Seemanta Engineering College, Mayurvihar, Mayurbhanj was the pet project of the Seemanta Mahavidyalaya Samiti. The project was instituted in 1997 to cater to the long cherished demands of techn

ical education of North Odisha and the bordering regions of Jharkhand and West Bengal. The site of the Institute in such an exquisite ambience crafted an atmosphere perfectly conducive for the quest of residential Engineering. The establishment of Seemanta Engineering College during the 90’s in the district of Mayurbhanj in the extreme North end of Odisha bordering the then Bihar and now and West Bengal won accolade from all quarters of cross border intellectual society. The institute was the one and only Technical institution of the entire North and Rural Odisha by then. This ISO 9001: 2000 certified institute of Mayurbhanj started its operation with three disciplines of Engineering for 180 aspirants. By dint of sheer commitment, hard work and innovation it could enhance its portfolio of disciplines today to provide B.Tech. Programme in Electronics & Telecommunication, Mechanical, Electrical, and Civil, Electronics & Instrumentation and Computer Science and Post graduate programme in MCA to 480 Prospective technocrats every year with due approval from the AICTE, New Delhi and Govt. Of Odisha and affiliation from BPUT, Rourkela, Odisha. The Institute has its own campus spread over an area of 51 acres. It has a well furnished academic building of approx. 1, 50,000 sq. ft., a workshop of 25,000 sq.ft. Besides it has its own hostels for boys and girls. The institute provides facilities like Central Library, Reading Room, Book Bank, Canteen, Market Complex, Dispensary, Multi Gym, Sports ground, Music Club, Literary Club, SBI Extension Counter, Parking Place, Students Co-operative Store, High Tech seminar Hall, Yoga Research centre, 24hrs internet facility, Physician, 24 hrs Ambulance, a fleet of Vehicles for Transportation . It promotes its meritorious students to pursue their objectives by providing them with scholarships along with special provision of scholarship to the students of Mayurbhanj. Since inception, the institute has been maintaining a high profile Placement Cell. The Training and Placement Cell in co-ordination with the Continuing Education Cell imparts need based industry oriented courses in addition to Spoken English and Personality Development Classes to groom the students to become multifaceted technocrats. It provided 386 offer letters to 315 eligible aspirants in 2009 – 2010 batches which constitute a record of 97% placement. This session it has already placed 220 SECians in the companies like Infosys, Satyam, Subex,Kite Communication, L & T InfoTech, CMS, Wipro, Assurgent, HCL, Cyndrake, Pigeons, Pahadpur Cooling Towers, Adept Solutions . The institute modestly started its operation a decade and half back in 1997 with a mission of spreading Technical education especially among the rural and bordering regions deprived of any such opportunity for long and to generate and strengthen the quality human resource to enhance the economy of the region. The institute started with three disciplines of engineering, i.e., Mechanical, Electronics & Tele Communication and Computer science and Engineering with an intake capacity of 180 students per year. Since then it has made steady progress by virtue of its single minded pursuit to improve both in quality and in quantity to reach a position to add 420 prospective engineers and 60 prospective software engineers every year in its profile. The institute pioneered Engineering education in rural region and North Odisha during the 1990’s. It is the one and only one Engineering College of the district of the district of Mayurbhanj till date since a time when such education was even a dream for the so called advanced regions of the state of Odisha. The college remained under Utkal University from 1997 to 1999. The formation of North Odisha University in 1999 brought it under the university and it remained so till 2003. The Biju Patnaik University of Technology was founded in 2003 and since then it is working under the university. Commitment to perfection and excellence propels the institute forward. The institute’s commitment to the public to provide Engineering education at the most affordable price since inception and adhering to it since then. College Rules
1. The students should reach the college in time.
2. The students should come to college in uniform/dress codified/ provided by the college authority.
3. The students should attend all classes. if the attendance of any student falls below 75% (65% on medical/College representation ground) he/she will not be allowed to sit for the University Examination.
4. The students should maintain absolute discipline inside the class room as well as the college premises.
5. The students are neither allowed to meet any outside person/authority except the college authority nor to form any type of unauthorized union/meeting.
6. No student is allowed to entertain outsiders inside the premises of the college without prior permission from the college authorities.
7. Carrying weapons of any form inside the college premises is prohibited. It is apunishable offence.
8. Drinking Alcohol, Taking Drugs or any other intoxicants are strictly prohibited
9. No student is allowed to come to the college premises after taking intoxicants or alcohols.
10. Damaging/Destroying college properties is an offence and is punishable
11. Use of mobile phones in the academic block is prohibited.
12. No student is allowed to create disturbance in any manner inside the examination hail during the examination sessions. If anysuch report is received from the invigilator/superintendent/supervisor, the student will be punished as deemed fit, including expulsion from the college without assigning any reason whatsoever.
13. No student is allowed to pass any derogative remarks or abuse/use filthy language or un- parliamentary words to any Teaching and non-teaching staffs and junior/senior, or to any other colleague, or to any girl students of the college.
14. Ragging or harassment of fresher or juniors by seniors of the college anywhere, in any form is strictly prohibited. In any case of ragging, the college will lodge police complaint against the miscreant which will be dealt with as per law. College may also impose penalty as deemed fit, including expulsion from the college. College authorities can award any punishment to the student without assigning anyreason or even without giving any opportunity for defense. All such cases will be intimated to the university, which may lead to cancellation of Regd. No. of the concerned student.
15. Playing music in high volume, shouting/talking in loud voice, observing party etc. within the College premises which disturbs other students is strictly prohibited.
16. In the event of violation of any College Rule a student shall be penalized as deemed fit. Hostel Rules for Boys
1. The Boarders should maintain absolute discipline in the Hostels.
2. The boarder should not stay outside beyond 6.00 p.m.
3. The boarder should follow the study hours and dining hours, prescribed by the hostel authority.
4. The boarder should inform the Superintendent/Asst. Superintendent in case he wants to remain absent from the Hostel due to any reason, Prior written approval of Superintendent/Asst Superintendent is mandatory.
5. No boarder is allowed to entertain any Outsiders/Parents/Relatives without prior permission of the Superintendent.
6. Keeping Weapons in possession inside hostel is prohibited and it is a punishable offence.
7. Drinking Alcohol, Taking Drugs or any other intoxicants are strictly prohibited.
8. Ragging in any form and harassment of any nature to fellow boarders are strictly prohibited. Any complain or even simple information given by the victim, any boarder, hostel staff or official will liable the culprit(s) stringent punishment.
9. The boarder should not damage any hostel properties and misbehave with any hostel staff.
10. within the hostel premises which disturbs other inmates, is strictly prohibited
11. During College hours a boarder must not remain in the hostel without prior permission.
12. In the event of receipt of any allegations regarding the violation of any of the conditions of the Hostel Rules by any boarder, the Hostel Superintendents have the authority to remove the boarders from the hostel without assigning any reason or even without giving any opportunity of defense to the boarder. Hostel Rules for Girls

1. Visiting hours for the outsiders to the girls hostel is from 4.00 p.m. to 6.00 p.m.
2. All residents of the girls Hostel must be back to the Hostel by 6.00 p.m.

The study hours and dining hours as prescribed by the Superintendent should strictly be maintained.
4. Parents must provide a list of persons to the Hostel Superintendents who can meet his/her ward in the visitor’s room.
5. Only lady family visitors are allowed inside the rooms of the Hostel but they are not allowed to stay after 6 p.m.
6. Drinking Alcohol, Taking Drugs or any other intoxicants is strictly prohibited.

Mess Rules

1. The boarders of the Hostels for both boys and girls should dine in the mess. They are not to toke food outside.
2. Any complaint about food/Mess-timing etc. must be given in writing to the
Hostel Superintendent for necessary action.
3. The mess workers should not be subjected to verbal or physical abuse of any kind. Any student involved in such activities will be punished.
4. Mess dues should be paid in time.
5. Mess is managed by the students and guided by the Hostel Superintendent. Punishment for Ragging

1. Ragging or harassment of freshers by seniors of the college, anywhere, and in any form is strictly prohibited. Ragging is punishable as per the supreme court.
2. In any case of ragging, the institute will lodge a police complaint against the miscreant and will be dealt with as per law.
3. College may impose minimum punishment for ragging by suspending for one academic year with fine.
4. The maximum punishment is expulsion from the College. Law and Order & Safety Issues

1. Students are responsible for the safe-keeping of their own belongings. The institute is not responsible for any kind of theft.
2
Students involved in any kind of disturbances in public places shall be under the general law & order authority.
3. They should ensure safety of college/hostel properties as their own. Attendance Requirements

In order to be eligible to appear in the Semester Examinations, conducted by the University, a student shall posses a minimum of 75% attendance in every subject. In case of students having valid medical reasons for absence in classes, the attendance can be relaxed to 60% at the discretion of the College

Role of the Parents/Guardians

1. The College will send the academic performance of the students to the parents Guardians periodically.
2. In all financial matters, the College expects to interact with the parents/Guardians
3. If a student is found guilty of indiscipline, the College reserves the right to take disciplinary action against him/her and inform the Parents/Guardians about the action so taken.
4. In some cases the College may call the Parents/Guardians for a meeting to discuss various issues of students. Healthy co-operation in this regard is ever solicited.
