Institute of Development Policy - Development Studies

Institute of Development Policy - Development Studies IOB is a multidisciplinary institute involved in academic teaching, scientific research and service IOB has an academic staff of more than 30.

We offer three Master's programmes, short-term training courses and a PhD programme. Our research is oriented to development as a multi-level and multi-actor phenomenon, with research lines focusing on respectively the local, national and international levels of development. Policy advisory work is closely connected to these research activities. IOB networks with other European Development Institutes through EADI and CERES, and actively cultivates several institutional partnerships in the South.

🌋 When evacuation becomes a disaster: governance failure and household crisis response in Goma, DR Congo
What happens when evacuations meant to save lives become a crisis in themselves?
In this new working paper, our researchers examine evacuation behavior during the 2021 Nyiragongo volcanic eruption, drawing on survey data from 619 households in Goma.

🔍 Key findings:
▪️Most people evacuated before any official instruction, relying on their own judgment and past experiences.
▪️Prior experiences mattered — but in opposite ways.
▪️Evacuation took place under severe hardship, with minimal government support.
▪️Communication failures and limited trust significantly reduced the effectiveness of official evacuation orders.

💡 The study highlights the critical importance of:

✔️ Clear and targeted communication
✔️ Evacuation planning tailored to fragile settings

New working paper: Fuel savings are in the bag: can heat retention bags reduce charcoal use in the DRC?
🌍 How can we reduce reliance on costly and polluting cooking fuels in fragile settings?
This study evaluates a simple, low-cost solution: heat-retention bags (HRBs) — devices that allow food to keep cooking without additional fuel.

Key findings:
🔻 ~40% reduction in charcoal use and expenditures
💸 Highly cost-effective (internal rate of return: 308%)
⚠️ Adoption depends on households’ ability to plan meals ahead

➡️ A promising innovation for cleaner cooking, with important limitations for the most vulnerable, food-insecure households.
