ICAO/IATA Regulatory Update: Power Banks in Flight

The latest International Civil Aviation Organization Technical Instructions (TI) addendum introduces important updates regarding the carriage and use of power banks, also known as portable lithium batteries, by passengers and crew.

These changes are designed to improve onboard safety and respond to growing concerns around lithium battery incidents worldwide.

The updated provisions include:

✅ Carry-on only (existing requirement): Power banks must continue to be transported in carry-on baggage only.

✅ No recharging onboard (new requirement): Power banks must not be recharged during the flight.

✅ Restricted usage onboard (new recommendation): It is recommended not to use power banks to charge electronic devices while onboard.

✅ Quantity limitation (new requirement): A maximum of two power banks per person is now permitted.

✅ Protection against short circuits (existing requirement): Power banks must be individually protected (e.g. original packaging, terminal covers, or separate pouches).

This urgent mid-year update has a direct impact on dangerous goods training.

At Airport College International, we have taken immediate action to update all relevant DGR CBTA eLearning courses in line with the latest ICAO/IATA requirements.

These updates help ensure that ground handling staff, airline personnel, cargo teams, and passenger service teams remain fully compliant and prepared.
