The Centre for European Studies (CES) is a Carleton University Research Centre housed in the Institute of European, Russian, and Eurasian Studies (EURUS). CES activities focus on the politics, economics and history of Europe, with a particular focus on the European Union. CES is an interdisciplinary unit with the mandate to promote research, teaching, and public outreach activities in the area of

European Studies at Carleton University and in the Ottawa area. It was established in October 2000 and was designated a Carleton University Research Centre (CURC) in 2006. In 2016, the Centre has been selected as a recipient of three major grants from the European Union’s Jean Monnet Programme. The three initiatives selected for funding include a Jean Monnet Centre of Excellence, a Jean Monnet Project “Studying EU in Canadian High Schools” and a Jean Monnet Chair in EU Relations with Russia and the Eastern Neighbourhood.

The CES and the Konrad Adenauer Stiftung are delighted to announce that Dr. Mikhail Polianskii of the Leibniz-Institut für Friedens‑ und Konfliktforschung Peace Research Institute Frankfurt (PRIF) in Germany has been selected as the 2025 Konrad Adenauer Visiting Scholar on Transatlantic Relations.

Dr. Polianskii will be a scholar-in-residence at Carleton University throughout the Fall 2025 term, and will teach a graduate‑level seminar entitled “Russia and the West: Hybrid Warfare and Transatlantic Security.”

Three years since Russia’s full-scale invasion of Ukraine, and with the United States under Donald Trump now behaving more reluctantly towards its previous defence agreements, Germany has been looking to ramp up its defence capacities to meet a more volatile international context.
On March 18, the German Bundestag approved an amendment to the Basic Law to ramp up defence spending in a way not seen since the end of World War II. In our new EU brief, Dr. Luca Ratti (University of Roma Tre) sheds light on the new measures and argues that they represent a fundamental rethinking of German defence policy and a dynamic adjustment to current issues.

CALL FOR APPLICATIONS!
The Centre for European Studies at Carleton University and the Konrad Adenauer Stiftung (Foundation Office Canada) are now inviting applications for the position as Konrad Adenauer Visiting Scholar on Transatlantic Relations.

The successful applicant will be a scholar in residence at Carleton University for a period of four months, September – December 2025, and teach one MA-level seminar on a topic in transatlantic relations in the Institute of European, Russian, and Eurasian Studies (EURUS). In addition to teaching, the visiting scholar will give one lecture on the topic of their research, which will be presented in a public event co-hosted by the KAS.

The Centre for European Studies at Carleton University and the Konrad Adenauer Stiftung (Foundation Office Canada) invite applications for the position as Konrad Adenauer Visiting Scholar on Transatlantic Relations. The successful applicant will be scholar in residence at Carleton University for a period of four months, September – December 2023.
