【中國AI分析網絡社交習慣 推算誰是下一個「異見者」】

當荷李活科幻電影《未來報告》(Minority Report)變成現實,下一個被鎖定的人,可能連一句批評政府的說話都未講過。

美國范德堡大學(Vanderbilt University)研究團隊分析指,中國網絡監控企業積至信息(Geedge Networks),正研發一套由人工智能驅動的「預測式監控」系統,透過分析公民的上網紀錄、社交媒體活動、位置資訊,甚至閱讀及觀看電影習慣,預測哪些人未來可能成為政府批評者,提前列為政治風險目標。

研究團隊分析約10萬份外洩內部文件後發現,積至信息正與官方背景研究機構MESA Lab合作,先為中國公民建立個人資料檔案,利用人工智能模型分析行為模式與社交關係,嘗試推斷個人的政治傾向及未來意圖,再篩選出哪些人可能對政權構成政治風險。

據2024年2月相關會議紀錄顯示,研究人員曾討論如何透過個人檔案「識別其意圖」,以及提前發現所謂「有害資訊」。在中國官方語境中,「有害資訊」往往被用來形容政治異議、批評政府或官方不希望傳播的言論。

|AI不再追蹤過去 而是預測未來

范德堡大學政治學教授班森(Brett V. Benson)直言,積至信息的研究已超越傳統監控範圍,「他們不只是記錄人們做過甚麼,而是試圖預測公民下一步會做甚麼,以及將會接觸哪些人」。若技術成熟,威權政府未來或毋須等待異議聲音出現,便可根據演算法預測結果提前介入,甚至對從未公開發聲的人採取行動。

科技媒體《Wired》等多家媒體分析指,積至信息過去曾向埃塞俄比亞、哈薩克、緬甸及巴基斯坦等國家出口監控系統,協助當地政府監察通訊網絡。

不過,這場人工智能監控競賽,目前仍受到美國晶片出口管制掣肘。外洩文件顯示,積至信息曾多次抱怨GPU供應不足,被迫改用較舊型號晶片及較低階人工智能模型繼續開發工作。研究團隊認為,這顯示華府限制中國取得先進晶片的措施,確實拖慢部份下一代監控技術發展。

A recent video of "the mother-in-law asking her son-in-law to drink foot water on the day of the marriage" was circulated on the Internet.

Xiaodong (pseudonym), from Jiangsu, 32 years old, met his fiancee Xiaoyan(pseudonym) through an acquaintance, 28 years old, The two are not young, and the wedding was put on the agenda after meeting a few times But the bride's parents only have such a precious daughter, and hope she will marry a rich man.

Ti-han Chang is the Deputy Director of the Centre of Taiwan Studies and a Senior Teaching Fellow in Taiwan Studies at SOAS University of London.

Her teaching and research centre on contemporary Taiwan, with particular interests in eco-literature, postcolonial literature, cinema and cultural studies in regional and global contexts.
