QOU Establishment, History, Mission, General Goals

The University went through three stages during its establishment: planning, preparation of curricula and starting operations in Palestine. First Stage: Planning:
The idea to establish the University started in 1975 due to the need of Palestinians for higher education and in light of their demographic, social and economic situation under the Isr

aeli occupation. Upon the request of the Palestinian Liberation Organization, UNESCO conducted a feasibility study in 1980, approved by UNESCO General Conference. The Palestinian National Council approved the plan in 1981, but the execution of the project was delayed until 1985. Second Stage: Preparation of Curricula
This stage started at the end of 1985 with the opening of a temporary office in Amman. Committees of specialists worked until 1991 to prepare academic programs and specializations, study plans and the production of educational materials such as textbooks and supportive educational media, mainly audio-visual aids. Third Stage: Execution and Implementation
This stage started in 1991 when the University commenced educational services in its headquarters in Jerusalem, gradually introducing study centers in major Palestinian cities. The University has faced difficulties due to the first Intifada, the destructive economic consequences of the First Gulf War on the Palestinian population and the general political situation. However, the University continues to adhere to its principles and mission and to the concepts of steadfastness and struggle demonstrated by the people of Palestine to ensure that the University will remain a source of learning for every Palestinian home.

In the Name of God the Compassionate, the Merciful Welcome from the President of Al-Quds Open University-Palestine To the distinguished visitors to our university website, I welcome you and hope that you will find here all the information you require about our university, which is the first Palestinian and Arab university to adopt a philosophy of Open Education and Open Learning in line with international advances in technology and learning. Al-Quds Open University was founded in Palestine at the beginning of 1991 and has achieved many successes and goals in its efforts to promote academic standards in the community. Since its establishment with innovative flexible educational methods, the university has attracted over 61119 thousand students distributed over twenty-two educational centers throughout the country. This is in addition to the expansion of educational services outside the country with two educational centers in Saudi Arabia and plans for additional centers abroad. The aim of al-Quds University in the adoption of the philosophy of Open Education and Open Learning is to deliver science and knowledge to all sectors of society. This philosophy has allowed the university to open its doors to students who are office workers, farmers, housewives, and recent secondary education graduates. Al-Quds University offers five programs of study in Education, Management Science and Economics, Computer Science, Social Development and Agriculture. In addition, the University provides scientific and specialized training facilities that contribute to the promotion of technological skills and knowledge in order to assist the Palestinian community. An educated Palestinian community with enable the construction of national institutions based on competence and merit and will enable Palestinians to realize their dream of freedom, independence and justice.
