The following petition has been initiated by French advocate, Olivier Pardo, reagrding Khojaly massacre.
On the night of February 25-26, 1992, Armenian armed forces together with the 366th regiment of former USSR attacked the ancient town of Khojaly in Nagorno-Karabakh and burned it down. The exit ways were blocked and hundreds of innocent and vulnerable civilians were brutally murdered or taken hostage. As a result of this incident, 613 people were cruelly killed, including 106 women, 63 children, and 70 seniors. Those who escaped this massacre had to cross mountains to safety and many perished in the cold. A further 1275 people were taken hostage. Khojaly was the first town attacked by Armenian armed forces. Following Khojaly, 7 more districts were occupied in the Nagorno-Karabakh region. This war resulted in close to a million refugees who lost their homes to Armenian occupation and were internally displaced to other regions of Azerbaijan.
Needless to say, that atrocities in Khojaly violated Geneva conventions and articles 2, 3, 5, 9, 17 of the Human Rights Declaration (adopted by UN General Assembly on Dec 10 1948). Following resolutions were passed by United Nations in 1993: 822, 853, 874, 884 - all demanding immediate withdrawal of all occupying forces from Nagorno-Karabakh.
Despite UN resolutions and international media coverage validating the massacre as well as a number of human rights reports holding Armenia responsible, official Armenian accounts deny responsibility for the these crimes.
