We are pleased to inform all TES and TDP grantees that the consolidated compliance report for the opening of LANDBANK Piso Plus Accounts has already been submitted to the Commission on Higher Education Regional Office III (CHEDRO III) for monitoring, reference, appropriate action, and preparation for disbursement.

The report includes TES Batches 1, 1.1, and 2, as well as TDP Batches 3, 21.1, and 22.1.

As of May 15, 2026, out of 1,901 total grantees:

• 1,664 grantees (87.53%) have successfully complied with the account opening requirements.

• 190 grantees (9.99%) have already submitted their requirements and are currently awaiting processing by LANDBANK - Tarlac Branch.

• 47 grantees (2.47%) have not yet complied with the required submission and account opening procedures.

• 1,232 out of 1,417 grantees have already complied (86.94%).
• 152 grantees remain pending LBP account processing.

𝗧𝗘𝗦 (𝗧𝗲𝗿𝘁𝗶𝗮𝗿𝘆 𝗘𝗱𝘂𝗰𝗮𝘁𝗶𝗼𝗻 𝗦𝘂𝗯𝘀𝗶𝗱𝘆)
• 432 out of 484 grantees have already complied (89.26%).
• 38 grantees remain pending LBP account processing.

Please be informed that accounts currently tagged as “pending” are still under evaluation and processing by the LandBank of the Philippines - Tarlac Branch.

All concerned grantees are encouraged to coordinate with the office for any concerns, clarifications, and follow-ups regarding their account status.

In addition, the office will begin implementing the Financial Data Entry System (FinDES) for payroll processing and enhanced monitoring of grantees financial records.

The Commission on Higher Education (CHED) Regional Office III has released an additional list of Tulong Dunong Program (TDP) and Tertiary Education Subsidy (TES) grantees who are required to open a LANDBANK Piso Plus Account.

The Tarlac State University community welcomes Dr. Jasper Jay N. Mendoza as the newly elected TSU president.

Dr. Mendoza took his oath of office tonight, May 5, 2026, at the Commission on Higher Education, officially becoming the seventh president of the university.

Dr. Mendoza previously served as the Vice President for Academic Affairs in July 2025 to May 2026 and Dean of the College of Education in 2018-2025.

The result came after the careful evaluation of the university’s Board of Regents during the public forum and presentation and panel interview held last May 1, 2026, at the TSU Main AVR.

Central to his administration is the "DALAN" framework which he presented during the forum with a vision designed to transform TSU into a hub for "future-ready" professionals and servant-leaders through a balance of inclusive instruction, impactful research, transformative extension, and sustainable production.

His roadmap also prioritizes modern infrastructure and governance, including the creation of smart campuses, the integration of real-time information systems, and the implementation of comprehensive AI governance policies.

Dr. Mendoza’s commitment to the TSU community extends to comprehensive welfare and inclusivity initiatives with plans on revising the student manual, widening of scholarship programs under the Universal Access to Quality Education Act, and establishment of essential student services such as a 24/7 mental health line, dormitories, and a sports hub.

Furthermore, he aims to champion social advocacy by expanding Gender and Development (GAD) programs and strengthening the KAKAMAY Movement.

By 2030, the university expects to see the rollout of expanded Wi-Fi and cashless payments, aligning TSU with the regional development needs of Tarlac and the broader "Panatag na Buhay" goals of 2040.

Dr. Mendoza will be in service for four years as the TSU President starting May 6, 2026 until 2030.
