Pandit Deen Dayal Upadhyaya Antyodhyay Krishi Puruskar 2016

Hon’ble Union Minister of Agriculture and Farmers Welfare, Government of India Shri Radha Mohan Singh ji gave away the first Zonal Pandit Deen Dayal Upadhyaya Antyodhyay Krishi Puraskar 2016 for Zone XI to Shri A.Baburaj, an aqua farmer of Kozhikode district of Kerala. The award was presented on 25th September 2016, marking the birth centenary of Pandit Deen Dayal Upadhyaya at a function organized at ICAR-Indian Institute of Spices Research, Kozhikode. Addressing the farmers on this occasion, Hon’ble Minsiter emphasized the need of recognizing the contribution of small and marginal farmers and the landless to agriculture and its allied sectors.
He lauded the efforts of Shri Babu Raj who has been practicing aqua farming for over two decades on his small farm under the technical guidance of ICAR-CMFRI, Kochi and ICAR-CIBA, Chennai. Shri Baburaj has specialized in production of pearl-spot fish in brackish water. Through his dedication to farming, he has inspired many youngsters to take to brackish water aquaculture in the neighboring villages. He has integrated agro-eco-tourism with aquaculture to enhance his farm income and uses social media effectively to promote his enterprise.
The Union Minister gave away the award consisting of a certificate, citation and a memento along with a cheque of Rs.50000/- to Shri Baburaj and felicitated him. Dr. K. Nirmal Babu, Director, ICAR-IISR Kozhikode and Dr Sreenath Dixit, Director, ICAR-ATARI, Bengaluru participated in the award ceremony. Several farmers, fishermen, scientists from ICAR institutes and State Department Officials were present.

VISIT OF DG ICAR to ATARI Bengaluru

Report on the visit of Dr. TrilochanMohapatra, Secretary (DARE) & DG (ICAR) to ICAR-ATARI, Zone-VIII, Bengaluru

Dr. TrilochanMohapatra, Secretary (DARE) & DG (ICAR) visited ICAR-ATARI, Zone-VIII, Bengaluru on 20th May 2016 and reviewed the activities of ATARI vis-a-vis KVKs of the Zone. A total of 40 Officials representing ICAR Institutes, SAUs and KVKs in Zone VIII participated in the meeting. Dr. Sreenath Dixit, Director, ATARI-Bengaluru made presentation on the activities of ATARI and KVKs. Few select KVKs of the Zone also made presentations on the major achievements of the KVKs.
Dr. H.Philip and Dr.K.Jagadeeshawara DEEs of TNAU Coimbatore and UAS Bengaluru, respectively made their remarks on the activities conducted by DEEs and KVKs in their respective jurisdiction. Dr.N.K.Krishnakumar, Deputy Director General, Horticulture Division of ICAR, New Delhi suggested interventions like bee hives, production of micronutrient mixtures, hybrid seed production, production of seedlings, supplying seeds to farmers for raising nursery etc., to augment income to revolving fund of KVK.
In his interaction with the Scientists and the staff of ICAR-ATARI, Bengaluru, Dr. Mohapatra remarked whether KVK can become self-sustaining with Revolving Fund? Director General opined that KVKs of this zone are highly successful in documentation which has been reflected in bagging many best National KVK awards in the country. He also interacted with farmers and members of SHGs/farmer groups.
Further, DG advised to explore the use of mobile application by KVKs to reach large number of farmers in short and right time. He asked the ATARI and KVKs to work towards helping the farmers and farmer groups in doubling their income.

VISIT OF DG ICAR to KVK KOTTAYAM KERALA

KVK Kottayam, hosted by Kerala Agricultural University, Thrissur was honoured by the visit of Dr. Trilochan Mohapatra, (Secretary, DARE & Director General, ICAR) and Shri Chhabilendra Roul, IAS, (Addl. Secretary, DARE & Secretary, ICAR), in the presence of Dr. J. K. Jena, Deputy Director General (Fisheries) and Dr P Rajendran Vice Chancellor of KAU Thrissur on the 19th April, 2016. The team visited all the units of KVK including the farm and had interactions with the farmers. They also interacted with the KVK staff on salient achievements in various mandated activities of the KVK and gave valuable suggestions for improving the overall efficiency of the KVK. They advised that since rice, coconut, banana, tuber crops and vegetables are the major crops of the district, assessment and demonstrations of technologies in these crops to be given more emphasis in addition to Integrated Farming System models. The marketing issues of the farmers could be solved to a greater extent by establishing Farmers Producer’s Groups and ensuring their sustainability.

Director General of ICAR during his opening remarks in the interaction with the farmers stated that Prime Minister of India is very much concerned about farmers and he has instructed all the concerned authorities to take steps to double the annual income of farmers. Further he had highlighted that various schemes including Soil Health card, Prime Minister’s Irrigation Scheme aiming for More Crop Per Drop of water, Prime Minister’s Fasal Bhima Yojana for crop insurance for rescuing farmers in case of risks and uncertainties, National Agri Market etc. would certainly help the farming community on wider perspectives. He stated that out of 109 ICAR Institutes, five are in Kerala dealing with spices and plantation crops, tuber crops and fisheries. In addition there are Regional Stations of ICAR Institutes and one Agricultural University, One Veterinary University and one Fisheries University are also located in Kerala. Further out of 643 KVKs, 14 are in Kerala at the rate of one KVK/district. These Institutions would definitely provide adequate technological backstopping to the farming community of Kerala State.

He ensured that ICAR will take necessary steps for sustaining rice cultivation of Kuttanad region in a profitable manner through appropriate technologies. He opined that farm intensification and diversification with other enterprises would help the farmers in tackling the problem of price fluctuations. He concluded that scientific technologies of National Agricultural Research System promoted by Krishi Vigyan Kendras and State Departments would help the farming community in larger way to solve many vital issues related to agriculture and its allied enterprises.
Shri. Chhabilendra, Roul, IAS, Addl. Secretary, DARE & Secretary, ICAR in his address reiterated that Kuttanad farmers who are adopting One Rice One Fish farming need to ensure that the salinity level of water should not harm the fishes which are cultivated in the paddy fields. Constant desilting of the Kole lands and providing suitable drain out mechanism for stagnating water only will help to improve increase rice and fish productivity.
The meeting came to an end with Vote of Thanks proposed by Dr Alexander George, Associate Director of Extension, KAU Thrissur.

VISIT OF DG ICAR to KVK IDUKKI KERALA

KVK Idukki, hosted by Bapooji Sevak Samaj, was honoured by the visit of Dr. Trilochan Mohapatra, (Secretary, DARE & Director General, ICAR) and Shri Chhabilendra Roul, IAS, (Addl. Secretary, DARE & Secretary, ICAR), in the presence of Dr. Sreenath Dixit, (Director, ATARI, Bengaluru), on the 15th April, 2016. The team visited all the units of KVK and the farm. They observed all the mandated activities of the inside the campus and gave suggestions for the holistic improvement of the premises of KVK and the farm. They emphasized that steps need to be taken to resolve the labour scarcity problem faced by the KVK through SHGs on a participatory mode. Later they had an interaction with all the staff of KVK and critically analyzed their role for the improvement of the agrarian scenario of Idukki district

The Interaction with Farmers Meeting of ICAR- Krishi Vigyan Kendra was held on 17th April, 2016 at KVK, Idukki. The meeting was presided over by Smt. Deenamma Kuriakose, Chairperson, Krishi Vigyan Kendra in the presence of Dr. Trilochan Mohapatra, (Secretary, DARE & Director General, ICAR), Shri Chhabilendra Roul, IAS, (Addl. Secretary, DARE & Secretary, ICAR), Dr. J. K. Jena, Deputy Director General (Fisheries) & Dr. Sreenath Dixit, (Director, ATARI, Bengaluru).

Dr. Sreenath Dixit, Director, ATARI, Bengaluru in his opening remarks briefed the importance of this meeting to farmers and how to resolve their problems though KVK by scientist-farmer partnership mode. Then Dr. J.K. Jena, Deputy Director General (Fisheries) in his address suggested that KVK, idukki have to utilize the experts in fisheries from ICAR institutes like CMFRI & CIFT, Ernakulam for promoting fisheries production and their value addition. Smt. Deenamma Kuriakose, Chairperson, KVK in her presidential address, thanked all the Dignitaries from ICAR New Delhi and Bengaluru for their participation in the meeting and then briefed about the KVK activities and its impact in the agrarian scenario of Idukki district.

Shri. Chhabilendra, Roul, IAS, Addl. Secretary, DARE & Secretary, ICAR in his address reiterated that without farmer participation, there would not have been any use for such an interface. He also pointed out that 109 ICAR Institutes are located throughout India. Out of this, five are in Kerala and in addition there are nine regional centres in Kerala. At present there are 643 KVKs functioning in India. Every technology/variety/solution has to be first tested in an experimental basis in field and then they need to be transferred to the farmers through KVKs. He specified the role of KVK as the link with farmers to collect their feedback on scientific technologies and to report them to ICAR system. He also pointed out that linkage with farmers in all aspects has to be strengthened further.
The meeting was officially inaugurated by lighting the traditional lamp by, Dr. Trilochan Mohapatra, Secretary, DARE & Director General, ICAR. In his inaugural address, he expressed his happiness to visit this KVK and was overwhelmed by the participation of farmers. He also stressed the need for taking all the technologies to the doorsteps of farmers and appreciated the works done by team KVK, Idukki in a remote and hilly area. He requested the farmers and officials of the line departments to visit this KVK often to ensure that the mandatory activities are carried out to the fullest for the benefit of farmers of Idukki district. He also urged the technical experts of this KVK to be fully equipped with the scientific advancements and always be a “Lit Lamp” among the farmers of this district. Out of the 643 KVKS in India, many KVKs are run by NGOs, SAUs and ICAR. He insisted to the KVK to plan and involve the farmers to utilize the infrastructure and other facilities of KVK to the maximum extent and to have partnership with all production organizations of this district. He suggested that all the modern technologies are scientific and very lucrative to the farming community. He also pointed out the main objective of this interface meeting is to understand the problem of farmers and to find out meaningful solutions and implement them.

He briefed the different GOI Schemes which are channelized through KVKs for the benefit of the farmers. He categorically explained the following GoI initiatives for the benefit of farming community viz: Soil Health card for importance of soil health, Agri Insurance Scheme and support for Organic Farming. He urged the farmers to concentrate on IFS farming system models and promote their agricultural enterprises in an organic way for ensuring sustainable income. Finally he pointed out the
Scheme and Slogan “Mera Gaav Mera Gurv” putforth by Shri. Radha Mohan Singh, the Honorable Union Minister for Agriculture and Farmers Welfare.
Brochures in Malayalam on various scientific technologies in Plant Protection, Animal Husbandry and Soil Science were released during the meeting by the dignitaruies.
Around 243 farmers from different locations of idukki district actively participated in the interaction session that followed and the queries from the farmers were answered by the scientists.

Shri Shaji Kakkatu (Office Superintendent, KVK, Idukki) proposed the vote of thanks and the meeting came to an end at 5.30 pm.
