙖𝙢𝙤𝙣𝙜 𝙩𝙝𝙚 𝙜𝙤𝙫𝙚𝙧𝙣𝙢𝙚𝙣𝙩’𝙨 𝙥𝙧𝙞𝙤𝙧𝙞𝙩𝙞𝙚𝙨.

𝐁𝐫𝐚𝐯𝐢𝐧𝐠 𝐭𝐡𝐞 𝐒𝐭𝐨𝐫𝐦 | 𝐈𝐌𝐏𝐀𝐂𝐓

Did you know that the Philippines is a hotspot for various natural hazards? 🤯

Among these, typhoons are deemed to be the most common natural hazard. Characterized by strong wind speeds and high levels of rainfall, these often lead to flooding, landslides, and other ecological disruptions. While typhoons are a typically recurring event, the effects continue to devastate Philippine shelter, livelihood, and life. ⛈️

We look into two of the most destructive typhoons to have hit the Philippines. 🌊

1️⃣ Typhoon Yolanda in 2013: Rendered about 35,000 casualties and large-scale damages to infrastructure
2️⃣ Typhoon Odette in 2021: Significantly disrupted agricultural production and provision of essential services amid the threat of COVID-19.

As typhoons get stronger and more frequent over time, the 𝗺𝗮𝘁𝗲𝗿𝗶𝗮𝗹 𝗮𝗻𝗱 𝗳𝗶𝗻𝗮𝗻𝗰𝗶𝗮𝗹 𝗰𝗼𝘀𝘁𝘀 𝗳𝗿𝗼𝗺 𝗱𝗮𝗺𝗮𝗴𝗲𝘀 𝗲𝘅𝗽𝗼𝘀𝗲 𝘁𝗵𝗲 𝗰𝗼𝘂𝗻𝘁𝗿𝘆’𝘀 𝘃𝘂𝗹𝗻𝗲𝗿𝗮𝗯𝗹𝗲 𝗰𝗿𝗶𝘀𝗶𝘀 𝗺𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁. 📉 We call for a more holistic look at how our communities can better prepare before disasters strike, and 𝗵𝗼𝘄 𝘄𝗲 𝗰𝗮𝗻 𝗿𝗲𝗰𝗼𝘃𝗲𝗿 𝗮𝗻𝗱 𝗿𝗲𝗯𝘂𝗶𝗹𝗱 𝗶𝗻 𝘄𝗮𝘆𝘀 𝘁𝗵𝗮𝘁 𝘀𝘁𝗿𝗲𝗻𝗴𝘁𝗵𝗲𝗻 𝗿𝗲𝘀𝗶𝗹𝗶𝗲𝗻𝗰𝗲 𝗳𝗼𝗿 𝘁𝗵𝗲 𝗳𝘂𝘁𝘂𝗿𝗲. 🏡
