A session on the *Program Review for Effectiveness and Enhancement [PREE]-based Self-Assessment Mechanism* was held at the City College of Science and Commerce, Multan.

Principals and QEC Focal Persons from affiliated colleges located within Multan city participated in the event.

Prof. Dr. M. Asadullah Madni, Director QEC, briefed participants on the Internal Quality Assurance framework and its role in strengthening academic standards. Dr. Rao Mazhar Hussain highlighted the eight PREE standards, their expected outcome indicators, and the importance of stakeholders’ feedback for program improvement. He also explained the documentation and evaluation process required for effective self-assessment.

The session aimed to build capacity among affiliated colleges for conducting internal self-assessments and aligning programs with PSG 2023 quality standards.

The Islamia University of Bahawalpur Cements Its Global Standing as a Sustainable Leader, Securing 345th Place in UI GreenMetric World University Rankings 2025

BAHAWALPUR – The Islamia University of Bahawalpur (IUB) has once again demonstrated its global leadership in environmental stewardship, securing the 345th position in the esteemed UI GreenMetric World University Rankings 2025. In the 15th edition of this prestigious ranking, which assessed the sustainability performance of 1,745 institutions across 105 countries, IUB has maintained a robust standing. Ranking 345th out of 1,547 qualified universities in the world and ranked 194 in Asia, IUB continues to uphold its reputation as a "Green University" amidst intensifying global competition.

Nationally, IUB stands tall among 107 Pakistani universities and has secured 11th position in Pakistan and 3rd position in South Punjab, reaffirming its role as a regional hub for sustainable development and eco-friendly innovation.

Vice Chancellor Prof. Dr. Muhammad Kamran hailed the achievement as a reflection of the university’s strategic direction. *The Islamia University of Bahawalpur Demonstrates Research Excellence and Growing Global Reputation in QS World University Rankings: Asia 2026*

The Islamia University of Bahawalpur (IUB) has been ranked 434th in the QS World University Rankings: Asia 2026, and an impressive 111th in South Asia, solidifying its position among the continent’s leading institutions. This ranking is announced amidst an unprecedented expansion of the index, which saw 550 new entrants from across the region, making the 2026 edition the most competitive in the ranking’s history.

The university’s performance confirms the strategic success of its focus on high-impact research, quality teaching, and global recognition. IUB achieved robust and impressive scores across multiple key QS indicators, including:

*International Research Network (IRN):* IUB secured a remarkable rank of 144th in Asia in this metric, achieving an exceptionally high score of 92.8. This result reflects the successful efforts to establish robust, meaningful research partnerships across the globe.

*Citations per Paper (CPP):* The university maintained a formidable standing in research impact with a strong score of 72.9.

*Papers per Faculty (PPF):* Demonstrating high and growing faculty productivity, IUB achieved a significant score of 14.6.

*Academic Reputation (AR):* The university's global standing continues to grow, securing a strong score of 26.5.

*Employer Reputation (ER):* Reflecting the quality of its graduates and their acceptance in the job market, IUB achieved a score of 26.2.

The university demonstrated significant gains in the perception-based metrics, reflecting the improved quality of its teaching, research, and graduates. The Academic Reputation score improved sharply from 19.4 in 2025 to 26.5 in 2026, while the Employer Reputation score saw a notable jump from 21.7 in 2025 to 26.2 in 2026. This consistent improvement underscores the growing trust and recognition IUB holds within the international academic community and among key employers in the region.

While the overall rank of 434 reflects the intensifying competition and the large volume of new universities being ranked, the core strength of IUB’s research foundation and growing reputational standing remain robust and internationally recognized.

*IUB's Quality Enhancement Cell Hosts Training on Self-Assessment Report Development as per PREE Standards*
In line with the visionary leadership of Prof. Dr. Muhammad Kamran, Vice Chancellor of The Islamia University of Bahawalpur (IUB), the Quality Enhancement Cell (QEC) organized a comprehensive training session on Self-Assessment Report (SAR) development. The training was meticulously aligned with the Program Review for Effectiveness & Enhancement (PREE) standards.

This pivotal activity follows the approval of the university's Internal Quality Circle (IQC), which has selected 15 distinct academic programs for the self-assessment process. The training was attended by the designated Program Team (PT) Members from these selected programs, equipping them for this vital task.

Mr. Shaji ur Rehman, Registrar IUB, graced the session as the Chief Guest.

In his keynote address, Prof. Dr. Asadullah Madni, Director QEC, highlighted the critical significance of quality assurance in Higher Education Institutions (HEIs). He underscored the pivotal role of the PREE framework in enhancing program effectiveness and shared valuable insights on the Pakistan Precepts, Standards & Guidelines (PSG-2023), and SAR development, emphasizing the university's deep-rooted commitment to quality enhancement across all academic programs.

Rao Mazhar Hussain, Additional Director QEC provided an in-depth explanation of the specific criteria and standards of PREE.

In his address, the Registrar, Mr. Shaji ur Rehman, appreciated the dedicated efforts of the QEC team. He stressed the importance of good governance and robust internal quality assurance mechanisms, which are fundamental to the university's progress.

The training aimed to equip PT members with the necessary skills and knowledge for effective SAR development as per PREE standards, ultimately contributing to the university's continuous quality enhancement initiatives.

*Institutional Quality Circle (IQC) – Quarter 1 Meeting (2025–26)*

The Quality Enhancement Cell (QEC) of The Islamia University of Bahawalpur (IUB) convened the Institutional Quality Circle (IQC) Quarter 1 Meeting for the academic year 2025–26 on October 22, 2025. The meeting was chaired by the Honorable Vice Chancellor, Prof. Dr. Muhammad Kamran, and attended by Deans, the Registrar, Treasurer, Controller of Examinations, and representatives from various academic and administrative departments.

Prof. Dr. Asadullah Madni, Director QEC, presented the Action Taken Report on the decisions made in the previous IQC meeting. The draft IUB Quality Policy—the first-ever quality policy developed for the university—was presented by Prof. Dr. Irshad Hussain, Dean, Faculty of Education. The IUB Strategic Plan was presented by Prof. Dr. Rubina Bhatti, Dean, Faculty of Social Sciences, while a detailed follow-up on IQA and EQA activities was shared by Prof. Dr. Asif Naveed Ranjha, Dr M. Sajid representative from ORIC briefed that steps are being taken for promotion of Research culture at IUB.
The Registrar, Mr. Shajiur Rehman, presented key points on the hiring policy for the appointment of Adjunct Faculty, aimed at attracting international faculty and strengthening global academic engagement. This initiative aligns with IUB’s vision of fostering internationalization and promoting global partnerships.
The meeting also reviewed IUB’s performance in international and national rankings, followed by strategic deliberations to enhance the university’s visibility, academic excellence, and institutional reputation. The Director QEC outlined a forward-looking plan for Internal Quality Assurance, focusing on:
• Program Review for Effectiveness and Enhancement (PREE)
• Self-Assessment Reports (SARs) for on-campus and affiliated colleges
• Preparation of documentation for the Review of Institutional Performance Evaluation (RIPE)
The Honorable Vice Chancellor emphasized the importance of adopting the Outcome-Based Education (OBE) framework and directed all departments to ensure readiness for its implementation from the upcoming semester. This transition represents a major step toward a student-centered and outcome-focused learning environment, ensuring measurable learning outcomes and continuous improvement in academic quality.
The valuable suggestions of the honorable Deans were duly considered on various university initiatives. They also expressed full confidence and trust in the implementation of reforms and quality initiatives led by the Worthy Vice Chancellor. Furthermore, it was decided that the Yearly Performance Report (YPR) of IUB, comprising key elements of RIPE standards, will be prepared under the guidance and supervision of all Deans, ensuring collective ownership and institutional alignment.
To further enhance academic planning and stakeholder engagement, the Departmental Activity Calendar will be implemented across teaching departments. This initiative assigns defined performance targets, enabling systematic planning, effective monitoring, and timely ex*****on of academic and quality activities—ultimately leading to improved institutional performance, student satisfaction, and sustainable growth at IUB.
