Minister for Specialized Healthcare & Medical Education, Khawaja Salman Rafiq, graced the occasion as Chief Guest at the MoU signing ceremony between PIU-SHC&MED and Lincoln University College, Malaysia, held in Lahore on 21 October 2026.
The agreement marks the Punjab Nursing & Health Workforce Reform Program’s first international university partnership and its 12th institutional MoU overall, opening new opportunities for advanced nursing education, research and faculty development.
Lincoln University College was represented by President Dr. Amiya Bhaumik, Pro-Chancellor Prof. Datuk Dr. Hajjah Bibi Florina Abdullah, Country Director Dr. Syed Junaid Ali, and Deputy Registrar Dr. Alao Murtadho. Participants from SHC&MED included Program Director Tariq Mehmood, Deputy Program Director Rizwan Ahmad, DG Nursing Ms. Tahira Sagheer, and other PIU-SHC&MED officers.
Encouragingly, several nursing faculty members from Punjab have already secured admission to Lincoln’s PhD in Nursing program, translating academic collaboration into opportunities for professional growth.
Under the ADB-supported PNHWRP, 15 international PhD and 270 MScN scholarships, alongside faculty training and international learning opportunities for nursing students, form part of a wider commitment to strengthening nursing education across Punjab.
