⚓ Guest Session on Port Planning and Development

An insightful expert session was conducted for MBA students as part of the course Port Planning and Development by Mr. Girish Chandra Gandhi, Vice President, Infinite Civil Solutions Pvt. Ltd., on 18 and 21 September 2026. The session offered valuable industry perspectives on the planning, development, sustainability and operational management of modern ports, with discussions on port planning and development, port layout and terminal design, and key factors influencing effective terminal planning.

The session also highlighted the importance of resilient, flexible and sustainable port infrastructure capable of responding to evolving operational, environmental and economic conditions. Students gained practical insights into sustainable port development, continuous port reforms and upgradation, and strategies for enhancing port efficiency, competitiveness and long-term performance.

Such meaningful industry-academia interactions help bridge the gap between classroom learning and real-world maritime practices, while strengthening students’ professional understanding and preparing them to contribute effectively to the evolving maritime sector.

🌐 NSS DAY | EMPOWERING YOUNG MINDS FOR SMART & SAFE TECHNOLOGY USE

On the occasion of NSS Day, the NSS Unit of Gujarat Maritime University conducted an awareness programme at Koba High School, Gandhinagar, on 24 September 2026, engaging 100+ students of Classes 11 and 12 on the smart, responsible and safe use of technology.

Under the leadership of Gujarat Maritime University, the programme was coordinated by Dr. Siddharth Warbhuvan, NSS Coordinator, GMU, along with Mr. Harish Kumar, with support from Mr. Bharat Desai. The 13 NSS volunteers conducted interactive sessions highlighting the positive role of Artificial Intelligence, laptops and mobile phones in learning, while also creating awareness about the risks of screen addiction and excessive dependence on AI.

Through an engaging rubber band activity, students experienced how an overstretched mind can lose its strength, reinforcing the importance of balance in technology use. The sessions further addressed digital privacy, fake accounts, cyber fraud and the importance of knowing the emergency helplines 1930 and 112.

The programme concluded with an interactive quiz, prize distribution and student presentations, making the learning experience both informative and engaging.

Gujarat Maritime University extends its sincere appreciation to Principal Shri Chetanbhai Raval, the teachers and students of Koba High School, and the Sarpanch of Koba Village for their warm welcome and support.

Through initiatives such as these, NSS continues to promote responsible citizenship, digital awareness and meaningful community engagement, empowering young learners to navigate the digital world with greater awareness and responsibility.

Gujarat Maritime University Joins the Swachh Sagar Suraksh*t Sagar Campaign

As part of the Swachh Sagar Suraksh*t Sagar (SSSS V 5.0) – Inter-Ministerial Janbhagidari Campaign, held from 12 to 19 September 2026, Gujarat Maritime University took the SSSS V 5.0 Pledge on Ocean Conservation, aligning with the nationwide mission driven by the Ministry of Earth Sciences (MoES) and the National Institute of Ocean Technology (NIOT), reaffirming its commitment towards environmental responsibility and the protection of marine and coastal ecosystems.

The pledge initiative witnessed enthusiastic participation from the GMU community, with participants coming together to demonstrate their collective commitment towards clean and safe seas, responsible environmental practices, and sustainable oceans.

Furthering this commitment through creativity and awareness, Gujarat Maritime University also organised a Poster Making Competition as part of the campaign. The competition provided students with an opportunity to express their ideas and perspectives on ocean conservation, clean seas, marine sustainability, and the importance of protecting our coastal environment.

🩸 Blood Donation Camp | Gujarat Maritime University

Gujarat Maritime University organised a Blood Donation Camp on 17 September 2026 at the University Health Centre as part of the observance celebrating the 76th birthday of Hon’ble Prime Minister Shri Narendra Modi ji, under the theme “25 Years: Seva and Samarpan”, witnessing enthusiastic participation from students who came forward to contribute towards a noble and life-saving cause.

The camp provided students with an opportunity to make a meaningful contribution to society through voluntary blood donation. With great enthusiasm and a strong spirit of social responsibility, student donors participated in the camp and extended their support towards helping those in need.

The initiative reflected the University's commitment to fostering empathy, community service and responsible citizenship among its students. ⚓ LAWSEA 2026 | PROFESSIONAL SESSION VI

Beyond Courts: Managing Maritime Disputes in the Indo-Pacific

The professional session moved beyond traditional courtroom approaches to examine practical mechanisms for managing maritime disputes, including provisional arrangements, joint development, conciliation, strategic legal advice and cooperative regional mechanisms.

The session was moderated by Commodore Jai Bedi, IN, Executive Director, National Maritime Foundation, New Delhi.

Professor Yoshifumi Tanaka, Professor, Centre for Private Governance, Faculty of Law, University of Copenhagen, joining online, examined how high-stakes maritime disputes can be managed without requiring an immediate final judicial settlement. He highlighted conciliation, provisional arrangements and joint development mechanisms under UNCLOS Articles 74(3) and 83(3), drawing on examples including Timor-Leste–Australia and Iceland–Jan Mayen.

Dr Madhumita Kothari, Advocate, Supreme Court of India and Former Senior Advisor, International Seabed Authority, examined what governments require from maritime lawyers, emphasising the close connection between maritime law, port development, national security, shipbuilding and economic growth. She highlighted the need for legal advice to operate simultaneously at the operational, diplomatic and strategic levels.

Mr Martin Egknud Petersen, Deputy Chief of Mission & Minister Counsellor, Political Affairs, Embassy of Denmark, discussed Denmark–India maritime cooperation, port State control and green shipping, emphasising the importance of technology, financing, renewable energy and bilateral cooperation in balancing economic development with environmental sustainability.

The session concluded by underscoring that maritime stability depends not only on courts, but also on conciliation, provisional arrangements, joint development, strategic legal advice, institutional coordination and practical international cooperation.

The second edition of LAWSEA 2026 concluded with a dedicated closing segment bringing together reflections on the conference discussions and acknowledging the contributions of its speakers, partners and participants.

The closing segment began with summative guidance by Vice Admiral Pradeep Chauhan, AVSM & Bar, VSM, IN (Retd), Director-General, National Maritime Foundation, who offered concluding reflections following the substantive discussions of the conference.

⚓ LAWSEA 2026 | PROFESSIONAL SESSION V

The second day of LAWSEA 2026, themed “Dispute Management, Lawfare & Policy Choices,” commenced with a reflection on the challenges of managing maritime disputes once they arise. The Opening Session featured a Special Address by Prof. Manimuthu Gandhi, Vice President, Indian Society for International Law, New Delhi, on “Law as Compass: Managing Maritime Disputes Without Escalation.” His address examined the role of international law, particularly UNCLOS 1982, as a framework for navigating contemporary maritime disputes involving boundaries, freedom of navigation, boarding and interdiction, IUU fishing, maritime security threats, pollution and other emerging challenges.

The professional session, themed “Lawfare and Maritime Disputes: Strategy, Narrative, and Response,” explored how law, domestic legislation, administrative practice and strategic narratives can be used as instruments of statecraft in contemporary maritime disputes.

The session was moderated by Vice Admiral Pradeep Chauhan, AVSM & Bar, VSM, IN (Retd), Director-General, National Maritime Foundation.

Commodore Seshadri Vasan, IN (Retd), Regional Director, Tamil Nadu Chapter, National Maritime Foundation, examined how States shape maritime legitimacy through narrative competition without relying exclusively on litigation, highlighting the role of repeated claims, administrative enforcement, maps, official terminology and grey-zone activities in creating what he termed “manufactured legitimacy.”

Ms Raaga Manjari, Researcher, Ocean Law and Policy, Maritime Institute of Malaysia (MIMA), explored lawfare through domestic legislation, cartography and administrative practice, highlighting how persistent legal and administrative actions can influence perceptions of jurisdiction and effective control, while emphasising Malaysia’s approach of legislative modernisation, consistent legal objections and lawful maritime presence.

Dr Christian Schultheiss, Senior Research Fellow, Max Planck Institute for Comparative Public Law and International Law, Heidelberg, joining online, examined alternative legal strategies in maritime disputes, emphasising that negotiation, conciliation, arbitration and judicial proceedings can operate together and produce continuing legal, political and diplomatic effects even after formal proceedings conclude.

The session’s Q&A further explored legal terminology, domestic-law enforcement, regional negotiations, marine protected areas and continental-shelf cooperation, highlighting the importance of strategic yet legally grounded approaches to maritime disputes.

⚓ LAWSEA 2026 | PROFESSIONAL SESSION IV

Technology as a Dispute Multiplier

The fourth and final professional session of Day One examined how rapid technological developments are creating new legal grey zones and transforming the nature of maritime disputes and security challenges.

The session was moderated by Commodore Manish Kumar Sinha, IN (Retd), Senior Fellow, National Maritime Foundation.

Commander Abhimanyu Singh, IN, Judge Advocate, Command Judge Advocate's Office, Headquarters Southern Naval Command, Kochi, examined autonomous maritime systems and the widening gap between technological advancement and existing maritime law. He discussed unmanned platforms, warship status, accountability and the need for clearer international standards governing autonomous systems.

Ms Antara Jha, Advocate, Cyber Law, Government of India, explored how drones, jamming, spoofing and autonomous vessels are creating new jurisdictional blind spots. She emphasised the need for updated legal frameworks, a national position on spoofing, an IMO MASS Code and stronger approaches to maritime cyber resilience.

Ms Shalini Singh, Assistant Professor of Law, Gujarat Maritime University, examined grey-zone competition below the threshold of armed conflict, highlighting ambiguity, hybrid strategies and gradualism. She also drew attention to the growing cybersecurity vulnerabilities of ports, ships and navigation systems and the importance of regional cooperation for maritime security.

The session reinforced the need for maritime law to evolve alongside technology while ensuring security, accountability and legal certainty in an increasingly digital maritime environment.
