University of Limerick’s School of Law appoints two new Adjunct Professors of Practice in International Commercial Arbitration
University of Limerick’s School of Law is delighted to announce two new adjunct professors of practice specialising in international commercial arbitration.
Klaus Reichert SC, based at Brick Court Chambers in London, has substantial experience in dealing with international disputes across a broad spectrum of complex subject matters, industries and governing laws (both common law and civil law) involving sovereign states and commercial parties from all over the World. He has particular experience as an arbitrator arising from cases administered by the International Centre for the Settlement of Investment Disputes (ICSID), the International Chamber of Commerce (ICC), the London Court of International Arbitration (LCIA), the International Centre for Dispute Resolution (ICDR) and the Permanent Court of Arbitration (PCA). He has sat in arbitrations on three-member tribunals on multiple occasions in Paris, London, New York, Geneva, The Hague, Singapore and Washington DC.
Cian P. Kelly, FCIArb, is a Barrister-at-Law and Arbitrator at The Law Library in the Four Courts, Dublin. Mr Kelly has extensive experience as an arbitrator, having recently been appointed to the Court of Arbitration for Sport in Lausanne, Switzerland. He is a Fellow at The Chartered Institute of Arbitrators, and a Member of the Council of the Bar of Ireland.
These appointments coincide with the introduction, for Masters students, of a valuable new module in Arbitration Law and Procedure.
Welcoming the appointments of Mr Reichert and Mr Kelly, Head of the School of Law, Professor Lucy-Ann Buckley said: “The use of arbitration as a means of dispute resolution has been growing over the last number of decades as it is often a less expensive and faster method of dispute resolution than litigation. Mr Reichert and Mr Kelly are international leaders in the field of arbitration and the School of Law is delighted that they will be able to share their huge expertise in this very important area with our students”.

On Friday, 8 October 2021, Dr. Alan Cusack (School of Law), Professor Gautam Gulati (School of Medicine & School of Law) and Professor Colum Dunne (School of Medicine) of the University of Limerick were invited to address a team of officials within the Department of Justice with regard to the terms of the draft the Garda Síochána (Powers) Bill.

At the meeting, Dr. Cusack, Prof. Gulati and Prof. Dunne were invited to contribute their views as to the issue of the exercise of the powers in the Bill (including detention) in respect of adults with impaired capacity.

This contribution builds on a series of other collaborative initiatives that have been undertaken by Dr. Cusack, Professor Gulati, Professor Shane Kilcommins and Professor Colum Dunne in recent months, including:

• Drafting an easy-read Notice of Rights Form C.72(s) for suspects with intellectual disabilities in Ireland;
• Delivering a pilot disability awareness training programme for students on the BA in Applied Policing and MA in Serious Crime Investigation;
• Acting as research partner, Superintendent Andrew Lacey, for the rollout of a Crisis Intervention Team on a pilot basis in Limerick city.

During the months of April and June 2021 experts from the School of Law and for the School of Medicine at the University of Limerick, together with colleagues from the School of Medicine at University College Cork, delivered a landmark Disability Awareness Training seminar to senior officials within An Garda Síochána.

The special interactive, online seminar represented a key element in a wider, ongoing Disability Awareness Training Pilot Study which is being conducted by Dr. Alan Cusack (School of Law) and Dr. Gautam Gulati (School of Medicine).

The findings from an evaluation of this training scheme have now been published by Cambridge University Press in the Irish Journal of Psychological Medicine. The article, entitled ‘The evaluation of a training course to enhance intellectual disability awareness amongst law enforcement officers: a pilot study’ can be accessed at the following link:

Dr Laura Cahillane was quoted in an article by Mary Carolan on judicial education and training published on Friday 17th September in the Irish Times. The article outlined the recent reforms in the area of judicial education and training and contained details about the new areas of training being opened up to the judiciary. Dr Cahillane has previously carried out research in this area and held an event on the subject of judicial education and training the same day the article was published. In the piece, she notes how judges have often felt ‘thrown in at the deep end’ given the lack of formalised training to date and mentions new areas of potential value. SCHOOL OF LAW LAUNCHES NEW SECURITY INTELLIGENCE PROGRAMME
Launch Description

On Monday, 6 September 2020, the School of Law at the University of Limerick was delighted to welcome thirty senior-ranking members of An Garda Síochána onto the School's newest co-curricular programme- GNCSIS Foundation Principles. The programme was launched by course director, Dr. Alan Cusack (School of Law, University of Limerick) together with Superintendent Ciarán Hoey (GNCSIS) and Detective Inspector Seán Fallon (GNCSIS). Candidates also received a warm welcome address from Assistant Commissioner, Crime & Security Intelligence Service, Orla McPartlin.

Representing the first programme of its kind in Ireland, this new online module is a twelve week full-time course specifically designed to provide course participants with a greater understanding of the nature of the GNCSIS region and how the distinct but interconnected sections within it function both in their individual capacity and collectively to deliver this policing and security service. - 550 points in their Leaving Certificate Results; and,
- Minimum H2 result in the Leaving Certificate ‘Accounting’ subject
We propose that the winner be awarded:
- 1st Year: €500 prize and congratulatory event with KPMG staff
- 2nd Year: A guaranteed competitive spot in one of our annual KPMG student case competitions, entered by hundreds of students each year.
