(Causal Impact)

🌱 ESS: Advancing Knowledge into Action for Climate Empowerment in Thailand
On 14 September 2026, the Master of Arts Program in Environmental Social Sciences (ESS), School of Liberal Arts, King Mongkut’s University of Technology Thonburi (KMUTT), contributed to Thailand’s Monitoring and Evaluation (M&E) of Action for Climate Empowerment (ACE) at the national conference on the dissemination of Thailand’s 2026 ACE implementation and evaluation report. The event was organized by the Department of Climate Change and Environment, Ministry of Natural Resources and Environment, at Pullman Bangkok King Power.
ESS’s contribution reflects the evolving role of universities beyond generating knowledge within academia. It demonstrates how “academic knowledge – evidence – evaluation – utilization” can be connected to support climate change action at the national level.
A key component of this work was the development of a monitoring and evaluation framework covering the six ACE elements: Education, Training, Public Awareness, Access to Information, Public Participation, and International Cooperation. The framework incorporates indicators, agency data and evidence, and verification processes to provide a clearer picture of “where Thailand stands” in advancing ACE.
The assessment also helps identify both progress and implementation gaps across the six ACE elements. Thailand’s 2026 report presents an ACE Progress Score of 75.4%, or 208 out of 276 points, serving as a baseline/reference point for tracking future progress. Importantly, this score is a Composite Progress Score and should not be interpreted as a measure of causal impact.
More importantly, the assessment moves beyond asking “What activities have been implemented?” toward understanding Outputs → Outcomes: How is knowledge being applied? Have capacities or behaviors changed? How is information being used? And are changes taking place at the organizational or system level?
Stakeholder reflections were also integrated with implementation evidence to develop an ACE Outcome Pathway:
Awareness → Knowledge/Climate Literacy → Capacity/Skills → Application → Behavioral/Organizational Change → Climate Action → System Change
This pathway reflects a broader direction for strengthening Thailand’s M&E system—shifting the focus from simply counting activities and participants toward understanding the use of knowledge and the changes that follow.
For ESS, being part of this process demonstrates the strength of its academic foundation in Environmental Social Sciences, Monitoring & Evaluation, Climate Change, and research utilization. It also highlights the role universities can play in translating academic knowledge and rigorous evidence into learning, decision-making, and practical applications that contribute to society.
Because the value of academic work lies not only in “what we know,”
but also in “how that knowledge is used—and what changes it can help create.”
