In December 2025, partner nations signed the Pax Silica Declaration in Washington, D.C., committing to cooperation on silicon, critical minerals, semiconductors, advanced computing, logistics, and energy infrastructure. The initiative is framed as an effort to build economic security consensus among trusted allies โ€” but raises profound questions for states outside that circle.

This webinar, organised by the UNESCO Chair on AI Law and Sustainability at the Centre for International Law, National University of Singapore, and the International Law Association Committee on AI and Technology Law, takes Pax Silica as a case study in AI infrastructure, strategic competition, and international governance.

The UNESCO Chair ASEAN Lecture Series got off to a remarkable start on 20 May 2026 in Hanoi, Vietnam.

Over 100 guests gathered at the Faculty of International Law, Vietnam National University Hanoi University of Law for the inaugural lecture by Dr. Jon Truby, UNESCO Chair on AI Law & Sustainability at CIL NUS. The session explored how AI governance and international law are shaping sustainable development across ASEAN, and introduced the Chair's broader research agenda including the Junior ASEAN Scholars Scheme and continuing work with UNESCO. The event was supported by the ILA AI & Technology Law Committee.

We are grateful to all attending faculty, students and distinguished guests from Vietnam's leading law institutions, and to organiser and moderator Duc Anh Nguyen and NUS coordinator Aadil Huque for their outstanding efforts.

Thank you to everyone who joined us for the webinar 'Peace in the Age of AI: From Principles to Practiceโ€™. CILโ€™s joint webinar with CMI โ€” Martti Ahtisaari Peace Foundation on 13 May 2026 brought together over 650 attendees reflecting growing global interest in responsible AI governance for peace and conflict settings.

The session was hosted and moderated by Dr Jon Truby, UNESCO Chair on AI Law & Sustainability at CIL NUS and Chair of the ILA Committee on AI & Technology Law, alongside co-moderator Michele Giovanardi, Programme Officer for Digital Peacemaking at CMI and doctoral candidate at the United Nations University for Peace.

The session explored how AI is reshaping conflict, mediation and peace processes, examining both the risks and the opportunities it presents. A central focus was how to translate high-level principles on responsible AI into practical implementation in fragile and conflict-affected settings, with attention to trust, accountability and human agency.

On 20 May 2026, Assoc. Prof. Jon Truby will deliver a public lecture on AI Governance & Sustainable Development in ASEAN Countries at 144 Xuan Thuy Street, Hanoi (9:00 to 11:00 AM). This is the first in a series of events running across ASEAN from May 2026 to April 2027, bringing world-class AI law and governance expertise to universities and research institutions throughout the region.

The programme includes a core lecture, an information session on our Junior ASEAN Guest Fellowship program and a Research Publications Roundtable with host faculty.

On 5 May 2026, Thailand announced the termination of the 2001 Memorandum of Understanding with Cambodia concerning their overlapping maritime claims in the Gulf of Thailand. In response, Cambodia signalled its intention to initiate compulsory conciliation under the 1982 UN Convention on the Law of the Sea (UNCLOS), following its recent accession in February 2026. With both States having excluded maritime delimitation disputes from binding adjudication, Cambodiaโ€™s recourse is limited to compulsory conciliation under Part XV of UNCLOS. Does the conciliation commission have jurisdiction over the dispute? What issues can Cambodia validly place before it? And more broadly, is conciliation a realistic pathway for resolving long-standing maritime disputes between neighbouring States?
