Biblioteka CE powstała w zasadzie w 1991 roku kiedy to umożliwiono powstanie CDE w Centrum Europejskim UW Status ten został przyznany np. Andrzeja Wieczorkiewicza (ówczesnego dyrektora Centrum Studiów Europejskich) i przedstawiciela Komisji Europejskiej – Jacqueline Lastenous. Wiosną 2005 roku została zawarta nowa umowa pomiędzy prof. Wojciechem Tygielskim (Prorektorem UW) i Dyrektorem Generalnym Dyrekcji ds. Prasy i Komunikacji Komisji Europejskiej – Panayotisem Carvounisem

We would like to present the next article from issue 4/2022 of the scientific quarterly "Studia Europejskie - Studies in European Affairs" by Professor Ralph Tuchtenhagen from Humboldt-Universität zu Berlin. The abstract of the article is presented below: This contribution addresses the strategical, political, and cultural significance of the Åland Islands between Russia, Sweden, and Finland from 1809 to the present day. During the first half of the 19th century, Russia fulfilled, with the conquest of the Åland Islands, one of its military goals which had been in place since the Petrine period, namely, to push forward the country’s military control as far as to the Western border of Finland in order to secure Russia’s capital St. Petersburg, and to threaten the capital of the kingdom of Sweden, Stockholm, in order to prevent a Swedish act of revenge for the loss of Sweden’s control of the Eastern Baltic during the Great Northern War. At the same time, the islands were, in a political and cultural sense, an important ingredient of the upcoming Swedish and Finnish national movements. After the loss of Finland, the countries had tried to find solace in national culture and past glories. In this respect, the question of why Sweden, during the Finnish Civil War, sent troops to the Åland Islands can be interpreted as part of Sweden’s anti-Russian military agenda as well as being part of its cultural mission to protect the islands against Finnish and Russian attempts to make the island part of Finnish or Russian culture, and to subdue the overwhelmingly-Swedish-speaking population in the context of a Finnish national state. This Swedish-Finnish opposition, though, turned, during the interwar period, into a secret collaboration against Russian military interests in the Eastern Baltic region, whereby the control of the Åland Islands played a central role. Despite minor yet critical situations, the islands have enjoyed relative calm ever since. However, the outbreak of Russia’s Ukrainian War threatens to cast doubt once again on the islands’ status.

We would like to present the next article from issue 4/2022 of the scientific quarterly "Studia Europejskie - Studies in European Affairs" by Stefan Lundqvist from Swedish Defence University.
The abstract of the article is presented below:
This article examines the consequences for Sweden’s state identity by the decision of Finland and Sweden to apply for membership in NATO. Taking its starting point in Sweden’s shattering loss of its easternmost provinces in the 1809 Treaty of Fredrikshamn, it explores Sweden’s initial formulationsof a policy of neutrality and its evolution until the end of the Cold War. The article then directs attention to how Social Democratic leaders managed to institutionalise a Swedish “active foreign policy”, exerting a lasting, formative influence on Sweden’s state identity. It also addresses the rapprochement of Finland and Sweden after the end of the Cold War and the consequences of the bilateral dynamics that characterised their EU-membership applications. The article critically discusses how Sweden reformulated its concept of neutrality into a nebulous concept of nonalignment and adopted a security policy rooted in a cooperative security approach. Based on key findings drawn from this historical account, this article addresses the processes that lead to Finland and Sweden unexpectedly deciding on jointly applying for NATO membership. It concludes with a forward-looking assessment of how a Swedish NATO membership will ultimately stabilise Sweden’s adaptable state identity and its implications for the Nordic countries’ regional military strategy.

We would like to present first article from the issue 4/2022 of the scientific quarterly "Studia Europejskie - Studies in European Affairs", whose author is Dr. Jarosław Suchoples from University of Jyväskylä - Jyväskylän yliopisto.
The abstract of the article is presented below: Throughout its history, Finland’s relations with Russia have generally been determined by Russian attempts to secure control over the eastern part of the Baltic Sea region. In medieval times, it was mainly about the control of trade routes, especially between Novgorod, and Western Europe and Byzantium. After the founding of the new city of St. Petersburg by Peter the Great in 1703, the rulers of Russia were faced with the problem of ensuring security to that city. From a Russian point of view, it became vitally important to gain control over lands on the eastern side of the Baltic Sea. When Finland became a Russian province in 1809, it seemed that the Baltic security dilemmas of Russia had finally been resolved. However, the collapse of Tsarist Russia in 1917 changed that particular situation. Finland became independent, and Russia’s border moved east to the outskirts of St. Petersburg (renamed Petrograd during World War I). For the leaders of the Soviet Union, which had replaced the Romanov Empire, World War II provided an opportunity to try to regain lost Finnish territories. Although the Red Army did not manage to conquer Finland, during two wars (occurring between 1939–1940 and 1941–1944), the post war settlement saw the Soviet-Finnish border shift back westwards. Finland also had to reckon with the requirements of the USSR’s security policy and make it a priority of its own foreign policy After the collapse of the Soviet Union in 1991, Finland modified its policy of neutrality and adopted a doctrine of non-alignment that has remained in place to this day. However, the increase of tensions in international relations in recent years, due to Russia’s aggressive foreign policy threatening its neighbours, has forced Finnish statesmen to rethink their country’s security policy. After the Russian invasion of Ukraine in 2022, Finland, together with Sweden, decided to apply for NATO membership. The ratification procedure is ongoing. The aim of this paper is to analyse, in a longer historical perspective, what Finland’s place was as regards the Russian and Soviet security policy, from Peter the Great to our times. The methodological approach refl ects the chronology of events which have occurred in the eastern part of the Baltic Sea region in the last 300 years. They are described to provide readers with necessary facts, and create the background for conclusions on the reasons for the Russian/Soviet policy towards Finland and, in a broader sense, the northern coasts of the Gulf of Finland.

The abstract of the article is presented below:
Türkiye has had multidimensional migration experience not only in its past, but also in its present that has led to the formation of a dynamic migration policy to govern such a dynamic process. Türkiye’s migration policy has been informed and shaped by its geopolitical location as a migrant receiving, labour migrant sending, and migrant transit country. Today, Türkiye hosts the largest number of migrants and refugees in the world with a far-reaching social, political, and economic impact on the country. This article aims to shed light on the multidimensional migration experience of Türkiye and analyse its migration policies to govern manifold challenges brought about by the presence of almost 6 million foreigners in the country. It is argued in this article that the integration of migrants in general and of Syrians in particular remains a major challenge for Türkiye. Therefore, this article recommends that Turkish decision makers should make short and long-term plans for the integration of Syrians as the current conditions indicate that it is unlikely that Syrians will return in any signifi cant numbers any time soon even though the Turkish government has initiated a number of projects in parts of Northern Syria for the safe and voluntary return of its countrymen and women. One important area of integration in this context is higher education, which would enable Syrians to have access to employment and social mobility that would benefit both themselves and Türkiye.

The abstract of the article is presented below:
Türkiye is becoming a new base in the global supply chain due to its geopolitical position and the cost advantages it provides. Due to the COVID-19 outbreak, logistics problems, especially production and transportation costs, have further strengthened Türkiye’s position in this context. Türkiye’s strategic location, strong logistics infrastructure, costeffective and qualifi ed workforce, along with a liberal investment climate, offer a suitable environment for international companies. Türkiye ranks well in the World Bank’s Logistics Performance Index, which evaluates countries’ logistics performance in customs, transportation, and infrastructure. Türkiye has served as a bridge between the east and west since historical times. During the Seljuk period, caravanserais and other infrastructure and service areas were established in Anatolia to support commercial activities. The Silk Road, which had an important place until a certain period of the Ottoman Empire, lost its importance due to other developments. The “One Belt One Road Project” initiated by China, still in progress and planned to be completed in 2049, will make Türkiye even more important in terms of the global supply chain in the next 10 years. İpekyolu follows the northern and southern routes in Anatolia. With China’s “One Belt One Road Project”, the Silk Road will regain its former importance as the “Modern Silk Road”. Chinese President Xi Jinping first mentioned the Land and Sea Silk Road project in one of his speeches in 2013. It has been decided to name these two projects as the “Belt and Road Initiative-BRI” or the “One Belt One Road-OBOR” project. The word belt constitutes the land route of the project, which includes highways, railways, oil and natural gas pipelines, and infrastructure investments. The word road includes the sea routescovered by the project. The routes of these corridors are provided by multidimensional corridors in the direction of Asia-Europe instead of a single route. Within the scope of this project, many infrastructure investments are made in Türkiye as well. In this study, the cost advantages that Türkiye will provide to the global supply chain will be evaluated due to both its cost and geographical location and the infrastructure investments made.

The abstract of the article is presented below: This article refers to the economic diplomacy of Türkiye and illustrates some changes during the history of the country’s political and economic diplomacy. The background of the economic diplomacy process has been clarified and detailed information has been included. Bipolar and unipolar periods are analysed within the framework of economic and political diplomacies in their natural state. The development process of the Turkish economic diplomacy strategy is identified during particular periods in Turkish history. The structural transformation of Türkiye as regards its inward-oriented to outward-oriented economic policies has been evaluated. The mechanisms of Türkiye’s multi-directional foreign policy, bilateral trade, and diplomatic relations between Türkiye, the EU and other countries are examined. The role of dependence and interdependence in economics are given in the context of economic globalisation. For this research, the historical methodology has been used. It is suggested that collaborative problem solving with all the institutions involved in economic and political decisions could lead to better outcomes for the country in the international arena.

The abstract of the article is presented below: The goal of this paper is to investigate two presidential terms in Türkiye in order to compare the place of security in the political discourse of President Recep Tayyip Erdoğan in particular, and in Turkish politics at this time in general. The mixed methodological approach has been taken in the article. The MAXQDA software program has been used to collect and analyse data from more than 850 of President Erdoğan’s speeches. The key research questions are as follows: how important are the security issues in the political rhetoric of the President? Are there any differences in this regard between Erdoğan’s first and second presidency? Did the state of emergency and introduction of the presidential system make any difference in this regard? What are the reasons for the place of security, as identifi ed in the analysis, in Turkish political discourse and politics?
