Department of Transport and Main Roads

From 25 May 2020, TMR will resume heavy vehicle practical driving tests in several locations across Queensland. Heavy vehicle testing has been prioritised to support the transport industry and to keep Queensland moving.

Heavy vehicle tests will be prioritised for:
customers who previously had a test booked which was cancelled when the suspension was announced
emergency service drivers
customers who require a heavy vehicle licence for employment purposes (including seasonal agricultural heavy vehicle drivers)
customers with exceptional circumstances.
As health and safety remains a priority, several measures (including mandatory customer screening and vehicle cleaning) will be introduced to protect applicants and examiners.

Driving schools or driver trainers looking to request priority bookings on behalf of customers who meet the above criteria should email [email protected] or call 13 23 80 and when prompted say ‘driving test’. Test bookings can be made from Tuesday 19 May 2020.

At this stage, we will not be accepting bulk bookings for heavy vehicle practical driving tests. This includes all bulk bookings issued prior to the cancellation of driver assessments.

Applicants who wish to be given a priority test for employment reasons must provide confirmation from their employer, such as an email confirming the applicant’s role requires operation of a heavy vehicle.

TMR will contact all customers who previously had a test cancelled with details about rebooking a new test, when bookings are available. To confirm eligibility or book a priority test, all other customers are directed to email [email protected].

Customers who do not qualify for a priority driving test should continue to check for updates at www.qld.gov.au/transport/licensing/getting/tests. This page will also be updated with announcements about the recommencement of driving tests for light vehicles.

For more information about these changes, including details of heavy vehicle test locations, visit www.qld.gov.au/transport/covid-19-transport/heavy-vehicle-tests.

We will continue to keep you updated on changes to our service delivery.

All practical driving tests were suspended for 3 months from 28 March 2020, to limit the spread of COVID-19 and comply with social distancing recommendations from Queensland Health.

CHANGES TO LICENCING QUEENSLAND
TRANSPORT AND MAIN ROADS QLD 25/04/2020

Good morning

The Department of Transport and Main Roads (TMR) is currently implementing a number of changes to products, services and requirements that have been impacted by COVID-19. An announcement was made this morning about two of these and so I wanted to provide some information.

Learner licence renewal fees

As you are aware, on 28 March 2020, all Practical Driver Licence Tests (PDTs) were suspended for three months (subject to review) in the interest of community health and safety and in line with Queensland health advice and guidelines. The suspension of PDTs will mean that some learners will have to renew their licence who otherwise would not have had to.

The Queensland learner licence term is a fixed three-year period and currently has an associated fee of $175.80. This fee will be waived during the COVID-19 period to recognise that these costs would not have been incurred if learners were able to undertake and pass their practical driving test. TMR is providing public communication to advise of the waiver.

These amendments will be in effect from today 25 April 2020 and in place until three months after the suspension of PDTs is lifted.

Extension to obtain Queensland driver licence for new residents

There is currently a requirement for those who are driving on an international or interstate licence to obtain a Queensland driver licence within three months of becoming a Queensland resident. In some instances, this will require a practical driving test (PDT) to be completed.

In recognition that some non-Queensland licence holders will find it difficult to obtain a Queensland licence, particularly if a practical driving test is required, the three-month period within which international or interstate licence holders must obtain a Queensland driver licence has been extended. Their authority to drive under section 128(6) of the Transport Operations (Road Use Management- Driver Licensing) Regulation 2010 will not be revoked. TMR is providing public communication to advise of the change.

These amendments will be in effect from today 25 April 2020 and in place for three months after the COVID-19 period ends.

It would be appreciated if you could please distribute to your networks.

Kind regards

ATTENTION ALL QUEENSLAND DRIVING INSTRUCTORS
PLEASE SHARE.

After lots of discussion with TMR I received this email this morning. I have removed TMR staff names from the end of this message.

Following your conversation with Andrew Mahon about this matter, I wanted to let you know that TMR will be sending the following advice to the ADTA, and to all driver trainers later today.

All Department of Transport and Main Roads (TMR) customer service centres remain open, but mobile customer service units are closed. TMR also has on-line services available with many customers choosing to use those services.

As you would be aware, practical driver licence testing delivered by TMR for light and heavy vehicles has been suspended from 28 March for three months (unless otherwise advised) and this has been communicated to both customers and industry.

Driver trainers need to make their own decisions on how they operate based on the latest advice provided by the Queensland Government. TMR does not have the authority to direct driving schools and instructors to cease performing driving lessons.

We encourage you to keep up to date with the latest health advice, assess your risk, and make an informed decision that is right for your business. Please refer to: https://www.covid19.qld.gov.au/

TMR will continue to provide you with updated information relevant to your industry as it becomes available. Please contact us if you have any further questions.

The latest information and advice about COVID-19 for Queenslanders.

24/03/2020

Important Message from keys2drive.
Relevant for all Driving Instructors, Learners and Supervisors.

COVID-19 Update #2 as at 10.30am, Tues 24th March
The Australian Government has not yet placed any restrictions on delivering driving lessons.
Whether or not you continue to instruct is at your own discretion.
Please ensure to also check with your State-based licencing authority for updates as each State may differ.
If you choose to continue lessons at this point, it's critical that you, your learners and supervisors all follow good hygiene practices. Don't be afraid to screen learners and supervisors prior to the commencement of lessons to ensure they don't currently have any symptoms, have recently been overseas or have been in contact with someone who has.
We will be sure to update you by both email and text message as soon as there are any further developments.
We have also included last week's newsflash below for anyone who may have missed it.

COVID-19 Update #1 as at 11am, Thurs 19th March

Like every organisation around Australia (and the world), the Keys2drive team is facing the impact of the Coronavirus and adjusting our work environments to ensure health and safety are at the forefront.

You, our Keys2drive instructor family, along with learners and supervisors, are our top priority and we’ll be doing everything we can to make sure things continue to run smoothly as possible

Will Keys2drive Admin still be in the office?
We have plans in place to adapt to changing circumstances, including staff working from home. Whatever restrictions come up, we’ll still be able to answer and make calls, reply to emails, send you Keys2drive stock and do all the other things you’ve come to expect.
Will I still get paid?
Yes. Payments will still be processed every Tuesday.
Should I still deliver lessons?
The Australian Government has not yet placed any restrictions on delivering driving lessons.
In the meantime, we recommend you follow the health and safety practices listed below and keep an eye on official Government news sources for updates.

Health and safety practices to prevent the spread of infection

Yourselves
If you have flu-like symptoms such as fever, aching limbs or respiratory symptoms such as a cough, shortness of breath, runny nose or sneezing, we recommend you see a health professional and ask you to cease all training until you have recovered.
If you have recently travelled to any significantly affected countries or you have had close contact with someone who has the virus or who has travelled from countries significantly affected. We recommend you exclude yourself from any training for 14 days (or such other period recommended by the Department of Health).
Your Customers
To protect yourselves, it is important to know if your trainee has any symptoms that may indicate exposure. Please ensure you are checking with everyone prior to them getting into your car if they, or anyone they've been in contact with, have any of the symptoms listed above or recently travelled overseas.
Personal Health and Hygiene
We ask that you continue to practice good hygiene to protect against infection. Good hygiene includes:
· Washing your hands often with soap and water - this is better than hand sanitiser
· Using a tissue and covering your mouth when you cough or sneeze
· Avoiding close contact with others such as shaking hands
· Use disinfectant products to wipe down the interior of your vehicle before commencing a lesson. Not just the steering wheel, wipe the indicator, gear lever, door handle, any place that germs could hide. If anti-bacterial wipes are hard to find on supermarket shelves, use an antibacterial spray.
· On your vehicle's air-conditioning, turn recirculate off so that there is plenty of fresh air in the cabin

Please take care of yourselves and one another.
We’ll keep you updated as things progress.

TO ALL DRIVING INSTRUCTORS
Some helpful information from NSW ADT.
Please feel free to copy and Paste using your business name.

I would like to inform you that at this stage my business Omega Driving School will continue to run and provide our clients with driving lessons.

The NSW DTA has taken on board the National position from ADTA as well as NSW Health and NSW Transport and given to its members some best practice suggestions and advice to conduct the business responsibly, as follows:

“We suggest for all driving schools
Following good hygiene practices is especially crucial. You also need to use good judgement when giving lessons whenever they were booked. Please adopt this regimen:
• Wash your hands frequently and thoroughly all day. Carry a hand sanitizer.
• Wipe all car interior surfaces down with a disinfectant product like wipes or sprays
• Ask all Lesson Clients the following:
o Have they experienced flu-like symptoms such as fever, aches, coughs, runny nose or sneezing in the last 5 days?
o Have they recently travelled from any other country in the last 20 days?
• If yes to either, please advise them they should reschedule for a later date.
• Take note of any sneezing or coughing clients and accelerate hygiene practices.
• Provide portable hand sanitizers and offer them to your lesson customers.
Here is a helpful factsheet for workplace advice from SafeWork NSW (13 March 2020). NSW Transport has also issued this Coronavirus statement on their website on 16 March 2020 about general health and safety practices they have adopted and how the public should respond.”
https://nswdta.com.au/covid-19/

As the greatest priority at this time is the health and safety of the driving learners and myself, as a driving instructor, I strictly follow the above suggestions by increasing cleaning and personal hygiene practices and by taking extra precautions as advised.

I constantly check NSW DTA and NSW Health sites for updates and advice, and in case there is any restriction/ban in the run of my business I will inform you as soon as possible.

Many thanks,
Milton Kolas

Did you know:

The orange coloured lights on the outside corners of your car are known as INDICATORS.
They are operated by moving the stick either on the right or left of your steering wheel column up for LEFT and DOWN for right.

These lights should be activated when:
Approaching a corner. Preferably 30 to 50 metres before, and wherever possible indicate then brake. At least 5 SECONDS, before moving from the kerb. And at least 3 SECONDS before LANE CHANGING or MERGING. BEFORE pulling into the kerb to park.

Contrary to most people’s beliefs, you need to indicate even when in a specifically marked lane, and before you enter a turning lane.
Drivers can’t read minds, that is why you have indicators on your car.
Indicating also reduces ROAD RAGE.
Oh and by the way just because you are indicating to do a lane change, YOU DO NOT HAVE RIGHT OF WAY, do not move across until it is safe, and to avoid late lane changes, position early to avoid doing a late lane change.
Make our Roads Safer.
