Uma Charan Pattnaik Engineering School, previously known as Berhampur Engineering School, named after the great freedom fighter and eminent parliamentarian Late Uma Charan Patnaik, was established in the year 1956. It is located in the Silk-city, at a distance of five Kms from the Railway Station and three Kms from the New Bus-stand. The Industries Department, Government of Orissa, took over this

institution for better management from private committee on 12th November 1958. This institution is affiliated to the State Council for Technical Education and Vocation Training (SCTE&VT) Odisha, Bhubaneswar and is under the administrative control of Director of Technical Education and training Odisha, Cuttack which comes under the Skill Development and Technical Education,(SDTE) Department, Government of Odisha.

ଅବ୍ରହାମ ଲିଙ୍କନଙ୍କ ପିତା ଜୋତା ତିଆରି କରୁଥିଲେ, ସେ ରାଷ୍ଟ୍ରପତି ଭାବେ ନିର୍ବାଚିତ ହେବା ପରେ ଆମେରିକାର ଅଭିଜାତ୍ୟ ବର୍ଗକୁ ବଡ଼ ଆଘାତ ଲାଗିଲା! ସିନେଟ ସମ୍ମୁଖରେ ସେ ଯେବେ ନିଜର ପ୍ରଥମ ଅଭିଭାଷଣ ଦେବାକୁ ଛିଡ଼ା ହେଲେ, ଜଣେ ସିନେଟର ଉଚ୍ଚ ସ୍ୱରରେ କହିଲେ, "ମିଷ୍ଟର ଲିଙ୍କନ ମନେ ରଖ ତୁମ ବାପା ମୋର ଓ ମୋ ପରିବାରର ଜୋତା ତିଆରି କରୁଥିଲେ!" ଏଥି ସହିତ ପୁରା ସିନେଟ ଅଟ୍ଟହାସରେ ଗୁଞ୍ଜରିତ ହେଲା! କିନ୍ତୁ ଲିଙ୍କନ ତ ଏକ ଅଲଗା ମାଟିରେ ଗଢା ହୋଇଥିଲେ; ସେ କହିଲେ "ମୁଁ ଜାଣିଛି ଯେ ମୋ ପିତା ଜୋତା ତିଆରି କରୁଥିଲେ! କେବଳ ଆପଣଙ୍କର ନୁହେଁ, ଏଠାରେ ଉପସ୍ଥିତ ଅନେକ ମାନନୀୟଙ୍କର ଜୋତା ସେ ତିଆରି କରିଥିବେ। ସେ ପୂର୍ଣ୍ଣ ମନୋଯୋଗ ସହ ଜୋତା ପ୍ରସ୍ତୁତ କରନ୍ତି। ତାଙ୍କ ତିଆରି ଜୋତାରେ ତାଙ୍କର ଆତ୍ମା ବାସ କରେ! ନିଜ କର୍ମ ପ୍ରତି ପୂର୍ଣ୍ଣ ନିଷ୍ଠା କାରଣରୁ ଜୋତାରେ କେବେ କିଛି ଅଭିଯୋଗ ଆସି ନାହିଁ! ଆପଣଙ୍କର ତାଙ୍କ କାମରେ କିଛି ଅଭିଯୋଗ ଅଛି କି? ତାଙ୍କ ପୁତ୍ର ହୋଇ ଥିବାରୁ ମୁଁ ନିଜେ ମଧ୍ୟ ଜୋତା ପ୍ରସ୍ତୁତ କରିପାରେ, ଯଦି ଆପଣଙ୍କର କିଛି ଅଭିଯୋଗ ରହିଛି ତାହେଲେ କୁହନ୍ତୁ ମୁଁ ତାଙ୍କ ତିଆରି ଜୋତାକୁ ସଜାଡି ଦେବି! ମୁଁ ନିଜ ପିତା ଏବଂ ତାଙ୍କ କର୍ମକୁ ନେଇ ଗର୍ବିତ।"

ତାଙ୍କର ଏହି ତର୍କବାଦୀ ଭାଷଣରୁ ସିନେଟରେ ନୀରବତା ଛାଇଗଲା ଓ ଏହି ଭାଷଣକୁ ଆମେରିକାର ସିନେଟ ଇତିହାସର ସବୁଠାରୁ ଉତ୍କୃଷ୍ଟ ଭାଷଣ କୁହାଯାଇଛି ଓ ଏହି ଭାଷଣରୁ ଗୋଟେ ଥିଓରୀ ବାହାରିଲା Dignity of labour (ଶ୍ରମର ମହତ୍ତ୍ଵ) ଓ ଏହାର ପ୍ରଭାବରେ ଯେତେ ବି ଶ୍ରମଜୀବୀ ଥିଲେ ସେମାନେ ନିଜ ପେଶାକୁ ନିଜର ଉପନାମ(surname)କରିଦେଲେ, ଯେପରି କି- ଫିସରମେନ୍, ବଟଲର୍, ଶୁମେକର, ବୁଚର, ଟେଲର, ସ୍ମିଥ, କାରପେଣ୍ଟର, ପଟର ଆଦି। ଆମେରିକାରେ ଆଜି ମଧ୍ଯ ଶ୍ରମକୁ ମହତ୍ତ୍ଵ ଦିଆଯାଏ, ସେଥିଲାଗି ସେ ଦୁନିଆର ସବୁଠୁ ବଡ ମହାଶକ୍ତି ଅଟେ।

ତେବେ ଆମ ଦେଶ ଭାରତରେ ଯିଏ ଶ୍ରମ କରେ ତାକୁ କୌଣସି ସମ୍ମାନ ଦିଆ ଯାଏନାହିଁ, ସେ ତଥାକଥିତ ଛୋଟ ଜାତି ଓ ନୀଚ ବୋଲି ଗଣା ଯାଏ। ଆଉ ଏଠି ଯିଏ ଜମାରୁ କୌଣସି ଶ୍ରମ କରେ ନାହିଁ ତାକୁ ଉଚ୍ଚ ବୋଲି ବିଚାର କରାଯାଏ। ଯିଏ ଏଠି ସଫେଇ କରେ ତାକୁ ନୀଚ୍ଚ ଓ ଯିଏ ସେହି ଅଳିଆ, ଆବର୍ଜନା କରେ ତାକୁ ଉଚ୍ଚ ବୋଲି ଭାବନ୍ତି। ଏପରି ଏକ ଭ୍ରମିତ ମାନସିକତା ସହିତ ଆମେ ଦୁନିଆର ନମ୍ବର୍ ଏକ ଦେଶ ହେବାର ସ୍ବପ୍ନ କେବଳ ସିନା ଦେଖି ପାରିବା, କିନ୍ତୁ ତାକୁ କେବେ ବି ପୁରା କରିପାରିବା ନାହିଁ। ଯେପର୍ଯ୍ୟନ୍ତ ଆମେ ଶ୍ରମ ଓ ଶ୍ରମ କରୁଥିବା ବ୍ୟକ୍ତିକୁ ସମ୍ମାନ ଦୃଷ୍ଟିରେ ନ ଦେଖିବା, ସେ ପର୍ଯ୍ୟନ୍ତ ଆମ ସମାଜ କେବେ ବି ଆଗକୁ ବଢି ପାରିବ ନାହିଁ। ଜାତିବାଦ ଓ ଉଚ୍ଚନୀଚ୍ଚର ଭେଦଭାବ ଯେକୌଣସି ରାଷ୍ଟ୍ର ନିର୍ମାଣରେ ବହୁତ ବଡ଼ ବାଧକ ଅଟେ।
