In July 2026, information regarding the possible reorganization of the College of Accountancy and Finance began circulating among students following reports that the Department of Financial Management, one of the three academic departments of the College, would be transferred to the College of Business Administration.
Upon learning of these developments, the PUP CAF Student Council immediately sought clarification from the concerned College Administration. In a meeting with the Dean of the College of Accountancy and Finance, the Council was informed that the reported reorganization was indeed being pursued. Subsequent coordination with the Chairperson of the Department of Financial Management likewise confirmed that, beginning ๐๐ฐ๐ฎ๐ฑ๐ฒ๐บ๐ถ๐ฐ ๐ฌ๐ฒ๐ฎ๐ฟ ๐ฎ๐ฌ๐ฎ๐ฒโ๐ฎ๐ฌ๐ฎ๐ณ, the Department of Financial Management would officially fall under the jurisdiction of the College of Business Administration.
The Council likewise coordinated with the Office of the University Board Secretary and was informed that the proposed transfer of the Department of Financial Management and the corresponding academic reorganization were included in the agenda of the ๐ฃ๐จ๐ฃ ๐๐ผ๐ฎ๐ฟ๐ฑ ๐ผ๐ณ ๐ฅ๐ฒ๐ด๐ฒ๐ป๐๐ ๐๐ฒ๐๐๐ถ๐ผ๐ป ๐ผ๐ป ๐ญ๐ฎ ๐๐๐ด๐๐๐ ๐ฎ๐ฌ๐ฎ๐ฒ.
Throughout these developments, the CAF Student Council maintained its responsibility to seek clarification, coordinate with the concerned offices, and understand the implications of the proposed reorganization on the students whom we represent.

The Council only received confirmation regarding the transfer after seeking clarification from the concerned College Administration and Department Chairperson. We recognize that matters concerning the University's academic organization ultimately fall within the authority of the appropriate University governing bodies. Accordingly, the CAF Student Council respects the institutional decision and recognizes the authority under which the reorganization was undertaken. At the same time, the Council believes that recognizing the institutional decision does not diminish our commitment to the students affected by it.
Lastly, as the Student Representative of the College of Accountancy and Finance, they should inform and consult the students before finalizing the decision of this transition, but since the transition is fast and it is finalized by the BOR, as the Highest-Governing Independent Student Body, we stand along with our fellow CAFwas.

The Department of Financial Management has been an integral part of the College of Accountancy and Finance community. For years, its students have studied, participated, led organizations, represented the College, and contributed to the broader CAF community alongside students from the ๐๐ฎ๐ฐ๐ต๐ฒ๐น๐ผ๐ฟ ๐ผ๐ณ ๐ฆ๐ฐ๐ถ๐ฒ๐ป๐ฐ๐ฒ ๐ถ๐ป ๐๐ฐ๐ฐ๐ผ๐๐ป๐๐ฎ๐ป๐ฐ๐ (๐๐ฆ๐) and ๐๐ฎ๐ฐ๐ต๐ฒ๐น๐ผ๐ฟ ๐ผ๐ณ ๐ฆ๐ฐ๐ถ๐ฒ๐ป๐ฐ๐ฒ ๐ถ๐ป ๐ ๐ฎ๐ป๐ฎ๐ด๐ฒ๐บ๐ฒ๐ป๐ ๐๐ฐ๐ฐ๐ผ๐๐ป๐๐ถ๐ป๐ด (๐๐ฆ๐ ๐) programs.
For this reason, the transfer of the Department is not merely an administrative change. It represents the closing of one chapter in the history of our College and the beginning of another for our CAFwas in the Department of Financial Management. The Council recognizes that the academic reorganization necessarily brings corresponding changes to student governance. In anticipation of this transition, the PUP CAF Student Council has undertaken coordination with the ๐๐ผ๐น๐น๐ฒ๐ด๐ฒ ๐ผ๐ณ ๐๐๐๐ถ๐ป๐ฒ๐๐ ๐๐ฑ๐บ๐ถ๐ป๐ถ๐๐๐ฟ๐ฎ๐๐ถ๐ผ๐ป ๐ฆ๐๐๐ฑ๐ฒ๐ป๐ ๐๐ผ๐๐ป๐ฐ๐ถ๐น to discuss matters concerning student representation, jurisdiction, institutional coordination, and the continuing programs and engagements involving students of the Department of Financial Management.
The Council believes that the transition must not create confusion regarding which student body students may approach for representation, assistance, and advocacy. The CAF Student Council has witnessed your participation in College programs, your leadership in organizations, your contributions to competitions and activities, and your service to the student community. Your presence has helped shape the identity of CAF.
As this chapter comes to a close, we do not regard this transition as a separation born out of conflict. Rather, we see it as the beginning of a new chapter for the Department of Financial Management under the College of Business Administration. We wish you success in your new academic home, and we remain hopeful that the transition will open new opportunities for growth, development, and greater recognition of your discipline and community.

As the College undergoes this institutional transition, the PUP CAF Student Council likewise prepares to close its own chapter and give way to the establishment of its successor student council representing the reconstituted College of Accountancy.
