Tarlac State University (TSU) capped the year productively with a forward-looking academic initiative through the ceremonial signing of a Memorandum of Understanding (MOU) with the ICT College CPD Professional Training Center on December 23, 2025, via MS Teams. This partnership highlights TSUโ€™s commitment to lifelong learning, inclusive professional development, and meaningful academic collaboration.

The MOU was signed by Dr. Arnold E. Velasco, President of Tarlac State University, and Ms. Ma. Teresa B. Malvar, owner and Head of ICT College CPD Professional Training Center. The agreement establishes a collaborative framework for the conduct of PRC-accredited Continuing Professional Development (CPD) programs that will benefit not only the TSU community but also educators and professionals beyond the university.

Key TSU officials present during the ceremonial signing included Dr. Jasper Jay N. Mendoza, Vice President for Academic Affairs; Dr. Grace N. Rosete, Director of the Office of International Affairs and Linkages; Dr. Erwin P. Lacanlale, Dean of the College of Education; and Dr. Maria Agnes P. Ladia, Dean of the Office of Graduate Studies. Their participation reaffirmed strong institutional support for initiatives that enhance academic relevance, professional competence, and educational leadership.

The partnership was facilitated by the Office of International Affairs and Linkages (OIAL), which played a vital role in coordinating and enabling this collaboration in line with TSUโ€™s institutional and professional development goals.

Proposed by the Master of Arts in Education (MAEd) major in English under the College of Education, with Dr. Ninez B. Tulo as Area Head and academic proponent and Mr. Japeth Mania as student leader, the initiative reflects the programโ€™s sustained efforts to advance teacher education through strategic partnerships and responsive professional learning opportunities.

A major outcome of this partnership is the PRC-accredited CPD webinar, โ€œThe Reframed Teacher Education Curriculum,โ€ scheduled on January 17โ€“19, 2026, with CPD Training Registration No. PTR 2024-536-11671, equivalent to nine (9) CPD points. Organized by ICT College CPD Professional Training Center, the webinar is open to all interested participants, reinforcing TSUโ€™s commitment to widening access to quality professional development.

The webinar will also be integrated into the LUGUD Plus Program of the Office of Graduate Studies, an initiative promoting lifelong learning, continuous upskilling, and sustained engagement among educators, graduate students, and professionals.

By sealing this partnership before the yearโ€™s end, TSU demonstrates its resolve to close 2025 productively while laying a strong foundation for inclusive, relevant, and impactful academic initiatives in 2026.

The Graduate Education Association of Public Higher Education Institutions (GEAPHEI) held its Annual General Assembly and Seminar on December 6, 2025, at the Nueva Ecija University of Science and Technology (NEUST) with the theme โ€œInnovation Shield: Intellectual Property and Winning Pitches.โ€

Tarlac State Universityโ€™s Graduate Studies was among the participating institutions in the hybrid event. Mr. Peping Pedro C. Pedro, Graduate Studies Student Organization (GSSO) president, led the TSU student delegation onsite together with the GSSO officers.

Former TSU Vice President for Academic Affairs Dr. Agnes M. Macaraeg, who serves as an active GEAPHEI officer, also attended in person. She expressed her continued support for TSU Graduate Studies during the event.

Dr. Maria Agnes P. Ladia, Dean of the Office of Graduate Studies, joined the assembly online along with other OGS officers.

The activity highlighted the importance of strengthening innovation culture in graduate education, with sessions focused on intellectual property, research protection, and developing competitive pitches. TSUโ€™s participation underscores its commitment to advancing research capacity and fostering innovation among its graduate students.

Tarlac State University (TSU) took another confident stride in global academic engagement on November 27, 2025, as it formalized a new international partnership with Nghe An University (Vietnam) through a Memorandum of Understanding (MOU) signing held at the TSU Main AVR. The NAU delegates were introduced by Vice Dean Nguy Van Thuy of the Foreign Language Faculty, setting the stage for a meaningful exchange that was later reinforced by the message of commitment delivered by Dr. Tran Anh Tu, Vice President of Nghe An University. Among the delegates was Dr. Hoang Dinh Hai, Head of Scientific Management and International Relations.

Representing TSU President Dr. Arnold Velasco, Vice President for Academic Affairs Dr. Jasper Jay Mendoza reaffirmed the universityโ€™s dedication to expanding its international networks and fostering mutually enriching academic collaborations.

The event was jointly organized by the Office of Graduate Studies (OGS) under the leadership of Dr. Maria Agnes Ladia and the Office of International Affairs and Linkages (OIAL) headed by Dr. Grace Rosete, demonstrating the strong and unified front of TSU in strengthening its internationalization initiatives.

Also present were the TSU college deans and academic leaders who signified institutional support, including Dr. Brendalyn Manzano, Dean of the College of Arts and Social Sciences; Dr. Alvincent Danganan, Dean of the College of Computer Studies; Engr. Ma. Victoria Rodriguez, representing the Dean of the College of Engineering; and Dr. Ninez Tulo, Department Head of Graduate Studies Student Affairs. Completing the TSU delegation were the dedicated department heads and staff of OIAL whose work ensured the seamless coordination and successful ex*****on of the ceremony.

The MOU paves the way for dynamic collaborations in scholarships, academic mobility, research partnerships, joint education activities, credit transfer arrangements, laboratory and facility sharing, and cultural immersion programs. The TSU Graduate Studies community capped the year with a vibrant Glam Rock Year-End Thanksgiving Party held last November 22, 2025, organized by the Graduate School Students Organization (GSSO) and the Office of Graduate Studies (OGS).

The Main Program featured a series of dance performances that energized the celebration, followed by messages from key university leaders. Dr. Maria Agnes P. Ladia, Dean of the Office of Graduate Studies, delivered an inspiring message, while Dr. Jasper Jay N. Mendoza, Vice President for Academic Affairs, shared an academic message. TSU President Dr. Arnold E. Velasco also addressed the graduate community through his presidential message.

The celebration was further honored by the attendance of Dr. Agnes Macaraeg, former Vice President for Academic Affairs.

Guests enjoyed fun games, interactive activities, and a warm dinner fellowship. The evening continued with music, socializing, and an open dance floor, highlighting the camaraderie and spirit of gratitude within the graduate studies community. Closing remarks were delivered by Dr. Henry D. Rufino, GSSO Adviser.

The event celebrated the achievements and unity of the Graduate Studies community as it looks forward to another year of academic excellence.

The Office of Graduate Studies (OGS), under the leadership of Dean Dr. Maria Agnes P. Ladia, in coordination with the Graduate Studies Student Organization (GSSO) headed by its President Mr. Peping Pedro C. Pedro, successfully held the Graduate Studies 2nd Sports Festival on October 18, 2025, at Kart City Bowling Center, Tarlac City, as part of the Tarlac State University (TSU) Foundation Week celebration.

Guided by the GSSO advisers Dr. Henry Rufino and Dr. Edwin Caoleng, the sports festival served as a venue for faculty members and graduate students to foster camaraderie and strengthen social ties through friendly competitions in bowling, billiards, and darts.

In her opening message, Dr. Ladia extended her gratitude to the OGS staff and GSSO officers for their efforts in organizing another successful activity. She also commended the students who traveled from various areas, including La Union, to participate in the event. Furthermore, Dr. Ladia expressed her appreciation to the TSU Administration for allowing the conduct of the sports festival once again, emphasizing that many students had eagerly anticipated this event after its success last year. She also thanked the deans and faculty members from different colleges who attended and supported the activity.

TSU President, Dr. Arnold E. Velasco, also graced the event to show his support. In his message, he underscored the importance of holding such activities that allow faculty members and students to relax, enjoy, and cultivate camaraderie within the graduate school community.

The colleges with participating graduate programs included the College of Education, College of Business and Accountancy, College of Public Administration and Governance, College of Criminal Justice Education, College of Engineering, College of Computer Studies, and the College of Arts and Social Sciences.

Winners of the different sports events will receive their cash prizes once released and available for claiming at the TSU Cashiering Office.

Congratulations to all participants and winners for contributing to the success of this yearโ€™s Graduate Studies Sports Festival.

PART 2

The Office of Graduate Studies (OGS), under the leadership of Dean Dr. Maria Agnes P. Ladia, in coordination with the Graduate Studies Student Organization (GSSO) headed by its President Mr. Peping Pedro C. Pedro, successfully held the Graduate Studies 2nd Sports Festival on October 18, 2025, at Kart City Bowling Center, Tarlac City, as part of the Tarlac State University (TSU) Foundation Week celebration.

Guided by the GSSO advisers Dr. Henry Rufino and Dr. Edwin Caoleng, the sports festival served as a venue for faculty members and graduate students to foster camaraderie and strengthen social ties through friendly competitions in bowling, billiards, and darts.

In her opening message, Dr. Ladia extended her gratitude to the OGS staff and GSSO officers for their efforts in organizing another successful activity. She also commended the students who traveled from various areas, including La Union, to participate in the event. Furthermore, Dr. Ladia expressed her appreciation to the TSU Administration for allowing the conduct of the sports festival once again, emphasizing that many students had eagerly anticipated this event after its success last year. She also thanked the deans and faculty members from different colleges who attended and supported the activity.

TSU President, Dr. Arnold E. Velasco, also graced the event to show his support. In his message, he underscored the importance of holding such activities that allow faculty members and students to relax, enjoy, and cultivate camaraderie within the graduate school community.

The colleges with participating graduate programs included the College of Education, College of Business and Accountancy, College of Public Administration and Governance, College of Criminal Justice Education, College of Engineering, College of Computer Studies, and the College of Arts and Social Sciences.

Winners of the different sports events will receive their cash prizes once released and available for claiming at the TSU Cashiering Office.

Congratulations to all participants and winners for contributing to the success of this yearโ€™s Graduate Studies Sports Festival.
