CEU Center for Policy Studies The Center for Policy Studies within Central European University is dedicated to multi-disciplinary and comparative policy research.

CPS’s mission is based on the idea that understanding public affairs and governance in the countries of CEU’s outreach invites undertaking comparative policy research in multidisciplinary frames. Further, in post-socialist and emerging democracies there is an eminent need to develop the art of critical and problem-solving thinking, and shape a language that can bridge the worlds of decision makers

and analysts. The Center carries out multilayered activities in which research, teaching, research skills development, and bridging research and practice are intertwined. It is comparative policy research around which other activities are conceived and organized. Main fields of the Center for Policy Studies' current research agenda:

New book: Adapting to Future Challenges to Education. Hungary, Poland, Romania, Serbia and Slovakia

This volume edited by Peter Rado includes three studies about the first findings of the "Future Challenges to Education Systems in Central Eastern European Context” project of the Center for Policy Studies (Democracy Institute) at Central European University.
The summary studies in this book address three focal areas. The first, written by Balazs Munkacsy and Agota Scharle, provides an assessment of the relative regional contextual relevance of various global challenges to education systems. The second study, by Agnes Kende, looks at the institutional preparedness of schools in the five countries to adapt and change. The last study, by Peter Rado, is a comparative institutional analysis of the preparedness of the five educational governance systems to encourage schools to adapt by effectively conveying clear external expectations.

The internal institutional transformations are still ongoing and we will conclude our ongoing research initiatives under the brand and identity of CEU CPS. Thirty years after the collapse of communism, and looking ahead to evolutions in demography, technology, climate, international relations and internationalizations, cultural transformations and, more recently, worldwide crises like pandemic, we may say that Romanian education is still “caught in the middle”: between solid reforms and modernization initiatives and recurrence of conservative practices, lack of vision and coherency and structural problems superficially addressed of even neglected.

Roma children’s bad results at school are caused by institutional racism, our Junior Research Fellow Agnes Kende said in an interview with the Hungarian Radio Free Europe/Radio Liberty (Szabad Europa).

Based on the Future challenges to education systems in Central Eastern European context project, which is aimed at assessing the ability of the education systems of five Central-Eastern European countries to adapt to various ongoing changes, she said that the Hungarian and Slovak school system is the most selective, and assimilation policy is effective in enrollment, but not in success. She also talked about segregation, which appears in new ways, adding that institutionalized racism doesn’t mean that people are racist in general, but every institution is pervaded by discrimination.
