RAAPTI – World Leaders in Skill Development (R)
Date: 04 April 2026

RAAPTI – World Leaders in Skill Development (R) warmly welcomes the passage of the Private Universities Bill by the Jammu and Kashmir Legislative Assembly, terming it a landmark and progressive step towards transforming the higher education landscape of the Union Territory.

Dr. Jawahar Lal Raina, Chancellor of RAAPTI, lauded the visionary leadership of the Hon’ble Chief Minister Omar Abdullah and the Hon’ble Lieutenant Governor Manoj Sinha for spearheading reforms that will significantly enhance access to quality education and skill development opportunities in Jammu & Kashmir.

Dr. Raina stated that the enactment of this bill will open new avenues for reputed institutions to establish private universities in the region, thereby fostering innovation, research, and industry-aligned education. He emphasized that such initiatives are crucial for empowering youth, reducing unemployment, and positioning Jammu & Kashmir as an emerging hub for academic excellence and skill-based training.

“RAAPTI sees this development as a major catalyst in bridging the gap between traditional education and employability-driven skill development. We are optimistic that this policy reform will encourage collaboration between academic institutions and industry, ultimately benefiting students and the regional economy,” Dr. Raina added.

RAAPTI reiterated its commitment to contributing actively to the evolving educational ecosystem and expressed its readiness to collaborate with stakeholders to support the implementation of this progressive policy.
