To build up a stock of more dedicated soldiers, he set about outlawing marriage for younger men.

Canadian author X and British writer Y jointly won the prestigious prize after judges broke the rules by declaring a tie, the first since 1992. The rules say the prize must not be divided, but the judges insisted they "couldn't separate" X's _The Testament_ & _Girl, Woman, Other_ by Y.
The rules were changed after the last tie in 1992, & organisers told this year's judges that they were not allowed to pick 2 winners. But after 5 hours of deliberations, Peter Florence, the chair of the 5-member judging panel, said: It was our decision to flout the rules.
