Tarlac State University (TSU) capped the year productively with a forward-looking academic initiative through the ceremonial signing of a Memorandum of Understanding (MOU) with the ICT College CPD Professional Training Center on December 23, 2025, via MS Teams. This partnership highlights TSUโs commitment to lifelong learning, inclusive professional development, and meaningful academic collaboration.
The MOU was signed by Dr. Arnold E. Velasco, President of Tarlac State University, and Ms. Ma. Teresa B. Malvar, owner and Head of ICT College CPD Professional Training Center. The agreement establishes a collaborative framework for the conduct of PRC-accredited Continuing Professional Development (CPD) programs that will benefit not only the TSU community but also educators and professionals beyond the university.
Key TSU officials present during the ceremonial signing included Dr. Jasper Jay N. Mendoza, Vice President for Academic Affairs; Dr. Grace N. Rosete, Director of the Office of International Affairs and Linkages; Dr. Erwin P. Lacanlale, Dean of the College of Education; and Dr. Maria Agnes P. Ladia, Dean of the Office of Graduate Studies. Their participation reaffirmed strong institutional support for initiatives that enhance academic relevance, professional competence, and educational leadership.
The partnership was facilitated by the Office of International Affairs and Linkages (OIAL), which played a vital role in coordinating and enabling this collaboration in line with TSUโs institutional and professional development goals.
Proposed by the Master of Arts in Education (MAEd) major in English under the College of Education, with Dr. Ninez B. Tulo as Area Head and academic proponent and Mr. Japeth Mania as student leader, the initiative reflects the programโs sustained efforts to advance teacher education through strategic partnerships and responsive professional learning opportunities.
A major outcome of this partnership is the PRC-accredited CPD webinar, โThe Reframed Teacher Education Curriculum,โ scheduled on January 17โ19, 2026, with CPD Training Registration No. PTR 2024-536-11671, equivalent to nine (9) CPD points. Organized by ICT College CPD Professional Training Center, the webinar is open to all interested participants, reinforcing TSUโs commitment to widening access to quality professional development.
The webinar will also be integrated into the LUGUD Plus Program of the Office of Graduate Studies, an initiative promoting lifelong learning, continuous upskilling, and sustained engagement among educators, graduate students, and professionals.
By sealing this partnership before the yearโs end, TSU demonstrates its resolve to close 2025 productively while laying a strong foundation for inclusive, relevant, and impactful academic initiatives in 2026.
