भारतवाणी : मुक्त ज्ञान की ओर एक यात्रा

भारत में ज्ञान के निर्माण और उसको बाँटने की पुरानी परंपरा है जो इस वसुंधरा अर्थात् धरती माँ के कल्याण के लिए है। विगत अनेक शताब्दियों के दौरान बाहरी सभ्यताओं के आगमन ने इस प्राचीन परंपरा के प्रति हमारे दृष्टिकोण को प्रभावित किया है। ‘डिजिटल भारत’ के इस युग में अपने इस ज्ञान और अपनी भाषाओं को संरक्षित करने की महती आवश्यकता है।

िप्रेक्ष्य में मानव संसाधन विकास मंत्रालय, भारत सरकार द्वारा भारतवाणी परियोजना की शुरुआत की गई है जो ज्ञान के क्षेत्र में एक अनूठी पहल है। इस परियोजना का लक्ष्य एक ऑनलाइन पोर्टल के ज़रिए लगभग सभी भारतीय भाषाओं में और उनके बारे में मल्टीमीडिया प्रारूप (पाठ, श्रव्य, दृश्य, चित्रांकित रूप) में ज्ञान का ऐसा भंडार बनाना है जिसमें से मनचाही सूचना ढूँढकर निकाली जा सके।

यह भारतवाणी पोर्टल समाज के हर तबके की पहुँच के भीतर होगा। इसका क्रियान्वयन भारतीय भाषा संस्थान, मैसूरु, कर्नाटक के द्वारा किया जा रहा है। इस पोर्टल पर कॉपीराइट (संसोधित) कानून, 2012 की ‘उचित प्रयोग’ से संबंधित धाराओं के अंतर्गत शैक्षणिक उद्देश्यों के लिए मुक्त ज्ञान सामग्री उपलब्ध करायी जा रही है।

एक सबल, अंतःक्रियात्मक और उपयोग में आसान वेब उपकरण के जरिए देश भर के विभिन्न सरकारी/निजी संस्थानों द्वारा तैयार ज्ञान सामग्री को इकट्ठा करके उसे सार्वजनिक उपयोग के लिए उपलब्ध कराना भारतवाणी परियोजना का प्रमुख कार्यक्षेत्र है। इस परियोजना का मार्गदर्शन एक राष्ट्रीय सलाहकार समिति और एक तकनीकी सलाहकार समिति करेगी और इनके अतिरिक्त प्रत्येक भाषा के लिए अलग-अलग संपादकीय समितियाँ भी होंगी। मानव संसाधन विकास मंत्रालय ज्ञान के क्षेत्र में कार्यरत संस्थाओं और व्यक्तियों से इस महत्वाकांक्षी परियोजना में सक्रिय सहभागिता की अपील करता है जो ज्ञान के आदान-प्रदान के एक बड़े सामाजिक आंदोलन में परिणत हो पाएगा।

भारतवाणी परियोजना के अंतर्गत निम्नलिखित प्रमुख क्षेत्रों में सामग्री का प्रकाशन किया जाएगा-

Bharatavani: A journey towards Open Knowledge

India has a hoary tradition of creating and sharing knowledge for the welfare of Vasundhara, the Mother Earth. The advent of civilisation over the past several centuries impacted the way we looked at this ancient tradition. There is an urgent need to preserve the knowledge and our languages in the era of Digital India. In this context, Bharatavani Project (BvP), a knowledge initiative is launched by Ministry of Human Resource Development, Government of India. This project aims to build a searchable knowledge repository in and about all the languages in India in multimedia (text, audio, video, images) formats through an online portal. Bharatavani Portal will be accessible to all sections of society. The Project is being implemented by Central Institute of Indian Languages, Mysuru, Karnataka. The portal offers open knowledge under fair usage clauses of The Copyright (Amendment) Act, 2012, for educational purposes. Providing available knowledge already created by Government and publicly funded institutions all over India, and putting it across for the public usage, by deploying a robust, interactive, user friendly web tools will be the main thrust areas of Bharatavani Project. The project will be guided by a National Advisory Committee and a Technology Advisory Committee, besides Language Editorial Committees in each of the language. MHRD seeks active participation of the knowledge organisations, individuals in this ambitious project resulting in a massive social movement of knowledge sharing. The Bharatavani Portal would publish the content in the following main sections
