香港作曲家聯會理事陳仰平博士在香港作曲家及作詞家協會音樂基金的支持下，於5月12至16日代表香港作曲家聯會和香港電台第四台參與由聯合國教科文組織旗下的國際音樂理事會主辦的國際作曲家論壇（IRC）。
國際作曲家論壇作為一個國際性並以廣播機構為主體的交流論壇，於1955年開始舉辦，至今已舉辦72屆。來自各地廣播機構的代表們會在論壇一起交流和播放當代音樂，並選出年度的最佳作品。直到 2002 年，其年度會議都在巴黎的聯合國教科文組織總部舉行，自 2003 年起，實行輪換制度，該論壇每兩年在歐洲巡迴舉辦，而另一年則由法國廣播電台主辦。從 2010 年起，該論壇應各國國家廣播電台的邀請在各地巡迴舉辦。
今年的國際作曲家論壇在拉脫維亞的里加舉行，有大約25個國家的廣播機構參加國際作曲家論壇，提交約 40 部其所在地區的作曲家們近五年內創作的代表作品。在會議中，各地代表會齊聚在一起，每天聆聽超過4小時來自不同地區的優秀當代作品。
香港電台作為項目的長期參與成員，跟世界各地的廣播電台機構有所區別：香港電台選擇不派出電台的人員參與會議，而是跟香港作曲家聯會合作，讓香港作曲家聯會派出作曲家代表參會。希望通過這合作模式讓香港的作曲家在這個平台上跟不同國家的當代音樂傳播從業人員溝通交流，了解國際當代音樂發展的動態。
這個在歐洲很有歷史和權威的活動，既以促進世界各地當代音樂和傳播交流為目標，又能夠令我們重新思考並加人們對新音樂的演奏、發表、錄音、傳播的質量和價值的重視，是一件很重要的事業。
作為今年的香港參與作曲家代表陳仰平博士，會在香港作曲家聯會副主席梁智軒博士主持下，計劃在7月4日開始，逢周六晚，一連四集，晚上 8:00-10:00，通過香港電台第四台的大氣電波向香港的聽眾們匯報有關工作，分享在國際作曲家論壇聽到的新聲音和發現。
Dr. Yeung-ping Chen, Council Member of the Hong Kong Composers' Guild (HKCG_, with the support of the Composers and Authors Society of Hong Kong (CASH) Music Fund, represented Radio Television Hong Kong (RTHK) Radio 4 at the International Rostrum of Composers (IRC), organised by the International Music Council under the auspices of UNESCO, from May 12 to 16.
The International Rostrum of Composers, functioning as an international exchange forum predominantly composed of broadcasting organisations, was inaugurated in 1955 and has now convened for its 72nd session. Delegates from broadcasting institutions worldwide gather at the forum to exchange and broadcast contemporary works, and to select the outstanding compositions of the year. Until 2002, its annual sessions were held at the UNESCO headquarters in Paris. Since 2003, a rotational system has been implemented: the forum takes place biennially at rotating venues across Europe, while in the intervening years it is hosted by Radio France. Since 2010, the forum has been held at various international venues upon the invitation of national radio broadcasters.
This year's International Rostrum of Composers was held in Riga, Latvia, with the participation of broadcasting institutions from approximately 25 countries, which submitted around 40 representative works composed within the past five years by composers from their respective regions. During the sessions, delegates convened to listen to over four hours of outstanding contemporary works from diverse regions each day.
As a long-standing participating member of this initiative, Radio Television Hong Kong distinguishes itself from other global broadcasters by opting not to send its own radio personnel to the meetings, but instead collaborating with HKCG to designate a composer-representative to attend. This collaborative model is designed to provide Hong Kong composers with a platform to engage and exchange views with professionals in contemporary music dissemination from various countries, and to gain insights into international developments in the field of contemporary music.
This prestigious and historically authoritative event in Europe not only promotes the exchange of contemporary music and its global distribution but also undertakes the vital mission of prompting us to reassess and reinforce the emphasis on the quality and value of new music in performance, publication, recording, and dissemination.
As this year's participating composer-representative from Hong Kong, Dr. Chen Yeung-ping, will present a series of four episodes on Saturday evenings starting from July 4, from 8:00 to 10:00 pm, via Radio Television Hong Kong (RTHK) Radio 4's terrestrial broadcast, to report on his work and share with Hong Kong audiences the new sounds and discoveries he encountered at the International Rostrum of Composers, hosted by HKCG Vice-Chairman Dr. Leung Chi-hin.
