No Pre-Law Scrutiny — the Supreme Court reasserts constitutional boundaries on gubernatorial and presidential power.

— The Court held that Articles 200-201 permit no judicial timelines and no deemed assent; that gubernatorial and presidential decisions are not justiciable before enactment; that only a limited mandamus lies for extreme inaction; and that discretion to reserve Bills exists only under the second proviso to Article 200. Article 142 cannot substitute constitutional authorities.

The KIIT Centre for Constitutional Law Studies & Research (CCLSR) observed National Constitution Day on November 26, 2025, at the Campus-11 Auditorium, KIIT-DU on the theme Reflect, Reform & Reaffirm. The event was graced by Hon’ble Ms. Justice Indira Banerjee, Former Judge, Supreme Court of India, and Dr. Manoj Kumar, Additional Secretary, Legislative Department, Ministry of Law & Justice, Government of India. The event was honored by the presence of Prof. (Dr.) Saranjit Singh, Hon’ble Vice Chancellor, KIIT-DU, Prof. (DR.) Raju K.D, Hon’ble Pro-Vice Chancellor, KIIT-DU, Prof. (Dr.) Jnyana Ranjan Mohanty, Hon’ble Registrar, KIIT-DU, Prof.
(Dr.) Rose Varghese, Hon’ble Former Director, KIIT School of Law, KIIT-DU, Faculties and Students. Additionally, Dr. Tulishree Pradhan led the reading of the Preamble during the event.

Justice Indira Banerjee emphasized that the Constitution of India stands as a people-centric charter of justice, liberty, equality & fraternity, reminding that the responsibility to uphold its ideals lies with “We, the People of India.” Dr. Manoj Kumar highlighted the Constitution as the unfolding journey from colonial rule to people’s rule, guiding the vision of Viksit Bharat @ 2047.

The event concluded with a vote of thanks by Faculty Convenor of CCLSR Mr. Shashank Nande, marking a meaningful celebration of India’s constitutional spirit. 🇮🇳
