𝗧𝗵𝗲 𝟴𝘁𝗵 𝗘𝗱𝗶𝘁𝗶𝗼𝗻 𝗼𝗳 𝘁𝗵𝗲 𝗕𝗮𝗰𝗵𝗲𝗹𝗼𝗿 𝗼𝗳 𝗣𝘂𝗯𝗹𝗶𝗰 𝗔𝗱𝗺𝗶𝗻𝗶𝘀𝘁𝗿𝗮𝘁𝗶𝗼𝗻 𝗥𝗲𝘀𝗲𝗮𝗿𝗰𝗵 𝗦𝗲𝗺𝗶𝗻𝗮𝗿

𝘛𝘩𝘦 𝘧𝘶𝘵𝘶𝘳𝘦 𝘰𝘧 𝘨𝘰𝘷𝘦𝘳𝘯𝘢𝘯𝘤𝘦 𝘪𝘴 𝘯𝘰 𝘭𝘰𝘯𝘨𝘦𝘳 𝘢 𝘥𝘪𝘴𝘵𝘢𝘯𝘵 𝘤𝘰𝘯𝘤𝘦𝘱𝘵—𝘪𝘵 𝘪𝘴 𝘢 𝘵𝘦𝘤𝘩𝘯𝘪𝘤𝘢𝘭 𝘳𝘦𝘢𝘭𝘪𝘵𝘺.

This year, the BPA Annual Research Seminar brought together forward-thinking minds to tackle one of the most pressing challenges in public service: how to balance traditional academic rigor with the rapid rise of Artificial Intelligence. Because innovation means nothing without the right foundation, our keynote sessions focused on bridging the gap between "the plan" and "the pixel."

𝘚𝘦𝘤𝘵𝘪𝘰𝘯 1: 𝘛𝘩𝘦 𝘉𝘭𝘶𝘦𝘱𝘳𝘪𝘯𝘵 𝘰𝘧 𝘐𝘯𝘲𝘶𝘪𝘳𝘺

𝗗𝗿. 𝗘𝗺𝗶𝗹𝗶𝗼 𝗡. 𝗧𝗶𝗺𝗼𝘁𝗲𝗼 grounded the assembly in a timeless truth: "If you fail to plan, you’re planning to fail." In an era where digital transformation can lead to manipulative information online, Dr. Emil emphasized that the transition from simple data gathering to Action Research is vital. For our future public administrators, the message was clear:

• 𝗙𝗶𝗻𝗱 𝘁𝗵𝗲 𝗚𝗮𝗽: Research must solve a problem that hasn't been answered.
• 𝗕𝗲 𝗕𝗲𝗻𝗲𝗳𝗶𝗰𝗶𝗮𝗹: If the study doesn't serve society, it loses its purpose.
• 𝗠𝗮𝘀𝘁𝗲𝗿 𝘁𝗵𝗲 𝗣𝗿𝗼𝗰𝗲𝘀𝘀: From literature reviews to data interpretation, the discipline of research is what ensures our policies remain ethical and sound.

𝘚𝘦𝘤𝘵𝘪𝘰𝘯 2: 𝘛𝘩𝘦 𝘈𝘐 𝘍𝘳𝘰𝘯𝘵𝘪𝘦𝘳 𝘪𝘯 𝘗𝘶𝘣𝘭𝘪𝘤 𝘗𝘰𝘭𝘪𝘤𝘺

Taking us into the digital deep end, 𝗗𝗿. 𝗜𝘀𝗮𝗴𝗮𝗻𝗶 𝗘. 𝗧𝗼𝗹𝗲𝗻𝘁𝗶𝗻𝗼 showcased how tools like Elicit, Mendeley, and Copilot are revolutionizing the field.

The barrier to AI in government isn't just the tech—it’s the resistance to change and a lack of technical understanding among policymakers. Dr. Tolentino highlighted the transformative power of:

• 𝗡𝗮𝘁𝘂𝗿𝗮𝗹 𝗟𝗮𝗻𝗴𝘂𝗮𝗴𝗲 𝗣𝗿𝗼𝗰𝗲𝘀𝘀𝗶𝗻𝗴 (𝗡𝗟𝗣): Analyzing thousands of public sentiments instantly to understand the pulse of the people.
• 𝗣𝗿𝗲𝗱𝗶𝗰𝘁𝗶𝘃𝗲 𝗔𝗻𝗮𝗹𝘆𝘁𝗶𝗰𝘀: Using data to anticipate food shortages and supply chain shifts before they happen.
• 𝗧𝗵𝗲 𝗡𝗲𝘄 𝗦𝘁𝗮𝗻𝗱𝗮𝗿𝗱: Data collection shouldn't be slow anymore. AI provides insights we never thought possible, allowing us to embrace technology as a driver for real-world change.

As we conclude this 8th edition, we are reminded that the modern Public Administrator must be both a disciplined researcher and a tech-savvy visionary. We are moving past the "old ways" to embrace a future where policy is driven by data, integration, and a commitment to a resilient society.

program proudly took part in many part of events: from 𝙨𝙥𝙤𝙧𝙩𝙨 (𝘣𝘢𝘴𝘬𝘦𝘵𝘣𝘢𝘭𝘭, 𝘷𝘰𝘭𝘭𝘦𝘺𝘣𝘢𝘭𝘭, 𝘥𝘢𝘳𝘵𝘴, 𝘔𝘖𝘉𝘈) to 𝙖𝙘𝙖𝙙𝙚𝙢𝙞𝙘 𝙘𝙤𝙢𝙥𝙚𝙩𝙞𝙩𝙞𝙤𝙣𝙨 (𝘥𝘦𝘣𝘢𝘵𝘦, 𝘦𝘴𝘴𝘢𝘺 𝘸𝘳𝘪𝘵𝘪𝘯𝘨, 𝘲𝘶𝘪𝘻 𝘣𝘦𝘦), to 𝙋𝙖𝙡𝙖𝙧𝙤𝙣𝙜 𝙇𝙖𝙝𝙞 and the much-anticipated 𝙏𝘾𝙐 𝙍𝙪𝙣𝙬𝙖𝙮. These weren’t just for fun—they were a showcase of BPA’s 𝐜𝐨𝐦𝐩𝐞𝐭𝐞𝐧𝐜𝐞, 𝐭𝐞𝐚𝐦𝐰𝐨𝐫𝐤, and the 𝐮𝐧𝐰𝐚𝐯𝐞𝐫𝐢𝐧𝐠 𝐩𝐫𝐢𝐝𝐞 𝐨𝐟 𝐛𝐞𝐢𝐧𝐠 𝐟𝐮𝐭𝐮𝐫𝐞 𝐩𝐮𝐛𝐥𝐢𝐜 𝐬𝐞𝐫𝐯𝐚𝐧𝐭𝐬.

This isn’t just a celebration—it’s a testament to the spirit, joy, and excellence that TCU continues to inspire. Through every cheer and challenge, BPA stood tall—joining not just to compete, but to represent the true essence of Public Administration: 𝙨𝙚𝙧𝙫𝙞𝙘𝙚, 𝙨𝙠𝙞𝙡𝙡, and 𝙨𝙤𝙡𝙞𝙙𝙖𝙧𝙞𝙩𝙮.

“𝑯𝒐𝒘 𝒈𝒐𝒐𝒅 𝒂𝒏𝒅 𝒑𝒍𝒆𝒂𝒔𝒂𝒏𝒕 𝒊𝒕 𝒊𝒔 𝒘𝒉𝒆𝒏 𝑮𝒐𝒅’𝒔 𝒑𝒆𝒐𝒑𝒍𝒆 𝒍𝒊𝒗𝒆 𝒕𝒐𝒈𝒆𝒕𝒉𝒆𝒓 𝒊𝒏 𝒖𝒏𝒊𝒕𝒚!” – 𝑷𝒔𝒂𝒍𝒎 133:1

Despite our differences, we all carry the same hope: a safer, fairer, and more peaceful future. The United Nations Convention reminds us that unity is not just an idea, it is a responsibility. By defending our rights, strengthening our communities, and pursuing justice together, we build a world founded on dignity and peace.

On October 20, 2025, Taguig City University celebrated its United Nations Convention, hosted by the Institute of Public Policy and Governance and College of Arts and Sciences. With the theme “𝑩𝒖𝒊𝒍𝒅𝒊𝒏𝒈 𝑹𝒆𝒔𝒊𝒍𝒊𝒆𝒏𝒄𝒆 𝒇𝒐𝒓 𝑷𝒆𝒂𝒄𝒆: 𝑰𝒏𝒕𝒆𝒈𝒓𝒂𝒕𝒊𝒏𝒈 𝑷𝒓𝒆𝒗𝒆𝒏𝒕𝒊𝒐𝒏, 𝑰𝒏𝒄𝒍𝒖𝒔𝒊𝒐𝒏, 𝒂𝒏𝒅 𝑺𝒖𝒔𝒕𝒂𝒊𝒏𝒂𝒃𝒍𝒆 𝑫𝒆𝒗𝒆𝒍𝒐𝒑𝒎𝒆𝒏𝒕,” the event became a meaningful space where global issues were explored through diplomacy, unity, and shared responsibility.

We were honored to have former Associate Justice Antonio Carpio to have a keynote address. He emphasized the vital importance of upholding our rights as a nation, reminding us that peace is not only built through cooperation but also through the firm defense of sovereignty, truth, and justice. His insights encouraged students to be informed citizens who understand both domestic and international responsibilities.

On the other hand, the event itself continued with the activities. Delegates chose the countries they wanted to represent and proudly showcased them by wearing each nation’s traditional costume. The Model United Nations debates then highlighted true diplomacy, where listening mattered as much as speaking, and collaboration became the key to bridging differences.

On October 10, 2025, 𝙞𝙣 𝙘𝙚𝙡𝙚𝙗𝙧𝙖𝙩𝙞𝙤𝙣 𝙤𝙛 𝙈𝙚𝙣𝙩𝙖𝙡 𝙃𝙚𝙖𝙡𝙩𝙝 𝘼𝙬𝙖𝙧𝙚𝙣𝙚𝙨𝙨 𝙈𝙤𝙣𝙩𝙝, the BPA Freshmen proudly joined the Mental Health Awareness Seminar facilitated by the 𝙋𝙨𝙮𝙘𝙝𝙤𝙡𝙤𝙜𝙮 𝙎𝙤𝙘𝙞𝙚𝙩𝙮 of 𝙏𝙖𝙜𝙪𝙞𝙜 𝘾𝙞𝙩𝙮 𝙐𝙣𝙞𝙫𝙚𝙧𝙨𝙞𝙩𝙮. With the theme “𝐻𝑒𝑙𝑝, 𝐻𝑒𝑎𝑙, 𝐻𝑜𝑝𝑒: 𝑆𝑡𝑟𝑒𝑛𝑔𝑡ℎ𝑒𝑛𝑖𝑛𝑔 𝑀𝑒𝑛𝑡𝑎𝑙 𝐻𝑒𝑎𝑙𝑡ℎ 𝑖𝑛 𝐸𝑚𝑒𝑟𝑔𝑒𝑛𝑐𝑖𝑒𝑠,” the event was more than just a gathering—it was a safe space for learning, reflection, and empowerment.

It was not just a simple seminar. It was a well of overflowing knowledge, a moment how to be empathetic, and where every insight gained became a tool we can carry into real life. From understanding mental health in crisis situations to learning how to support others with kindness and awareness, each lesson was a step toward becoming better advocates for mental wellness.
