Eminent agricultural scientist and distinguished horticulturist Dr Harvinder Singh Dhaliwal assumed charge as the 12th Vice-Chancellor of Punjab Agricultural University (PAU), Ludhiana, today. An accomplished researcher, academician, and administrator with deep roots in Punjab's farming community, Dr Dhaliwal brings a wealth of experience spanning agricultural research, education, and extension to the office. His appointment marks a significant development for the University as Punjab's agriculture seeks sustainable solutions to challenges in crop diversification, natural resource conservation, and farm profitability.

Born and raised in a rural family in Mansa district, Dr Dhaliwal has remained closely connected to farmers and rural communities throughout his career. A horticulture specialist, particularly in fruit science, he has contributed extensively to crop improvement and promoted horticultural diversification in Punjab.

With nearly 31 years of experience as an agricultural scientist, Dr Dhaliwal has served in leadership positions across all three core functions of PAU—teaching, research, and extension. He served as Dean, College of Agriculture, from 2013 to 2017, and also held the positions of Additional Director of Research (Horticulture) and Director of Extension Education. His experience across these domains gives him a comprehensive understanding of the University's academic responsibilities, research priorities, and engagement with the farming community.

An academic achiever, Dr Dhaliwal earned a gold medal, merit certificate and fellowships during his studies. His international research experience includes advanced work on citrus improvement at the University of Florida, USA. He also fostered research collaborations with the University of Florida, Curtin University of Technology, Australia, and the University of Maine, USA. At the national level, he contributed to important academic initiatives of the Indian Council of Agricultural Research (ICAR), including its Fifth Deans' Committee and the formulation of minimum standards for higher agricultural education.

Dr Dhaliwal's scientific contributions include 28 recommendations incorporated into PAU's Package of Practices, including introducing banana and amla and developing 11 fruit varieties, including the low-seeded PAU Kinnow-1. He has led six research projects as Principal Investigator or Co-Principal Investigator and has 189 publications, including 81 research papers in reputed national and international journals. His initiatives also led to the establishment of a state-of-the-art Leaf Analysis Laboratory and a nationally accredited virus-free nursery at PAU.

His tenure as Dean, College of Agriculture, was marked by significant academic reforms, including accrediting the College's graduate programmes, initiating the Institute of Agriculture at Bathinda, introducing five new academic programmes, and expanding student intake in undergraduate and postgraduate courses. He also established a Competitive Examination Guidance and Counselling Cell to strengthen students' academic and professional prospects. As a teacher and mentor, he guided 15 postgraduate students.

Equally noteworthy has been his contribution to strengthening the University's outreach to farmers. As Director of Extension Education, he helped organise 11 Kisan Melas, 155 field days, 780 training camps, and 278 vocational training programmes, along with several other farmer-oriented initiatives aimed at taking scientific knowledge and technologies to the grassroots.

PAU REVIEWS KHARIF CROP STATUS, INTENSIFIES STRAW MANAGEMENT AND RESOURCE CONSERVATION AT MONTHLY RESEARCH-EXTENSION REVIEW

The Monthly Meeting of the Review Committee for Extension and Research Work was held today at the Dr Khem Singh Gill Farmers' Service Centre, Punjab Agricultural University (PAU), under the aegis of the Directorate of Extension Education. Senior university officers, Heads of various departments, and scientists and faculty from KVKs and FASCs attended the meeting. The meeting reviewed the field performance of major crops, paddy harvesting, yield and sale, paddy straw management, and Information, Education and Communication (IEC) activities. It examined action taken on decisions from the previous meeting and feedback from extension scientists.

Chairing the meeting, Dr M.S. Bhullar, Director of Extension Education, PAU, stressed that the strength of PAU's extension system lay in its ability to carry scientific recommendations to farmers while simultaneously bringing field-level problems and farmer feedback back to researchers. He called for timely advisories, greater visibility of successful technologies and sustained field-level interaction, particularly during critical crop stages. He emphasized that demonstrations, farmer testimonials, digital communication and direct scientist-farmer interaction should be used strategically to accelerate the adoption of resource-conserving and economically viable technologies.

Dr A.S. Dhatt, Director of Research, PAU, emphasized the importance of continuously aligning the University's research priorities with emerging challenges in farmers' fields. Referring to issues ranging from pest and disease incidence and seed performance to crop diversification, mechanization and resource conservation, he observed that systematic field feedback provided valuable direction for refining technologies and developing practical solutions. He underlined the need for close coordination among researchers, extension scientists, and farmers so promising technologies could be scientifically validated, refined where necessary, and rapidly taken to the field.

Reviewing the cotton crop, the Committee lauded the Department of Entomology's efforts to control whitefly and pink bollworm and manage jassid and thrips effectively. Pest-management trainings at Bathinda and Sri Muktsar Sahib were supplemented by field surveys, farmer guidance, awareness literature and a video on pink bollworm management. FASC Abohar conducted 11 farmer training and interaction programmes, while the documentary "Narme Kapas Di Safal Kheti," produced in collaboration with DD Punjabi Krishi Darshan, was telecast and subsequently circulated among farmer groups.

To address poor germination in desi cotton, the Committee appreciated experiments being undertaken by the Directorate of Seeds on acid delinting using the recommended sulphuric acid protocol and storage of delinted seed. It was decided that FASC Abohar would prepare a short video on seed delinting and pre-sowing preparation before the next sowing season to encourage adoption of recommended practices.

As part of efforts to provide viable alternatives to spring maize, KVKs and FASCs organized 15 awareness camps, 26 lectures, four field visits, two awareness campaigns and a field day to promote sunflower and spring groundnut. Scientists of the Department of Farm Machinery and Power Engineering are developing and testing a pneumatic groundnut planter and seed-metering mechanism. At the same time, agronomic investigations include different planting configurations and nutrient management. Comparative studies on tofu prepared from defatted and full-fat PAU and commercial soybean varieties, covering protein content, quality, shelf-life and economics vis-à-vis dairy paneer, are also underway in the Department of Processing and Food Engineering.

Outreach on managing Southern Rice Black-Streaked Dwarf Virus (SRBSDV) and false s**t in rice included scientists from the Departments of Plant Breeding and Genetics, Plant Pathology, and Entomology, who developed awareness material and technical articles and conducted a Facebook/YouTube Live interaction facilitated by the Communication Centre. At the same time, KVKs and FASCs undertook awareness camps, diagnostic visits and field surveillance across Punjab.

The team also reviewed progress in biofertilizer promotion. KVKs and FASCs organized awareness programmes, campaigns, field visits and large-scale demonstrations. A survey of 40 farmers by FASC Ropar found that 37.5 per cent reported benefits from rice biofertilizer application in seedling growth and crop establishment. Dr Seema Garcha of the Department of Microbiology presented the advantages of biofertilizers, PAU-recommended biofertilizers for Rabi crops, seed and soil treatment methods, and precautions to observe while using them.

Further, all FASCs and KVKs have planned Front-Line Demonstrations on Gobhi Sarson and Raya during the ensuing Rabi season.

Paddy straw management remained a major focus, with PAU intensifying communication on the long-term benefits of residue incorporation and the adverse consequences of residue removal and baling. Articles, awareness camps, capacity-building programmes, farmer trainings, exposure visits and field-level interventions were undertaken across Punjab. At the same time, long-term assessment of soil health and microbial activity under residue-managed and conventionally managed fields is being pursued through CRM learning platforms.

The Committee noted encouraging adoption of Direct Seeded Rice (DSR). In the Abohar region alone, more than 12,000 farmers adopted DSR on over 1.5 lakh acres this season. Training camps and demonstrations were complemented by travel seminars, field days and awareness programmes across other districts to promote wider adoption of the water-saving technology.

Highlighting the economic footprint of PAU-developed varieties, Dr Raj Kumar, Principal Economist and Extension Scientist, informed that during 2021-22 to 2025-26, the area under PAU-developed wheat varieties increased from 21.6 per cent in 2021-22 to 56.7 per cent in 2025-26, while PAU-developed paddy varieties covered 72.7 per cent of the area in 2025-26. PAU's varietal footprint was equally significant in horticulture.

In another major resource-conservation initiative, around 135 acres were brought under sunnhemp seed production during Kharif 2026, with at least one acre at every KVK. Demonstrations across districts promoted skipping unnecessary phosphorus and rationalizing nitrogen use in paddy. Significantly, KVK Sangrur recorded a 40–50 per cent saving in nitrogenous fertilizers where green manure was incorporated before sowing paddy varieties PR 126 and Punjab No. 1.

Efforts to accelerate the adoption of PAU technologies through farmer testimonials, short videos, success stories, demonstrations and mass-media outreach were also reviewed. Outreach also covered export-quality basmati, false s**t management, balanced fertilizer use, SRBSDV prevention, in-situ crop residue management, PAU tree varieties and potato seed production.

Field feedback brought emerging concerns such as the small hive beetle, Grey-headed Swamphen damage to rice in parts of Faridkot, the growing popularity of Kangkung (Ipomoea aquatica) or "Garmi da Berseem/Garmi da saag" in Jalandhar, and low germination reported in pumpkin variety Punjab Nawab at Kapurthala before the Committee for scientific follow-up. Kangkung has already been included in PAU's 6 × 6 metre kitchen-garden model and sown at the University's Vegetable Demonstration Farm.

Dr P.S. Sandhu, Additional Director of Extension Education, coordinated the day's proceedings.
