The Science Students Need to Know:

Our students live in a world increasingly dominated by science and technology. To be responsible citizens, they will need to have informed opinions on all sorts of issues, from global warming, to stem cells, to the storage of nuclear waste. We can only speculate on what issues will arise in the future, but they're sure to have a scientific or technological component. So what sort of science education will best prepare students to face that world?

For most scientists, the goal of general education in science is to turn out a miniature scientist, someone who can do, at some level, the kinds of things that professional scientists do. They would agree with Nobel Laureate Carl Weiman when he said, "We want them to think like us." Given the limited amount of class time we can devote to the sciences, this goal inevitably produces students who have, at best, a good understanding of a limited range of sciences. This sort of education prepares students for the world of Galileo—not for the world they will actually enter.

SECTION: - 1
INTRODUCTION: - B. N. College, Dhubri, Assam is one of the front ranking institutions imparting Higher Education to the students of Western Assam since its inception in 1946 under Calcutta University. When Gauhati University was established in 1948 it became one of the affiliated colleges of the University.

This college has registered steady growth over the years and at present it has 69 permanent teachers out of which nine are Ph. D holders and four M. Phil, 38 non teaching staff and 1203 students in the UG courses out of which the number of male students are 850 and 353 are female. Except this, 24 students have enrolled in Diploma and Certificate courses like Basics of Information Technology, Concept of Programming Language, Advance Concept of Programming Language, Programming Language and Architecture, Computer Awareness Course, Certificate in Information Technology and Programming, Advance Certificate in Computer Programming, Diploma in Advance Software Technology.

It's campus has an area of 16 acres (48 Bighas). The college received University Grants Commission's recognition under 2f and 12B in 1956 and 1962 respectively. It is a deficit Non-Govt. college sustained by State Govt. grant in aid scheme.

The establishment of the college opened up equal opportunities to the students of West Assam who aspired higher social status through merit.

The college does not discriminate on the ground of race, gender, language, religion, caste, culture and physical disabilities. It is needless to say that the college has made an impact in the socio-economic life of the people of West Assam having earned reputation as a promising co-education college. It has broken the barrier of social reticence drawing large number of girls students to the portals of higher education.

In its efforts for self awareness/assessment the college has volunteered to be assessed and accredited by NAAC and has submitted Self Study Report to the National Agency in December 2003. The NAAC accordingly constituted its Peer Team with Prof. A. P. Padhi, Former Vice-chancellor Berhampur University as the Chairman, Prof. Debabrata Choudhuri, Principal, Asutosh College Calcutta as member co-ordinator and Dr. Varparhi Khiangte, Principal, College of Teacher Education Aizwal, Mizoram as member.

The Peer Team visited B. N. College during 11-12 October 2004 and carefully pursued and analysed the Self Study Report submitted by the institution. During their visit the team went through all the relevant documents, visited the Teaching Department and facilities and interacted with various sections of the college. The Peer Team also interacted at length with the Principal, Teaching and Non-teaching staff, Management Committee, Students, Parents, Alumni and the senior citizens of the locality. Based on the above exercise and keeping in mind the criteria identified by NAAC, the assessment of the institution under various criteria, the encouraging features of the institution as well as the issues of concern specific/relevant, recommendations are given in the following paragraphs.

SECTION - 2: CRITERION WISE ANALYSIS
CRITERION - I: - CURRICULAR ASPECTS
It is established in the year 1946 under Calcutta University. When the Gauhati University was established in 1948, the college was brought under it. It was recognized by the UGC under 2f and 12B in 1956 and 1962 respectively. The goals and objectives of the college are to provide opportunities for higher education to local people in general and to the backward people in particular.

Further, the college also promoted Characteristic Civil Society among the tribal people by bringing awareness in them.

Removal of social and cultural barriers and promotion of national integration at regional and national level have been the mission and vision of the college.

The college offers six subjects in Science and ten subjects in Arts. All the courses are Major. It also offers eight certificate courses like Basics of Information Technology, Computer Awareness Course, eDiploma in Advance Software technology etc.

The existing curriculum of the college is in accordance with the syllabus prescribed by Gauhati University.

CRITERION - II: - TEACHING LEARNING AND EVALUATION
The students are generally selected for admission on the basis of merit in the last examination passed but for Major course the college has decided to conduct written test.

As stated in the Self Study Report the college does not provide any bridge/remedial courses for the educationally disadvantaged students. However, efforts are being taken for remedial coaching.

Assisted and guided by the Head of each Department, Teachers prepare and implement an annual teaching plan ensuring timely completion of the syllabus.

Apart from lectures in the classroom, tutorial and extra classes are also taken. The team is please to find that almost all the teachers of the college have gone through UGC sponsored refresher and orientation courses.

Number of teaching days are 152 for the session 2002-03.

Though the college has no facility for audiovisual programme, it has overhead projector, slide projector. There is also the provision for audiovisual in the library.

Teachers are recruited for regular vacancies as per guidelines of the UGC and Govt. of Assam. In self funded courses appointment is made by the college after advertisement in daily newspaper and the payment is from college fund. Five teachers have attended seminars, four in national level and one in international level.

There is feedback system from the students after completion of degree course. For the smooth running of the college several subcommittees like Examination Committee, Admission Committee, Infrastructure Development Committee, etc. have been formed.

CRITERION - III: - RESEARCH, CONSULTANCY AND EXTENSION.
Out of 58 permanent teachers nine are Ph. D holders and four are M.Phil. More teachers may be encouraged to work research work for Ph. D degree.

Project work is done by the U. G. students of some departments as it is included in their syllabus.

Six teachers have registered as part time scholars and five teachers are also engaged in active research under Gauhati University.

There is no ongoing major research projects in the college at present. However a few teachers have minor UGC sponsored research projects.

Extension works are done by teachers and students such as AIDS AWARENESS PROGRAMME, Health awareness Programme, Social Environment Awareness Programme.

CRITERION - IV: INFRASTRUCTURE AND LEARNING RESOURCES
The college has a total campus area of 16 acres.

The college Governing Body formed an Infrastructural Development Committee and prepared a future projected plan to increase the infrastructure for future academic growth. The project may be completed on priority basis.

The college maintains and develops its infrastructure by raising funds from various sources like UGC. Staff donation, Alumni donation and infrastructure development fee from students.

The college has a large building with sufficient classrooms and laboratories. The building is utilized for examination like APSC, SSC and Banking Service on holidays. It is praise worthy that the college extends its helping hand to the victims of natural calamities like flood, cyclone etc. by providing safe shelter to them.

There is an advisory committee for the library. This may include a student representative. The library has started computerization. This may be expedited. There are reprographic system, computers, Audio videocassettes and Internet facilities in the library.

Total number of books in the library are 31, 275. The library remains open from 10 am to 4 pm. The time span may be extended for reading facility to the students.

There is Central Computer facility in the college. There is no computer facility in the departments but as reported the college is soon going to provide computers to the departments. This may be expedited. The college has also Internet facility.

The college has three boy's hostel with 33 capacities in each. A girl's hostel under construction as stated in the SSR has already been completed.

The campus is pollution free due to plantation and gardening.

There is a well maintained playground.

CRITERION - V: STUDENTS SUPPORT AND PROGRESSION
The success rate at the examination is quit good. 75% of the students who are passing out with major subjects get themselves admitted in P.G courses in different Universities of India. A good number of ex-students are well placed in the society. The college recently started publishing prospectus.

Financial supports are available to students belonging to SC/ST/MOBC/OBC from State Govt. Institution also helps poor meritorious students through Student's aid fund.

Some of the teachers take active part in academic counseling by arranging classes for students to appear in various competitive examinations like Chemistry Olympiad, Mathematics Olympiad.

Policies and criteria for admission are made clear to the students seeking admission through prospectus.

A placement cell has recently been formed with a placement officer who is a senior teacher of the college.

Recreational facilities are available to students.

CRITERION - VI: ORGANISATION AND MANAGEMENT
The college is governed by the Governing Body constituted under Assam Non Government College management Rule 2000 with the Principal as its Exofficio Secretary.

The Principal with the cooperation of Vice Principal/ HOD/ Sub Committees constituted by the GB, manages different affairs of the college.
The college primarily depends on UGC and State Government for financial support.

There is no institutionalized grievance redressal cell in the college. Care should be taken to form such a cell without further delay. Loan facilities are available to the members of the teaching and non teaching staff of the college through the B. N. College Thrift & Credit Cooperation Society Ltd.

The college may try to receive fund from M. P. LAD.

CRITERION - VII: HEALTHY PRACTICES
Preparing a long term master plan
The college has introduced Computer Education Center in Collaboration with SARA

DEVELOPMENTS
Participation of students in various awareness programmes such as AIDS Awareness Programme, Environmental Awareness Programme, Medical Health Programme etc.
Introduction of several Certificate courses

Book Bank facility in the Central Library

Providing knowledge of computer on various programmes along with Internet technologies and IT Fundamentals through computer center

Unit tests, Terminal examinations are regularly conducted to check the internal quality of the students

Helping the victims of natural calamities like floods, cyclones by providing safe shelter

Reprographic machine which is used for academic and administrative purposes

Tree plantations, gardening, proper drainage, cleaning the campus

Teaching aids like overhead projectors, slide projectors, models, charts, maps etc.

Returning of answer scripts to the students after evaluation in the monthly unit test

Appointment of teachers and other employees on temporary basis by the Governing Body

The Peer Team is of the definite view that the college has taken new initiative. The need for strengthening the infrastructure has already been taken. Based on the onsite visit and discussions, the team wishes the authorities to consider the following suggestions.

Strengthen linkages with local research, industrial and academic institutions for sharing and exchanging informations, audio video materials, publications etc.
Steady expand of computer facility to all departments

Computerise all operations in the library and office

Evolve a system of scientific performance appraisal of faculty and other stuff

Introduction of modern course which are also job orienting like Biochemistry, Micro
Biology, Molecular biology, Mass communication and Journalism, Communicative English, GIS, Biotechnology, Education, Psychology, Mushroom Culture, Flori Culture, Industrial Fish and Fishery, BCA, PGDCA etc.

The college may further strengthen its research activities

The present counseling and guidance cell may strengthen

Publications in national and international journals be encouraged

Establishment of an electronic classroom

Distance education mode be introduced with the help of IGNOU and Gauhati University so as to help the educationally under privileged

Inter disciplinary teaching be encouraged

A YOGA center may be established

Health Card system may be introduced for the benefit of students

Temporary teachers may be appointed against vacant posts

Remedial classes/coaching given in piecemeal efforts at present may be taken up in full swing for weaker students in all the departments of the college

More books may be provided to departmental libraries

The college may appoint retired teachers to solve the problem of over crowding in a class. A token honorarium may be fixed by the GB for these teachers.

In chemistry laboratory there must be fire extinguisher and good first aid arrangements.

More national and international journals are needed in the science department.

Internal Audit mechanism which should be authenticated by a registered Chartered Accountant.

A Bursar may be appointed from the senior most teachers by the Governing Body after due consultation with the Principal to check and verify day to day financial affairs.

The NAAC Peer Team suggests to form a Finance Committee also.

The Peer Team wishes to thank the Principal, members of the Governing Body, Faculty, Students, Parents, Alumni and member of the non teaching staff for sparing their time for discussions and extending all assistance and cooperation. The Peer Team also wishes a steady progress of the college.
