𝐄𝐬𝐭𝐚𝐛𝐥𝐢𝐬𝐡𝐦𝐞𝐧𝐭 𝐨𝐟 𝐭𝐡𝐞 𝐅𝐞𝐝𝐞𝐫𝐚𝐥 𝐆𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭’𝐬 𝐂𝐚𝐫𝐞𝐭𝐚𝐤𝐞𝐫 𝐀𝐝𝐦𝐢𝐧𝐢𝐬𝐭𝐫𝐚𝐭𝐢𝐨𝐧 𝐟𝐨𝐫 𝐭𝐡𝐞 𝐓𝐢𝐠𝐫𝐚𝐲 𝐑𝐞𝐠𝐢𝐨𝐧𝐚𝐥 𝐒𝐭𝐚𝐭𝐞
Pursuant to Article 62(9) of the Constitution of the Federal Democratic Republic of Ethiopia (FDRE) and Article 14(2)(b) of Proclamation No. 359/1995, and in accordance with the decision adopted by the House of Federation to establish an interim administration for the Tigray Regional State and the authority it vested in the Council of Ministers, the Government of the FDRE has adopted a decision to establish a caretaker administration for the Tigray Regional State.
As is well known, repeated efforts to resolve the conflict that had occurred in the Tigray Regional State in accordance with the Pretoria Agreement have failed due to obstruction by the TPLF.
The destructive war launched for the fourth time by the TPLF leadership, which has demonstrated an unwillingness to pursue peace, has once again ended in the TPLF’s defeat. The people of Tigray must emerge from the cycle of conflict so that they can enjoy the peace that has long eluded them, have their right to self-government guaranteed, and benefit from the dividends of development that they have been deprived of for many years.
To this end, the people of Tigray must secure their rightful place within the Federation, consolidate peace, focus on development, and live in enduring unity with the other peoples of Ethiopia within the framework of multinational unity. To facilitate these conditions within a short period, the Federal Government’s Caretaker Administration for the Tigray Regional State has been established pursuant to a Regulation of the Council of Ministers.
This Caretaker Administration of the Federal Government for the Tigray Regional State shall administer the region for the next six months.
Its principal responsibilities shall be as follows:
1. 𝐑𝐞𝐬𝐭𝐨𝐫𝐢𝐧𝐠 𝐩𝐞𝐚𝐜𝐞 𝐚𝐧𝐝 𝐬𝐭𝐚𝐛𝐢𝐥𝐢𝐭𝐲: Rapidly resolving the prevailing peace and security challenges in the Tigray Regional State and establishing a stable environment.
2. 𝐑𝐞-𝐞𝐬𝐭𝐚𝐛𝐥𝐢𝐬𝐡𝐢𝐧𝐠 𝐠𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭 𝐬𝐭𝐫𝐮𝐜𝐭𝐮𝐫𝐞𝐬: Rebuilding dismantled government structures and creating the conditions necessary for the public to regain access to regular public services.
3. 𝐑𝐞𝐡𝐚𝐛𝐢𝐥𝐢𝐭𝐚𝐭𝐢𝐧𝐠 𝐢𝐧𝐟𝐫𝐚𝐬𝐭𝐫𝐮𝐜𝐭𝐮𝐫𝐞 𝐚𝐧𝐝 𝐩𝐫𝐨𝐦𝐨𝐭𝐢𝐧𝐠 𝐝𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭: Repairing infrastructure damaged by the war and ensuring its prompt restoration to operation, thereby facilitating the extension of the development gains being realized at the national level to Tigray.
4. 𝐑𝐞𝐭𝐮𝐫𝐧𝐢𝐧𝐠 𝐢𝐧𝐭𝐞𝐫𝐧𝐚𝐥𝐥𝐲 𝐝𝐢𝐬𝐩𝐥𝐚𝐜𝐞𝐝 𝐩𝐞𝐫𝐬𝐨𝐧𝐬: Facilitating the return of displaced communities to their places of origin.
5. 𝐑𝐞𝐬𝐮𝐦𝐢𝐧𝐠 𝐬𝐨𝐜𝐢𝐚𝐥 𝐬𝐞𝐫𝐯𝐢𝐜𝐞𝐬: Ensuring the resumption of social services that had been interrupted in the region.
6. . 𝐅𝐚𝐜𝐢𝐥𝐢𝐭𝐚𝐭𝐢𝐧𝐠 𝐞𝐥𝐞𝐜𝐭𝐢𝐨𝐧𝐬 𝐚𝐧𝐝 𝐫𝐞𝐢𝐧𝐭𝐞𝐠𝐫𝐚𝐭𝐢𝐨𝐧 𝐢𝐧𝐭𝐨 𝐭𝐡𝐞 𝐅𝐞𝐝𝐞𝐫𝐚𝐭𝐢𝐨𝐧: Establishing a stable political environment and facilitating the conduct of free and fair elections within six months, thereby creating the conditions for Tigray to become a regular and fully functioning component of the Federation.
7. 𝐑𝐞𝐬𝐭𝐨𝐫𝐢𝐧𝐠 𝐬𝐞𝐜𝐮𝐫𝐢𝐭𝐲 𝐚𝐧𝐝 𝐫𝐞𝐬𝐭𝐫𝐮𝐜𝐭𝐮𝐫𝐢𝐧𝐠 𝐫𝐞𝐠𝐢𝐨𝐧𝐚𝐥 𝐬𝐞𝐜𝐮𝐫𝐢𝐭𝐲 𝐢𝐧𝐬𝐭𝐢𝐭𝐮𝐭𝐢𝐨𝐧𝐬: Working in coordination with the federal defence, police, and security institutions, as well as the security forces of Tigray, to establish stability at all administrative levels, from the regional level down to the kebele level. It shall facilitate the surrender of weapons by armed groups, their return to peaceful civilian life, and their rehabilitation. It shall also be responsible for restructuring the region’s security apparatus.
8. 𝐂𝐨𝐧𝐬𝐨𝐥𝐢𝐝𝐚𝐭𝐢𝐧𝐠 𝐩𝐞𝐚𝐜𝐞 𝐚𝐧𝐝 𝐩𝐫𝐞𝐩𝐚𝐫𝐢𝐧𝐠 𝐭𝐡𝐞 𝐩𝐮𝐛𝐥𝐢𝐜 𝐟𝐨𝐫 𝐝𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐚𝐧𝐝 𝐫𝐞𝐜𝐨𝐧𝐬𝐭𝐫𝐮𝐜𝐭𝐢𝐨𝐧: Ensuring the consolidation of peace, helping restore the psychological well-being of the population, and fostering the readiness necessary for the people to engage in development and reconstruction activities.
9. 𝐂𝐨𝐨𝐫𝐝𝐢𝐧𝐚𝐭𝐢𝐧𝐠 𝐦𝐞𝐝𝐢𝐚 𝐚𝐜𝐭𝐢𝐯𝐢𝐭𝐢𝐞𝐬 𝐚𝐧𝐝 𝐨𝐫𝐠𝐚𝐧𝐢𝐳𝐢𝐧𝐠 𝐩𝐮𝐛𝐥𝐢𝐜 𝐟𝐨𝐫𝐮𝐦𝐬: Coordinating media activities and organizing public forums at various administrative levels.
10. 𝐏𝐫𝐞𝐩𝐚𝐫𝐢𝐧𝐠 𝐟𝐨𝐫 𝐩𝐞𝐚𝐜𝐞𝐟𝐮𝐥 𝐚𝐧𝐝 𝐢𝐧𝐜𝐥𝐮𝐬𝐢𝐯𝐞 𝐞𝐥𝐞𝐜𝐭𝐢𝐨𝐧𝐬: Undertaking the necessary activities to ensure that the forthcoming elections are peaceful and inclusive.
In carrying out all its responsibilities, the Caretaker Administration shall be guided by Ethiopia’s national interests, the territorial integrity of Ethiopia, and the fundamental interests of the people of Tigray.
Until an elected government is established, the Administration shall confine its activities to the provision of the region’s day-to-day public services and the creation of conducive conditions for the forthcoming elections. It shall not engage in matters with broader long-term strategic implications beyond these responsibilities. It shall discharge its duties in accordance with the directions and instructions issued by the Federal Government.
𝐂𝐡𝐢𝐞𝐟 𝐄𝐱𝐞𝐜𝐮𝐭𝐢𝐯𝐞𝐬 𝐨𝐟 𝐭𝐡𝐞 𝐂𝐚𝐫𝐞𝐭𝐚𝐤𝐞𝐫 𝐀𝐝𝐦𝐢𝐧𝐢𝐬𝐭𝐫𝐚𝐭𝐢𝐨𝐧
The following officials have been appointed to serve as chief executives of the Caretaker Administration:
1. Mr. Asefa Abraha Hagos-Chief Executive for Administration and Public Service
2. Dr. Tewodros Aregay W/Selassie-Chief Executive for Economic Affairs and Reconstruction
3. Brigadier General Gebreegziabher Beyene Hailu-Chief Executive for Security and Peace
4. Mr. Redai Halefom W/Selassie-Chief Executive for Political Affairs and Public Organization
5. Dr. Shishay Amare-Mayor of Mekelle City
All their activities shall be carried out under the guidance, direction, support, and oversight of the Federal Government.
