เมื่อสัปดาห์ที่ผ่านมา UN-Habitat ได้จัดงาน “Stakeholder Consultation Workshop” ร่วมกับ ICLEI และ สถาบันสิ่งแวดล้อมไทย (สถาบันสิ่งแวดล้อมไทย - TEI) ภายใต้ความร่วมมือ Thailand-UK PACT programme โครงการ ACTIVATE Bangkok โดยมีผู้เข้าร่วมกว่า 200 ท่านจากภาครัฐ ภาควิชาการ ภาคประชาสังคม และภาคเอกชน การประชุมเชิงปฏิบัติการครั้งนี้ได้ก่อให้เกิดการแลกเปลี่ยนเรื่องการพัฒนาเมืองโดยยึดระบบขนส่งมวลชนเป็นศูนย์กลาง หรือ Transit-Oriented Development (TOD) จากแนวคิดสู่การปฏิบัติจริง
ภายในงานผู้เข้าร่วมต่างเห็นไปในทิศทางเดียวกันว่าการพัฒนาเมืองโดยยึดระบบขนส่งมวลชนเป็นศูนย์กลาง (TOD) เป็นกลไกสำคัญในการขับเคลื่อนสู่อนาคตเมืองคาร์บอนต่ำและการพัฒนาเมืองอย่างยั่งยืนที่มีความเป็นธรรมมากยิ่งขึ้น 🌍✨
ประเด็นสำคัญจากการแลกเปลี่ยนหารือ:
- วิสัยทัศน์ระหว่างองค์กร: จากคำกล่าวเปิดงาน ของสถานเอกอัครราชทูตสหราชอาณาจักรประจำประเทศไทย, กรุงเทพมหานคร, ICLEI-South Asia, สถาบันสิ่งแวดล้อมแห่งประเทศไทย, and UN-Habitat เน้นย้ำถึงความสำคัญของพลังการร่วมมือกันภายใต้โครงการ Thailand UK-PACT เพื่อขับเคลื่อนการเปลี่ยนแปลงของเมืองที่ยั่งยืน
- แนวความคิด “Complete Neighborhood” (ย่านที่สมบูรณ์): วิทยากรพิเศษ คุณ Carly Gilbert-Patrick จาก the International Partnership of Sustainable, Low Carbon Transport (SLOCAT) ได้ชวนผู้เข้าร่วมตั้งคำถาม เกี่ยวกับการพัฒนาโครงสร้างพื้นฐานระบบราง และการให้ความสำคัญกับการสร้างโครงข่ายทางเดินเท้าและทางจักรยานที่ปลอดภัยและเชื่อมต่อถึงกัน เพื่อการเดินทางที่สะดวกสบายและลดการปล่อยก๊าซเรือนกระจก
- มิติด้านสังคมและมนุษย์: คุณ Aneka นักรณรงค์ด้านการเดินทางแบบไม่ใช้เครื่องยนต์ ชาวฟิลิปปินส์ เจ้าของโซเชียลมีเดีย “Solar Commuter” ได้สร้างความตระหนักกับผู้เข้าร่วมว่า การเดินทางอย่างยั่งยืนนั้นเป็นแนวทางที่ขับเคลื่อนด้วยการเลือกของผู้ใช้งานและการขับเคลื่อนของสังคม
เนื้อหาหลักในการประชุมประกอบไปด้วย:
• การปรับกรอบแนวคิด TOD ให้บูรณาการแนวทางการแก้ปัญหาโดยอาศัยธรรมชาติเป็นพื้นฐาน หรือ Nature-based Solutions (NbS);
• การกำหนดพื้นที่ยุทธศาสตร์และมาตรการเชิงรูปธรรม เพื่อผลักดัน TOD จากแนวคิดสู่การปฏิบัติจริง;
• การเสริมสร้างความร่วมมือระหว่างผู้มีส่วนได้ส่วนเสียทุกภาคส่วน
ในขณะที่กรุงเทพยังคงเติบโตอย่างต่อเนื่อง การคมนาคมไม่เพียงแค่ส่งผลต่อวิธีการเดินทางของคนเมืองแต่รวมถึงคุณภาพชีวิตของผู้คน การลงมือร่วมกันและประสานการดำเนินงานอย่างบูรณา สร้างโครงข่ายของการคมนาคมที่สามารถรองรับรูปแบบเดินทางที่หลากหลายจะเป็นแรงขับเคลื่อนให้กรุงเทพมหานครมีระบบคมนาคมที่สามารถเข้าถึงได้ดีมากยิ่งขึ้น มีความยืดหยุ่นต่อการเปลี่ยนแปลงสภาพภูมิอากาศ และเป็นเมืองที่พัฒนาโดยมีผู้คนเป็นศูนย์กลางต่อไป

200+ stakeholders converge to accelerate Bangkok’s just transition to inclusive mobility 🚆🌱
Last week, UN-Habitat jointly organised a “Stakeholder Consultation” with ICLEI Southeast Asia and Thailand Environmental Institute (TEI) in collaboration with UK PACT programme under the ACTIVATE Bangkok project. Bringing together over 200 representatives from government, academia, civil society, and the private sector, the consultation helped to move Transit-Oriented Development (TOD) from concept to reality.
The consensus? TOD is evidently a catalyst for low-carbon, equitable future. 🌍✨
Key highlights:
- Cross-sector vision: Opening remarks from the British Embassy in Thailand (สถานเอกอัครราชทูตอังกฤษประจำประเทศไทย), Bangkok Metropolitan Administration, ICLEI Southeast Asia, TEI, and UN-Habitat underscored the power of Thailand UK-PACT Programme cooperation driving urban transformation.
- The “Complete Neighborhood” Concept: Keynote speaker Carly Gilbert-Patrick, of the International Partnership of Sustainable, Low Carbon Transport (SLOCAT) challenged participants to look beyond rail lines and focus on creating safe walking and cycling networks that shorten commutes and reduce emissions.
- The Human Element: Active transport advocate and Philippine’s “Solar Commuter”, Ms. Aneka reminded the participants that sustainable mobility is a cultural shift driven by everyday choices and community advocacy.
Key discussions focused on:
-Reframing TOD to integrate Nature-based solutions (NbS);
-Prioritising strategic areas and concrete measures to move TOD from concept to reality; and
-Strengthening multi-sectoral collaboration among different stakeholders.
As continues to grow, the future of mobility will shape not only how people travel, but how communities thrive. Through collective commitment and coordinated action, more integrated transportation networks which embrace different modes of mobility, can become a catalyst for a more accessible, climate-resilient, and people-centered Bangkok.
