د افغانستان د عامې روغتیا ملي انسټیټوت -  انستیتوت  ملی صحت عامه افغانستان ANPHI is the academic and intellectual body of Ministry of Public Health of Afghanistan which develops workforce for public health around the country.

General information:
ANPHI (Afghanistan National Public Health Institute) is the academic and intellectual body of MoPH establised on 1963. ANPHI develops capacities of Human Resources for public health; coordinates and conduct researches; gathers, and analyzes health data and synthesizes required health information for making and advocating decisions, policies and plans; to improve the quality of

health system performance and attain the long term goals of the MoPH. Specific Terms of Reference of the Institute is to:

1. Design, coordinate, organize and conduct public health related courses and workshops, on health management, PHC, Epidemiology, diseases surveillance, HMIS and monitoring and evaluation with the assistance of national and international relevant entities.

2. Design, conduct and coordinate high quality research, studies and surveys to measure impact of the programs and health services provided,

3. Facilitate implementation of needed research by partners through IRB (Institutional Review Board) to prevent duplications and ensure approved standards and effectiveness by leading and coordinating these studies, and ensures that all research conducted in the health sector are ethically and technically sound,

4. Ensure proper analysis of data and syntheses of required information for leadership of the ministry and managers in national level for making and advocating decisions, policies and plans,

5. Develops policies, strategies and guidelines for health promotion for MoPH and health related programs in the country, and assists and moniyor governmental and non-governmental organizations to increase their capacity and effective implementation of policies, strategies and guidelines in this field. Promote the health of the people through reaching the community to influence positive lifestyle changes,

6. Based on the availed information and public health situation in Afghanistan; technically assists DG Policy & Planning and other relevant MoPH departments in designing, revision and development of the policies and strategies.

FLUORIDE
Occurrence
• Naturally occurring in groundwater and some surface water
Impacts/Health Effects
• Helps make teeth strong and prevents decay at low doses (0.5 – 1.0 mg/L)
• Higher doses can damage people’s teeth by staining and pitting, dental fluorosis (1.5 – 4.0 mg/L)
• Very high doses harm the skeleton, causes changes to the bone structure and crippling effects, skeletal fluorosis (> 10 mg/L
ARSENIC
Occurrence
• Naturally occurring in groundwater
Impacts/Health Effects
• Causes (long term exposure):
1. Light or dark spots on skin (chest, back or palms)
2. Hardening skin on palms and feet (keratosis)
3. Cancer
• Babies and young children are most vulnerable
• Biggest chemical issue in developing countries, high priority for WHO
NITRATE AND NITRITE
Occurrence
• Naturally occurring in the environment as part of the nitrogen cycle
(note : Nitrate and nitrite can reach both surface water and groundwater as a consequence of excess application of inorganic nitrogenous fertilizers and manures, from unmaintained wastewater/f***l sludge disposal, and from other animal excreta.)

Uses/Characteristics
• Nitrate commonly used in fertilizer
Impacts/Health Effects
• Causes: High nitrate and nitrite may cause blue baby syndrome when baby formula is prepared with contaminated water (causes difficulty breathing and skin turns blue from lack of oxygen)
• Contamination from f***s and from agricultural run off
• High nitrate levels are often associated with microbiological contamination since the nitrates may have come from f***l sources
IRON
Occurrence
• Naturally found in groundwater and some surface water
Uses/Characteristics
• Iron in Groundwater – may be dissolved, once exposed to air it turns the water reddish-brown
• Iron in Surface water – may be suspended, reddish-brown colour
Impacts/Health Effects
• No health impact
• Greater than 0.3 mg/L of iron causes:
1. Bad taste
2. Stains water pipes and well aprons
3. Stains clothes during washing
MANGANESE
Occurrence
• Naturally found in groundwater and surface water
• From human activities in some areas (e.g., mining, industrial activities)

Uses/Characteristics
• Manganese in Groundwater – may be dissolved and not visible
• Manganese in Surface water – may be suspended, black colour or flakes
• Common to find manganese and iron together in water
Impacts/Health Effects
• Not of health concern at levels normally causing acceptability problemsin drinking water
• Greater than 0.15 mg/L of manganese causes:
1. Bad taste
2. Stains water pipes and creates a coating that comes off as small black flakes
3. Stains clothes during washing (blackish)
4. Stains food during cooking (blackish)
TOTAL DISSOLVED SOLIDS (TDS)
Occurrence
• Natural sources, and to a lesser extent from runoff, sewage, and industrial wastewater
Uses/Characteristics
• Mainly inorganic salts that are dissolved in water: calcium, magnesium, potassium, sodium
• May include small amounts of organic matter
• Testing TDS does not give specific information about the chemicals in water
• More specific testing is needed to find out which chemicals are present
Impacts/Health Effects
• No direct health impacts
• High amounts (>1200 mg/L) may affect the taste of water (bitter or salty taste)

Gastric Duplication Cyst in a Young Patient: A Case Report from a Tertiary Surgical Center in Western Afghanistan

Abstract
Gastric duplication cysts are rare congenital malformations of the gastrointestinal tract, accounting for less than 5% of all alimentary tract duplications. Their nonspecific clinical presentation and variable anatomical location often delay diagnosis, particularly in low-resource settings. We present the case of a 3-year-old girl from western Afghanistan who exhibited chronic abdominal pain, poor appetite, and nausea. Ultrasonography revealed a cystic lesion adjacent to the stomach, and exploratory laparotomy confirmed a duplication cyst arising from the greater curvature, without communication with the gastric lumen. The cyst was excised completely with preservation of the stomach. Histopathological examination confirmed the diagnosis. The postoperative course was uneventful, and the patient
demonstrated complete clinical recovery. This report highlights the critical role of clinical judgment, basic imaging, and timely surgical intervention in managing complex congenital gastrointestinal anomalies where advanced diagnostics are
unavailable.

Confirmed Giant Abdominal Lymphangioma Originating from the Splenic Ligament in a 4-Year-Old Girl: A Rare Case Report,

Abstract
Cystic lymphangioma is a rare benign malformation of the lymphatic system, and its abdominal forms especially those originating from the splenic ligament—are exceptionally uncommon in children. A 4-year-old girl presented with progressive abdominal distention, constipation, and irritability. Imaging (ultrasound and CT) revealed a giant multilocular cystic lesion arising from the splenic ligament. She underwent successful complete surgical excision with spleen preservation. Histopathological analysis confirmed cystic lymphangioma. Early diagnosis and complete resection of abdominal lymphangiomas, even in rare locations like the splenic ligament, are essential for favorable outcomes.

معرفی ژورنال طبی:
ژورنال طبی غضنفر (Ghazanfar Medical Journal) در سال 2016 توسط متخصصین بخش صحت، تحت چتر ریاست تحقیقات صحت‌عامه و مطالعات کلینیکی انستیتیوت ملی صحت‌عامه افغانستان در سطح ملی راه اندازی شد.
این ژورنال با انتشار مقالات علمی و تحقیقی متعددی در بخش صحت از سال 2016 الی 2025، توانسته است جایگاه معتبری در میان محققین کسب نماید.
اهداف ژورنال طبی غضنفر، عبارت اند از انتشار مقالات علمی - تحقیقی که کمک به سطح تحقیق و نهادینه کردن تحقیق در زمینه علمی و آموزشی، ایجاد بستر مناسب جهت برقراری ارتباط میان محققین و مراکز علمی و تحقیقی، بهره گیری از دستاورد های نوین علمی و تحقیقاتی به منظور ارتقاء سطح علمی اعضای جامعه صحی می‌باشد.
ریاست تحقیقات صحت‌عامه و مطالعات کلینیکی انستیتوت ملی صحت‌عامه افغانستان، ژورنال طبی شماره هفتم غضنفر را که بازتاب دهنده موضوعات مختلف صحی خواهد بود، به دست نشر می سپارد.

ریاست آموزش صحت عامه و مدیریت انستیتیوت ملی صحت عامه، به تاریخ ۱۳ ثور ۱۴۰۴ ه‌ش، برنامه آموزشی دو هفته ای تحت عنوان "مدیریت و اخلاق صحت عامه" را با هدف ارتقای ظرفیت‌ و تقویت مهارت‌های وظیفوی مدیریتی کارمندان صحی، برای ۳۲ از تن از آمرین و مدیران عمومی ریاست های مختلف وزارت صحت عامه و شفاخانه های دولتی راه ‌اندازی نمود. این برنامه دو هفته‌ای که با رویکردی جامع و هدفمند طراحی شده است، به دنبال بهبود کیفیت خدمات صحی و ارتقای سطح عملکرد کارمندان در حوزه صحت عامه می‌باشد.

محتوای درسی این برنامه شامل ۲۲ موضوع کاربردی مدیریتی و صحی است که از جمله آن می‌توان به مفاهیمی چون اصول و مفاهیم مدیریت، نظارت و ارزیابی، ارتباطات مؤثر، دفترداری حرفه‌ای، اصول و مبانی صحت عامه و اخلاق صحی اشاره کرد. این موضوعات که دانستن و به‌کارگیری آن‌ها برای کارمندان سکتور صحی حیاتی است، توسط اساتید مجرب و متخصصین برجسته در حوزه صحت عامه تدریس می‌گردد.

The purpose of hiring the Technical Coordinator is to provide technical support for the frontline field epidemiology training program (FETP) in Afghanistan. Mostly, the quality of the programs should be enhanced, and residents should be supported to perform their fieldwork successfully.

The Technical Coordinator will work under the supervision of the FETP Technical Advisor, who will manage and evaluate all tasks necessary for completing the assignment. The consultant will submit all technical deliverables to GHD Workforce Capacity Team Leader, after being reviewed by the Technical Advisor.

Scope of Work

Tasks, activities, duties and responsibilities include:

1. Work closely with the Afghanistan FETP Technical Advisor to develop work plans, implement, and coordinate the FETP residents’ class and fieldwork.
2. Coordinate with instructors, facilitators, field supervisors, and mentors to implement FETP training activities and maintain their cooperation with the program.
3. Work with NEOC, ANPHI, and other relevant departments within the ministry to maintain their cooperation with the program and ensure data availability for the trainees, mentors, and field supervisors.
4. Prepare and submit all reports required by EMPHNET.
5. Attending regular and ad hoc calls and meetings to report on activity progress with EMPHNET.
6. Support the facilitation of didactic training workshops for the frontline FETP cohort.
7. Facilitate and coordinate the participation of residents in Polio and VPDs surveillance and response activities as well as relevant public health events.
8. Coordinate and manage the work of the residents in the field.
9. Assist the technical advisor of FETP in development of technical FETP documents for the country.
10. Provide assistance in updating the existing training curricula and supporting the development of training modules.
11. Translate documents and training materials into the local language required for the AFETP program.
12. Supervise, manage, assign duties, and monitor the performance of administrative and support staff.
13. Manage administrative and financial functions in coordination with the technical advisor of the program.
14. Develop activity description and estimated budget for related activities and later review, rectify, and approve administrative and financial documents to be submitted to EMPHNET.
15. Assist AFETP technical advisor whenever required and perform other relevant duties as assigned.
16. Collaborate with other GHD Afghanistan activities when appropriate.
17. Closely collaborate with the CDC Polio Eradication team focal points and GHD FETP team in Amman
18. Assist with any other duties as may be required

Job Specification

Education and Specialization
o Familiarity with the Afghanistan FETP, specifically for frontline workers
o Graduate of the FETP program (highly desired but not required).

Experience Required
o Minimum Years of Experience Required: Five years.
o Experience Field: three years
o Other Related Experience: Graduate of FETP (highly desired but not required)

Functional Competencies Required
1. Experience working on routine immunization programs including polio
2. Familiarity with the work of the National Emergency Operations Center (NEOC) and the National Public Health institute (AFNPHI)
3. Experience preparing and managing budget.
4. Familiarity with the Afghanistan Field Epidemiology Training Program (FETP), specifically for frontline workers
