Mass incarceration is often described as a major cause of the racial wealth gap in the United States. New ANU research suggests both gaps may stem from a common source.

“Low income and the absence of any savings generate both the higher crime rate and the lower wealth,” says Associate Professor Cagri S. Kumru, an economist at The ANU Research School of Economics.

In his co-authored model, removing crime altogether barely shifts the share of Black individuals in the lowest wealth group. Equalising labour market conditions moves both the wealth gap and the crime rate together.

“The evidence points squarely at the labour market, earnings, employment security and the capacity to save over a working life, rather than the criminal justice system,” he says.

CBE student Amber Chen spent a semester at Parahyanhan Catholic University in Indonesia, studying economic policy and supported by the ANU New Colombo Plan scholarship, which enables undergraduate students to study across the Indo-Pacific and strengthen Australia’s ties with the region.

“The experience gave me direct exposure to policy advisory work in an emerging context where constraints around implementation capacity, funding mechanisms and institutional coordination are more prominent than in Australia,” she says.

Now working in the Australian Public Service, Amber can see the direct benefit of her time overseas.

“It has strengthened my career aspirations. I remain focused on a career in economic policy, particularly within the context of the public sector, with a stronger emphasis on international collaboration and policy.”
