The U.S. president is no longer the obvious choice. Even the new U.S. National Security Strategy, filled with bombastic statements such as "the whole world is lifted by America’s renewal and the reemergence of American leadership," acknowledges growing competition among powers. And of course "America first" is the slogan of a national, not a global, leader.

Consensus-building might seem boring and weak, but it could yield better results.

The inter-institutional battle is embodied less by the two presidents — Jean-Claude Juncker and Donald Tusk — who enjoy a congenial relationship, than by their cabinet chiefs: Martin Selmayr, the famously domineering and Machiavellian German on Juncker’s side, and Piotr Serafin, the low-key Polish civil servant on the side of Tusk.

EU membership may not be in prospect for the foreseeable future, but the EU can still give the Eastern partners the positive message that they will all benefit from trying to meet European standards, whether of food safety or the rule of law.

The EU must hold out the olive branch of possible membership in the distant future - but the current domestic problems in the ex-Soviet states, let alone their links to Russia make more than that difficult.

Prickly nationalism and an evolving sense of self-interest helped push Turkey to this point. So did America’s insistence on maintaining an old-style NATO after the Cold War ended. One other factor looms in the recent past. Turkey tried for years to enter the European Union. It was repeatedly rebuffed. With that historic choice, Europe slammed its door in Turkey’s face. Naturally the Turks began looking for friends and partners elsewhere. Even strategic alliances are not forever .

This is more than just another travel ban. It is a geopolitical spectacle unique in modern history.

Catalonia will test the bloc’s identity as a political project of reconciliation. If the EU fails to help defuse tensions in Spain, voters across the bloc could, quite rightly, lose faith in its grand rhetoric about the importance of looking beyond the nation-state. If they see the EU as little more than a defender of incumbent governments, it will be no surprise they turn to anti-establishment parties to make their voices heard.

Brussels must go beyond its blanket support for Madrid’s politically myopic response.
